Indicate the beam Y is a double beam for the full 20' length on the plans per the calculations. 25. See the following comment 25 supplemental for the calculations by the new engineer. The following is the previous comment to G. Ohan. Recheck all lateral loads and the lateral analysis (G Ohan): d) i. At the braced connections: Provide 2 .. 7/8" A325 bolts at each end of the brace per calculations. Show a 4x15x1/4" stiffener for the beam at the brace locations per calculations. Provide calculations for the angle connection to the beam (bending of the angle and/or the beam flange in the weak axis). No response was found. Check the beam for the brace load. For example, the additional shear load of 18.5 k should be added to the gravity shear. No response was found. Carlsbad 94-1611 3/-22/95 g) ii. Per the response, show knee bracing will be used at all columns in the transverse and longitudinal directions. Grade 5 bolts do not qualify as A325 bolts. · iii. Check the top of column connection for all load transfers. The shear and tension from the brace must be transferred from the column to the beam. No response was provided. Per the calculations, show diagonal bracing at all columns in the transverse direction, and show 6x6x3/8" columns at the Y beams (6 locations). 25. Supplemental (engineering by Innovative Design Concepts): j) · The lateral calculations were for a typical 12' bay, but some bays are wider which results in a ~25% increase in vertical and lateral loads. k) The typical 12' bay vertical load is 16.2 kips. I) Analyze the complete frame with both the vertical uniform running load and the lateral loads applied at the same time. The vertical loading and resulting vertical end moments, shears, etc. were not included in the lateral design. The design will be completely rechecked. m) Design all connections for vertical loads plus 3*Rwf8 times the seismic loads per 2710. See all previous correction lists for the transfer of all loads at the connections (weak axis flange bending, etc.). n) Provide revised plans to show all required information. 26. Provide adequate footings for all vertical reactions (no response was provided for b, c, d & e): a) Justify the 2 ksf soil bearing value directly below the slab on grade. The new soil letter indicated that 2 ksf is only allowed for 12" deep footings. b) The slab moment should be calculated per 2615(e)2C. c) Was the slab installed with special inspection to verify the 3 ksi? d) Are there any slab joints close to the column locations? e) Plain concrete should hot be used in seismic zone 4 to support a new second floor per 2622. 27. Indicate the deck is also connected to all beams on sheet 4 (revised plans have not been provided). 28. The plans should indicate the storage platform design live load is 125 psf. Existing sanitary facilities serving the remodeled area. 5. Existing drinking fountains and telephones serving the remodeled area. B. REMODELS VALUED LESS THAN $79,1192 When remodels are valued at less than $79, 119, the total access compliance may be limited to the specific area being remodeled (i.e., "new" work), provided the following conditions are satisfied: 1. The cost to upgrade the existing elements (described in A.2, A.3, A.4 and A.5 above) exceeds 20% of the cost of the proposed project, and 2. The enforcing agency determines that "an unreasonable hardship" exists (see the attached Form HCA-1, to be completed by the applicant), and 3. The plans must still show upgrades to the existing elements, but only to the point where the cost to do so will equal 20% of the cost of the proposed project. In choosing which elements to upgrade, the following priority list should be used: (a) Entrance to the building (b)Route of travel (c)Restrooms (d)Public telephones (e)Drinking fountains (f)Other e.l~ments, such as parking, alarms, signage, etc. Carlsbad 94-1611 1/25/95 C. REMODELS $79,119 AND HIGHER2 When remodels are valued at $79,119 and higher, access compliance is required for the specific area being remodeled (i.e., "new" work), and for the existin·g elements (described in A.2, A.3, A.4 and A.5 above). Under some circumstances, certain existing elements (such as restrooms) need only comply with "equivalent facility" provisions in Title 24. This may be granted if the enforcing agency determines that "an unreasonable hardship" exists. 1 Based on the provisions in Title 24, Part 2 of the California Building Code, Effective April 1, 1994 2Note: In determining the value of a remodel, the total costs of all improvements since January 26, 1992 along the same path of travel must be included (even if the previous remodels were done by other tenants). The 20-percent provisions for determining if upgrade costs are disproportionate and for determining the amount to spend on upgrades shall be based on this total value. Show the guardrail at all openings of the platform, including at the pallet racks. 19. Show the following for the stair: a} Show the landing sizes at the top and bottom per 3306. b) Dimension the stair widths. c) Handrails are required on each side of stairs, per section 3306(i.1} 1. d} Handrails shall extend a minimum of 12" beyond the top nosing and 12" plus the tread width beyond the bottom nosing. e) The upper approach and the lower tread of each ·st~ir shall be marked by a strip of clearly contrasting color at least 2" wide and placed parallel to and not more than 1" from the nose of the step or landing. The strip shall be as slip resistant as the other treads of the stair. f) *Tread surfaces shall be slip resistant and smooth, rounded or chamfered exposed edges and no abrupt edges at the nosing. Nosing shall not project more than 11/2" past the face of the riser above. Risers shall be solid (open risers are not permitted}. 20. Dimension the A2 and A3 joist locations on sheet 4. Carlsbad 94-1611 12/22/94 21. Floor joist A2 exceeds the U360 live load limit in Table 23-D. 22. Recheck beam Y for two point loads per the plans. Check the beam for combined bending and shear per UBC STD 27-9 Section C3.3 (MactfMau i::11 and VactNan = 9.2/32 = .29) 23. Check joists A2 and A3 and all beams per UBC STD 27-9 Sections C3.3, C3.4 and C3.5. 24. Provide calculations for all connections at the storage platform. 25. Recheck all lateral loads and the lateral analysis: a) The seismic weight is (live load)/4 + dead load + sprinkler loads. b) The design Rw = 6 per Table 23-0. c) The column lateral loads will be higher at the wider bays. d) Design all moment connections for 3*Rw/8 times the seismic loads per 271 O. Verify the footing is adequate for the base moment and show it complies with 2625(d). e) Design the structure as a complete "frame" to include the vertical end moments in combination with the seismic loads. f) The K in KUR is at least 1.2 for fixed-fixed columns and 2.1 for fixed- pinned columns. g) The distribution of load to the columns should be based on the relative stiffness. · For example, on sheet 12 a fixed-fixed column has 4 times the rigidity of a fixed-pinned column. The moment at the top of the column will not be twice as great as the moment at the bottom. h) The lateral resistance will be completely rechecked. 26. Provide adequate footings for all vertical reactions and base moments. 27. Indicate the deck material. Verify the deck can span the 24" and support the live load. Indicate the deck connections to all joists and all beams to provide lateral support for all framing members. 28. To speed up the review process, note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet, not~ or detail number, calculation page, etc. 29, Please indicate here if any changes have been made to the plans that are not a result of corrections from this list. If there are other changes, please briefly describe them and where they are located in the plans. Carlsbad 94-1611 12/22/94 • Have changes been made to the plans not resulting from this correction list? Please indicate: Yes 0 No 0 30. The jurisdiction has contracted with Esgil Corporation located at 9320 Chesapeake Drive, Suite 208, San Diego, California 92123; telephone number of 619/560-1468, to perform the plan review for your project. If you have any questions regarding these plan review items, please contact Pete Fischer at Esgil Corporation. Thank you. A. DISABLED ACCESS REQUIREMENTS FOR REMODELS1 {alterations, structural repairs, additions, tenant improvements and occupancy changes) GENERAL Full access compliance is required for remodels, including: 1. The specific area being remodeled, (i.e., the "new" work). 2. Existing elements in the path of travel to the remodeled area. (a)Parking, (b)Walks, (c)Hazards, (d)Curb Ramps, (e) Ramps, (f)Elevators, (g) Stairs. 3. Entrance to the remodeled area. (a)Entrance doors, (b)Exit doors. 4. Existing sanitary facilities serving the remodeled area. 5. Existing drinking fountains and telephones serving the remodeled area. B. REMODELS VALUED LESS THAN $79,1192 When remodels are valued at less than $79, 119, the total access compliance may be limited to the specific area being remodeled (i.e., "new"work), provided the following conditions are satisfied: 1. In choosing which elements to upgrade, the following priority list should be used: (a) Entrance to the building (b)Route of travel (c)Restrooms (d)Public telephones (e)Drinking fountains (f)Other elements, such as parking, alarms, signage, etc. C. REMODELS $79,119 AND HIGHER2 When remodels are valued at $79, 119 and higher, access compliance is required for the specific area being remodeled (i.e., "new" work), and for the existing elements (described in A.2, A.3, A.4 and A.5 above). Under some circumstances, certain existing elements (such as restrooms) need only comply with "equivalent facility" provisions in Title 24. This may be granted if the enforcing agency determines that "an unreasonable hardship" exists. 1Based on the provisions in Title 24, Part 2 of the California Building Code, Effective April 1, 1994 2Note: In determining the value of a remodel, the total costs of all improvements since January 26, 1992 along the same path of travel must be included (even if the previous remodels were done by other tenants). The 20-percent provisions for determining if upgrade costs ar!3 di§proportionate and for determining the amount to spend on upgrades shall be based on this total value. STEVE C. KNORR c/o Prodcon, Inc .. P'.O. Box 1528 Poway, GA 92074 Attention: Subject: Mr. Wes Warwick Bearing Value for Tenant Improvements Lot 47 of Carlsbad Airport Center Carlsbad; California References: (1) Site Specific Geotechnical Evaluation, Carlsbad Airport Center, Unit II, Lot 47, Carlsbad, California", by GeoSoils, Inc., dated January 13, 1994. Gentlemen: (2) "Interim Soils Report, Carlsbad Airport Center, Lot 47, Carlsbad, California", by GeoSoils, Inc., dated July 12, 1994. In accordance with your request, GeoSoils, Inc. has prepared this letter regarding the design bearing value for tenant improvements at the subject property. It is our understanding, from conversations with Mr. Wes Warwick, that a second floor mezzanine, supported in part, by spread footings, is proposed .for the existing strLJcture on Lot 47. The following discussion regarding bearing value and lateral pressure has been reproduced from our reference (1) report, dated January 13, 1994. "Bearing Value: An allowable bearing value of 2000 pounds per square foot shoulq be used for design of continuou$ footings 12 inches wide and 12 inches deep and for design of isolated pad footings 24 inch~s square and 12 inches deep. This value may be increased by 250 pounds per square foot for each additional 12 inches in depth and by 150 pounds per square foot for each additional 12 inches in width to a maximum value of 2500 pounds per square foot. The above values may be increased by one-third when considering short duration seismic or wind loads. MR. STEVE C. KNORR W.O. 171 SX-SC Late.ral Pressure: MARCH 7, 1995 PAGE2 1. Passive earth pressure may be computed as an equivalent fluid having a density of 300 pounds per cubic foot per foot of depth, to a maximum earth pressure of 2500 pounds per square foot. 2. An allowable coefficient of friction between soil and concrete of 0.4 may be used with the dead load forces. 3. When combining passive pressure and frictional resistance, the passive pressure component should be reduced py one-third. 4. All footings should maintain a minimum 7 foot horizontal set back from the base of the footing to any descending slope. f=ootings for structures adjacent to retaining walls should be deepened so as to extend below a 1 :1 projection upward from the bottom inside edge of the wall stem." · Additional direct shear testing was performed ·on a sample of artificial fill soil obtained form the adjacent Lot. 46 in preparation of a preliminary soils report for that lot. This material is considered similar to fills placed within Lot 47 b~sed on the following: the spatial relationship between Lot 46 and Lot 47, visual observation of site soils on both lots during grading, and similar maximum dry densities and optimum moisture contents. Shear strength testing was performed in general accordance with ASTM Test Method D3080 on the fill soil sample which was remolded to 90% relative compaction at optimum moisture content (i.e., 115.5 pcf at 15,5%). Testing produced an internal friction angle of 24 degrees and cohesion equal to 400 psf. Based on this additional testing, the similar nature of soils within Lot 46 and Lot 47, and previous testing performed on formational soils within Lot 47, the previously determined bearing value of 2000 psf is considered, valid and may be used in design of the proposed improvements. The opportunity to be of continued service is appreciated. Should you have any further questions regarding this project, please do not hesitate to contact the undersigned.
