Lateral bracing for suspended ceiling must be provided. (UBC Table
/ 23-3 Where -ceiling loads are less than 5PSF and not supporting interior
partitions, ceiling bracing shall be provided by four No. 12 gauge
wires secured to the main runner within 2 inches of the cross runner
intersection and splayed 900 from each other at an angle not exceeding
45° from the plane of the ceiling. These horizontal restraint points S
shall be placed 12 feet OC in both directions with the first point within
4 feet of each wall. Attachment of restraint wires to the structure
above shall be adequate for the load imposed.

Validity Corporation submitted plans to create 10,205 square feet of offices and
5913 square feet of warehouse in an existing shell building. The value of the
shell when it was built was $18/sq ft as shown in the Building Valuation Multipliers
created by the International Conference of Building Officials. The added value
created by Validity's application was 42.80 per;square foot for the air conditioned
offices minus $18/ sq ft, and'-$22 per square foot minus $18 for the,warehouse
which totals $276,736 added 'valuation. This is the figure upon.which 'we are
required to base our permit fees. The calculation is attached.
The license tax fee is 2% of the added valuation.: .A copy of. this ordinance is attached.
The sewer fee is determined by the Engineering Department. Their ordinance requires

The grading operation was conducted from Setember 2, 1981 'through
November 24, 1981. Supervision was provided during this period
utilizing the report issued by ACTION ENGINEERING CONSULTANTS dated
June 17, 1981, Work Order No. 321101.
Prior 'to the placment of fill soils, all vegetation and debris was
removed from the site. The existing loose surficial soils were
excavated to compet,ent material. 'The exposed surface was scarified,
moisture conditioned and recompacted to ninety (90%) percent of the
Laboratory Standard.'
The fill soils were placed in six (6") inch lifts, moisture conditioned
and compacted in a like manner.
A key was constructed at the toe of the fill slopes to provide support
for the fill. The existing slopes were properly benched during
construction.
The native soil classifies as CLAY, sandy, and weathered bedrock, and

Compaction was obtained by sheepsfoot and pnuematic rolling. A water
'truck was used for moisture control.
The relative compaction percent was determined by the Sand Cone Method
(ASTM:D-1556-70). These tests were taken a minimum of every 500 cubic
yards placed and every two (2') feet'in depth of fill placed.

The maximum depth of fill placed was ten (10') feet in Lots 1 and 2,
fifteen (15') feet in Lots 3 and 4, seventeen (17') feet in Lots
5 and 6, four (4') feet in Lots 7 and 8, twenty-seven (27') feet
in Lot 9, fifteen (15') feet in Lot 10, twenty-seven (27') feet
in Lot 11, twenty-two (22') feet in Lots 12 and 13, sixteen (16')
feet in Lots 14 and 15, sixteen (16') feet in Lot 16, four (4')
feet in Lot 17, fourteen (14') feet in Lot 18, and seventeen (17')
feet in Lot 19.
The potential expansion of the soil was determined in accordance with
Section 29 of the U.B.C. 1973 edition. Results are as follows:

To reduce expansion potential, the on-site soils may be mixed with
lime to a depth of eighteen (18') feet. Laboratory test results
indicate that a mixture of three (37.) percent lime by weight effect-
ively reduces the expansion of on-site soils to the very low to low
expansion potential. The following foundation recommendations are
based on this criteria.
The proposed sturctures shall be supported by isolated and continuous
spread footings placed a minimum of twelve (12") inches below lowest
adjacent finished grade utilizing a recommended bearing value of
2000 pounds per square foot and 2200 pounds per square foot, respect-
ively. This value is for dead plus live load and may be increased by

one-third (1/3) for total including seismic and wind loads where

Note: (1) The surrounding areas sould be graded so as to ensure drainage away from the

Concrete floor slab in areas to be covered with moisture sensitive coverings
shall be constructed over a 6 mil plastic membrane. The plastic should be
properly lapped, sealed and protected with sand.

at the subject site have been subjected to R-Value determination
tests. Results indicate an R-Value of twenty-five (25) should be
utilized for pavement design. Utilizing this value, and a Traffic
Index of 6.8 as.provided by Mr. Henry Worley, Project Civil Engineer,
