Concrete Encased Electrode (Rebar)
2007 California Electrical Code Article 250.52(A)(3)

The NEC makes it clear that underground metal water pipei can no longer be relied upon to assure
a permanent and effective ground. To this end, several different grounding electrodes are
identified as acceptable alternatives to the water pipe. The two most commonly used are the
ground rod and the concrete encased electrode. The use ofgTduhd rods and concrete encased
electrodes has raised questions.
The intent of this newsletter is to identify the minimum requirements for an acceptable concrete
encased electrode constructed of reinforcing steel (rebar), commonly called a "ufer" ground.
These minimum requirements are as follows: •c=?f
1. The #4(1/2") or larger rebar to which the grounding electrode conductor is connected must
be a minimum of 20 feet long, unbroken.
2. The total developed length of rebar at the bottom of the foundation must be no less than 20
feet. Where splices are necessary to obtain the required 20 feet of rebar, they must be made
so that the two bars overlap by no less than 15 inches and are secured by at least two steel tie
wires.
3. The rebar may only extend out of the slab in a dry location.
4. The rebar must extend out of the slab at least six inches and no more than 18 inches and the
point of connection of the grounding electrode connector must be accessible. Exception:
Where the connection of the grounding electrode conductor is encased in concrete and the
connector is listed for concrete encasement.

approved 400 amp residential meter panel, with a Class 320 plug-in meter
socket Customer to provide all excavation, trench, 3" conduit, backfill,
compaction, 3/4" pulling and measuring tape in conduit and surface repair from
the existing handhole to new meter panel. The panel shall be marked with
either a rating of "320 Amperes Continuous" or "400 Amperes Maximum (320
Amperes Continuous)". Please see Service Guide 611 for specific
clearances.

hours per day. Meters must be located in a safe area free of any potentialy hazardous or dangerous condition. Provide 3-fl. X 3-ft

Meter bases and meter service disconnects must be located at or immediately adjacent to each other and be identified with address
and unit number K serves.
PROCEDURE FOR INSTALLATION
1. PHONE DIG ALERT 1-800-227-2600 AT LEAST TWO DAYS PRIOR TO TRENCHING FOR LOCATION
OF UNDERGROUND UTILITIES.
2. Phone SDG&E at 760-476-5611 for the following:
• 3 working days prior to trenching to arrange pre-meet with inspector and initiate trenching process.
• After excavation of trench, instalation of conduit and service entrance equipment at meter location, CALL
FOR INSPECTION. Do not cover conduit without inspector's written approval to backfil.
• When t/em* is badrfilted and compacted, CALL FOR INSPECTION.
• If service entrance equipment is installed after DackfM, CALL FOR INSPECTION OF THE EQUIPMENT.
3. Meter cannot be set until inspector has approved installation, including service equipment, and receipt of
ctty/countyAlate inspection clearance.
