Both structures called for 3,000 pound concrete. In the case of the footing for the retaining wall the tests show 2,790# at 58 days. This is in an area where the maximum height of the wall is 13 feet. The most critical height of the wall is 20 feet where the 3,000# concrete is required in the stem and in the footing. In this section the ultimate flexural capacity is 31,600 foot pound at this reduced strength. The ultimate moment is 22,654 foot pounds or 72% of the ultimate strength. In the instance of the 6 foot high planter wall, the tests show 2,880# at 58 days. The ultimate bending requirement is 2,448 foot pounds per foot. The ultimate bending capacity is 3,697 foot pounds. The shear capacities in either case are far above the ultimate shear loads. We recommend the acceptance of these structural elements despite the strength deficiencies. The- design values are based on the results of laboratory tests performed on samples of typical earth materials obtained from the approximate location of the proposed wall. In addition, we have reviewed the retaining wall design from a geological point of view. We understand that the wall is to support an area around a high tension power pole and the maximum wall height will be about 18 feet. Because of the proximity of the power pole to the construction zone, we recommend that the construction slope be no steeper than one horizontal to one vertical. The toe of the construction slope should be established by projecting a 1.5:1 (horizontal to vertical) plane downward from the outside edge of the pole footing to the catch point at the bottom of the wall and then projecting a 1:1 slope upward to the top. A minimum of five feet horizontal distance away from the pole to top of slope should be maintained at all times. However, it should be noted that SDGE will have final review and their recommendations, where applicable, will prevail for the placement of the construction slope. Carlsbad Airport Center Page 2 The following design values do not consider an adverse geologic structure, and will not be appropriate if low strength layers with out-of-slope components of dip are exposed in the back cut. We therefore recommend that the geologist inspect the back cut during construction in order to provide final acceptance of the geotechnical design values. Alternatively, several backhoe test pits could be excavated into the existing slope at the location of the proposed wall with the geologic structure evaluated by the project geologist prior to initiation of construction. Soil values to use for design should be as follows: i Native undisturbed materials Allowable bearing pressure 3500 psf with a maximum toe pressure of 5000 psf o Angle of internal friction 35 Cohesion 0.0 Unit weight of soil 125 pcf Allowable Coefficient of Friction 0.47 Allowable passive earth pressure 230 psf/ft Equivalent fluid pressure - level backfill Clean select granular soil 30 psf/ft On-site select granular soil 33 psf/ft In addition to the above, the effects of the power pole must be considered in any wall design. All backfill behind the walls should be compacted to 90 percent of maximum density and pipe and gravel subdrains should be placed near the bottom of the wall. Alternatively, a two cubic-foot/foot gravel wedge could be placed behind the wall and the wall provided with weep holes. Cribwall design, if applicable, should also provide drainage at the back of the wall. ITEM EXPLANATION Centre Development has requested an above ground encroachment permit for a retaining wall and planter boxes along Palomar Airport Road west of Camino Vida Roble. The purpose of the wall is to allow for the widening of Palomar Airport Road without having to relocate an existing SDG&E transmission tower. The developer claims relocation of the tower would be too costly and would delay opening of Palomar Airport Road along this project for another year. Staff has worked with the developer in preparing a suitable alternative to relocation of the tower. The retaining wall and planter box proposal was brought before the Planning Commission and received their support by a six to one margin. The developer has agreed to permanently maintain the planter boxes and landscaping. In addition, the developer has agreed to re-landscape and maintain the median landscaping adjacent to their project as a condition of Commission's acceptance of their proposal. FISCAL IMPACT None.
