The provisions of UBC, Section 106.4.4 · as amended by the Carlsbad Municipal Code state:
"EXPIRATION. Every permit issued by the Building Official under the provisions of this code shall expire
by limitation and become null and void if the building or work authorized by such permit is not commenced
within one caiendar year from the date of such permit, or if the building or work authorized by such permit
is stopped at any time after the work is commenced for a period of six consecutive calendar months or if the
building or work authorized by such permit exceeds three calendar years from the issuance date of permit.
Work shall be presumed to have commenced if the pert.nittee has obtained a required inspection approval of
work authorized by the permit by the Building Official within one year of the date of permit issuance.
Work shall be presumed to be stopped if the permittee has not obtained a required inspection approval of
work by the Building Official within each six month period upon the initial commencement of work
authorized by such permit."
Before such work can be recommenced, a new permit, or a renewal permit as specified in the attached copy
of the code, shall be obtained.
Any person holding an unexpired permit may apply for an extension of the time within which he may
co~ence work under that permit when he is unable to commence work within the time required by this
section for good and satisfactory reasons. The Building Official may extend the time for action by the
permittee for a period not exceeding 180 days upon written request by the permittee showing that
circumstances beyond the control of the permittee have prevented action from being taken. No permit shall
be extended more than mice.

This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinance by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance, from those departments may be required prior to
the issuance of a building permit.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
19'94 Uniform Building Code, the approval Of the plans does not permit the violation of any
state, county or city law.
To speed up . the recheck process, please note on this. list (or a copy) where each
cor_rection item has been addressed, i.e., plan sheet number, specification section, etc.

1. Please make all corrections on the original tracings, as requested in the correction
list.
Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected ··sets can be submitted
in one of two ways: ·
.1. Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA
92009, (619) 438-1161. The City will route the plans to Es Gil Corporation and the
Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619)
560-1468. Deliver all remaining sets of plans and calculations/reports directly to
the City of Carlsbad Building Department for routing to their Planning, Engineering
and Fire Departments. ·
NOTE: Plan$ that are submitted directly to EsGil Corporation only will not
be reviewed by the City Planning, Engineering and Fire Departments until review
by EsGil Corporation is complete.
2. All sheets of plans must be signed by-the person responsible for their
preparation. (California.Business and Professions Code).
3. On the cover sheet of the plans, specify any items requiring special inspection, in
a format similar to that shown below. Section 106.3.2.

4. When special inspection is required~ the architect or engineer of record shall
prepare an inspection program which shall be submitted to the building official for
approval prior to issuance of the building permit. Please review Section
106.3.5.
5. Provide a rack layout plan showing the location of all racks. SHOW THE RACK
"TYPES" ON THE LAYOUT.
6. Obtain Fire Department approv~I for groups F, Mand S occupancy storage per
UBC Sections 306.8, 309.8 and 311.8.
7. Indicate the clearance from the new racks to the existing building walls and
building columns per Section 1631.2.11. The clearance must be at least 3Rwl8
times the deflections of both the rack and the building.

8. Provide forklift protection per Section 2231.5 (IF APPLICABLE).
9. Indicate the safety pin size and verify it is adequate for the 1000# load. Section
2236.1.
10. Recheck the base plate anchors as follows:
a) Check the transverse seismic for overturning with only the top shelf
loaded with the force acting through the center of gravity of the top load
per Section 2237. 7.
b) It appears special inspection may be required for the expansion anchors
based on the tension values in the bolts.
11. Check the slab stress· for the maximum transverse overturning·axial load. Show
the slab thickness on the plans per the calculations. Check the maximum slab
stress under the base plate per Section 1915.4.2.
a) The calculations assumed the fc of the concrete slab on grade to be 3000
psi. This would have required special inspection for the installation of the
slab. Please provide evidence this is true, or revise the design.
b) The calculations assume a soil bearing value of 2500 psf directly below
the slab. Please provide the soils report that shows this is true, or revise
the design.
12. One of the 8½" x 11" sheets· has a rack elevation that states, "View At Bridge."
Please clarify this. Are there to be no horizontal members below the 8'-8"
dimension shown? If not, provide special design.
13. To speed up the review process, note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet, note or detail number,
calculation page, etc.
14. Please indicate here if any changes have been made to the plans that are not a
