All process wastewater must meet the industrial waste discharge standards as set forth in the Pretreatment Ordinance adopted by the Encina Wastewater Authority April 25~, 1990. The application must be completed and returned to the Engineering Department prior to building permit issuance. An incomplete application may delay approval of your building plans. The completed application will be reviewed and forwarded to the Encina Wastewater Authority and, if necessary to the San Diego County Department of Public Works for further evaluation. At this time a determination will be made as to whether further investigation will be required. If pretreatmen~ is required, a Wastewater Discharg~ Permit application will be issued by either staff at Encina or the Engineering Department planchecker. Please call the Carlsbad Municipal Water District at 438-2722, extension 153, or the Encina Wastewater Authority at 438-3941, extension 3713 if you need further information about this permit. Copies of the Sewer Ordinance and the Pretreatment Ordinance are available upon request. This substitute product has a flash point greater than 200 degrees F.; making it a <;;lass ill-B combustible liquid and as such, air exchanges are not required. · We hope this modification will omit the plan check correction noted by ESGIL Corp. requiring 6-air changes per hour-at the floor level. . · In addition, the 1 gal. o( Gel Hand Cleaner will be replaced with an over the counter hand cleaner. With the replacement of these chemicals, there are two products · remaining which are classified as Class Il Co;mbustible liquids. Our analysis included review of the original plans and structural calculations by Hope Engineering dated 1995, consultation with Mr. James Amundson of Hope Engineering, regarding the design criteria for the roof, consultation with Mr. Michael Peterson of the City of Carlsbad Building Department regarding building code requirements with regard to loading conditions, review of the proposed tenant improvements by DZN PARTNERS, review of applicable sections of the 1997 U.B.C., and inspection of the property. The existing roof was designed for 10 psf dead load plu.s 2 psf additional dead load so as to accommodate a drop ceiling, and 20 psf (reducible) for live loads. Rather than use a conventional drop ceiling, the architectural plan calls for metal framing and a gypsum board ceiling, thereby enclosing the attic space entirely and making it inaccessible. At issue is the applicable loading condition for a ceiling below an inaccessible, enclosed attic space. In our opinion, the enclosed attic is not subject to live loads and therefore, need only be designed to resist dead loads only. Note that such a ceiling is not subject to the forces imposed upon non-bearing interior walls, which are designed to resist total (live plus dead) loads of 5 psf. Page 1 of2 ' ' ' > The applicable building code requirement is given in Table 16-B, Footnote (4) of the 1997 U.B.C., whereby an exception is created to the usual live load of 10 psf generally applied to ceiling framing. This exception reads as follows: "Does not apply to ceilings that have sufficient total access from below, such that access is not required within the space of the ceiling." GEISSLER ENGINEERING verily believes and hereby confirms that the second floor ceiling shall be provided with adequate access, in full compliance with the Mechanical Code, so as to fall within the exception created by Footnote (4) of Table 16-B of the 1997 U.B.C. Access shall be provided to all mechanical equipment by means of access openings not less than 22 inches by 30 inches, as required by Section 1505.1 of the 1997 U.B.C. The concealed attic space shall be draft-stopped as specified by Section 708.3 of the 1997 U.B.C. Smoke and heat venting shall be accordance of Section 906 of the 1997 U .B. C. It is a well settled that the live roof loads indicated on Table 16-C apply to roof loads only and not to the ( underside )-ceiling ceiling frame. This issue is specifically indicated in Footnote ( 4) of Table 16-B of the 1997 U.B.C., viz. "This live load need not be considered simultaneously with other live loads imposed upon the ... supporting structure." The load path for second floor ceiling framing transfers approximately one-third of the loads to the walls and floor and the remaining two-thirds of the loads to the existing roof. This enables the roof loads to be within the allowable 2 psf of the original roof design. Accordingly, DZN PARTNERS has designed the ceiling frame in accordance with applicable original design parameters as well as in accordance with applicable building codes. Structural analysis based upon the plans submitted by DZN PARTNERS indicates that the proposed second floor ceiling complies with all structural requirements ofthe1997 U.B.C.
