This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that construction comply with the 2016 edition of the California Code of Regulations (Title 24), which adopts the following model codes: 2015 IRC, 2015 IBC, 2015 UPC, 2015 UMC and 2014 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2015 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy\ where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Carlsbad cbR2019-3497 12/23/2019 PLANS 1. Please make all corrections, as requested in the correction list. Submit FOUR new complete sets of plans for commercial/industrial projects (THREE sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil and the Carlsbad Planning, Engineering and Fire Departments. 2. Indicate on the Title Sheet of the plans the name of the legal owner and name of the person responsible for the preparation of the plans. Section R 106.1.1. 3. All sheets of plans must be signed by the person responsible for their preparation. (California Business and Professions Code). 4. Some of the information provided on plans is not legible. s. Plans: For small building projects, 11" X 17" will be accepted as long as the detail is sufficient and readable. Be consistent; don't mix sizes of drawings (exception: maps for recording). Do not attach information with clips, tape, or staples. 6. Lettering on sheets must never be less than 1/8-inch in height. 7. Title Block --Put title information on all sheets except the cover sheet. Provide the following: project name, drawing title, sheet number and revision column, project address, and name, address and phone number of the preparer. 8. Drawing Quality --The drawing should be easy to read, with all lines and letters dark enough to provide good contrast with the paper. Brown line prints, pencil drawings (including corrections or alterations), and microfilm copies of plans cannot be accepted. Carlsbad cbR2019-3497 12/23/2019 9. Scale --Be consistent and indicate your scale using a bar symbol ( for plan reproduction integrity). All site drawings are to be in a scale of 1" = 10', 1" = 20', or 1" = 30'. Plats, short plats and boundary line adjustments may be drawn at a smaller scale, such as 1" = 50', 1" = 60', or 1" = 100'. Architectural building plans and elevations are to be 1 /8" = 1' or 1 /4" = 1 ', with 1 /6" = 1' or 1 /20" = 1' for larger structures. 10. Vicinity Map --include on the site plan. The vicinity map covers the project site and surrounding streets and property within a minimum of 600' of the site. Copies of a city map can be made from the Street Atlas in the self help area of the permit center. 11. Show locations of permanently wired smoke alarms with battery backup, per Section R314: a) b) c) Inside each bedroom. Outside each separate sleeping area in the immediate vicinity of the bedrooms. Such smoke alarm locations shall comply with the following: i) They shall be not less than 3' from the door opening of a bathroom. ii) They shall be at least 20' from a cooking appliance. iii) They shall be at least 3' from supply registers of heating/cooling systems. iv) They shall be at least 3' from the tip of the blade of a ceiling- mounted fan. • NOTE: When more than one smoke alarm is required to be installed, the alarm devices shall be interconnected in such a manner that the actuation of one alarm will activate all of the alarms in the unit. 12. In existing buildings, when alterations, repairs or additions requiring a permit occur (or when one or more sleeping rooms are added), the dwelling unit shall be provided with smoke alarms located as required for new dwellings; the smoke alarms shall be interconnected and hard wired. Exception: Smoke alarms in existing areas need not be interconnected and hard wired where the alterations or repairs do not result in the removal of interior wall or ceiling finishes exposing the structure, unless there is an attic, crawl space, or basement available which could provide access for hard wiring and interconnection without the removal of interior finishes. Section R314.8.1. 13. In dwelling units within which fuel-burning appliances are installed (and in dwelling units having attached garages), show the locations of permanently wired carbon monoxide alarms with battery backup, per Section R315: a) Outside each separate sleeping area in the immediate vicinity of the bedrooms. Section R315.2. GENERAL RESIDENTIAL REQUIREMENTS 15. Clarify Kitchen enclosure shown on plans. Notice that access to the rest of the Condo will be closed off. 16. Plans are not scaled to check for room area requirements. 17. Habitable rooms shall have a floor area of not less than 70 square feet. Section R304.2. 18. Habitable rooms, except kitchens, shall not be less than 7' in any horizontal dimension. Section R304.3 19. Sleeping rooms shall have a window or exterior door for emergency escape. 20. Section R310. a) Windows must have an openable area of at least 5.7 square feet, with the minimum openable width 20" and the minimum openable height 24". b) The bottom of the clear opening shall not exceed 44" above the floor. Do not measure to the window sill. This generally applies to windows that have a height of 3' or less. See the figure below to see the correct method of measurement. c) Such openings shall open directly into a public way or a court that opens to a public way (4-sided courts are prohibited). d) If such openings occur at a patio, the patio may not be enclosed. Appendix H, Section AH103.2. e) The emergency door or window shall be openable from the inside to provide a full, clear opening without the use of any keys or tools. All habitable rooms shall be provided with aggregate glazing area of not less than 8% of the floor area of such rooms, per Section R303.1. Carlsbad cbR2019-3497 12/23/2019 21. Natural ventilation shall be provided for all habitable rooms, with the minimum openable area to the outdoors of 4% of the floor area being ventilated. Section R303.1. 22. Water closet compartments shall be provided with aggregate glazing area in windows of not less than 3 square feet, one-half of which must be openable (unless mechanical ventilation is provided). Section R303.3. 23. Bathrooms and powder rooms must be mechanically ventilated (an openable window won't suffice). Section R303.3.1. 24. At least 1 /2 of the common wall must be open and have an opening not less than 25 sq. ft., nor one tenth of the floor area of the interior room, if light and ventilation is being supplied from an adjacent room. Section R303.2. 25. Required glazed openings shall open directly onto a street or public alley, or a yard or court located on the same lot as the building. Required glazed openings may face into a roofed porch where the porch abuts a street, yard or court and the longer side is at least 65% and the unobstructed the ceiling height is at least 7 feet. Section R303 .1 STRUCTURAL 26. Reference non-load bearing details to where they may pertain. 27. Not sure how drywall framing detail provided on plans pertains to this set of plans. 28. Wall legend on plans is not consistent. All walls are shown as new walls. Please clarify the location for new walls. MECHANICAL 29. Show on the plans the location, type and size (Btu's) of all heating and cooling appliances or systems. 30. Every dwelling unit shall be provided with heating facilities capable of maintaining a room temperature of 68 degrees F at a location 3 feet above the floor and 2 feet from exterior walls in all habitable rooms. Show basis for compliance. CRC 303.9. 31. Detail the dryer exhaust duct design from the dryer to the exterior. The maximum length is 14 feet with a maximum of two 90-degree elbows or provide the manufacturer's duct length specification description on the plans: Include the dryer specifications (manufacturer, model, and fuel type) as well as the duct description (size and type). CMC Section 504.4.2. Carlsbad cbR2019-3497 12/23/2019 32. Show how makeup air will be provided for the washer and dryer enclosure. The code requires an opening with a minimum of 100 square inches of makeup air (can be louvered door). CMG 504.4.1 ELECTRICAL 33. Show on the plan the amperage of the electrical service, the location of the service panel and the location of any sub-panels. If the service is over 200 amperes, submit a single line diagram, panel schedules, and provide service load calculations. 34. Show on the plans a wall receptacle within 36" of each lavatory in the bathroom. CEC 210.52(0). 35. Note on the plans that receptacle outlet locations will comply with CEC Article 210.52. 36. Include on the plans the following specifications for electrical devices installed in dwellings: CEC Article 210 & 406 a) Tamper resistant receptacles for all locations described in 210.52 (i.e., all receptacles in a dwelling). b) Weather resistant type for receptacles installed in damp or wet locations (outside). c) Arc-fault protection for all outlets (not just receptacles) located in rooms described in NEC 210.12(A): Kitchens, laundry areas, family, living, bedrooms, dining, halls, etc. d) GFCI protected outlets for locations described in NEC 210.8(A): Laundry areas, kitchen dishwashers, kitchens, garages, bathrooms, outdoors, within 6' of a sink, etc. 37. Per CEC Article 210.11 (C)3, note on the plans that bathroom circuiting shall be either: a) A 20 ampere circuit dedicated to each bathroom, or b) At least one 20 ampere circuit supplying only bathroom receptacle outlets. PLUMBING 38. Show the shower stall can accommodate a 30" circle and has a minimum floor area of 1,024 sq. in. CPC Section 408.6. 39. Dimension on the plans the 30" clear width required for the water closet compartment and the (minimum) 24" clearance required in front of the water closet. CPC 402.5. 40. Provide a note on the plans: The control valves in showers, tub/showers, bathtubs, and bidets must be pressure balanced or thermostatic mixing valves. CPC Sections 408, 409, 410. Specify on the plans: Water conserving fixtures: New water closets shall use no more than 1.28 gallons of water per flush, kitchen faucets may not exceed 1.8 GPM, lavatories are limited to 1.2 GPM, and showerheads may not exceed 1.8 GPM of flow. CPC Sections 407,408,411,412. 42. Specify on the plans whether the existing house was built before or after 1994. For additions or improvements to a residence built before 1994, note on the plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons of water per flush, urinals that use more than one gallon of water per flush, showerheads that have a flow capacity of more than 2.5 gallons of water per minute, and interior faucets that emit more than 2.2 gallons of water per minute) shall be replaced. Certification of compliance shall be given to the building inspector prior to final permit approval. California SB407. ENERGY CONSERVATION 43. All domestic hot water piping to have the following minimum insulation installed: ½" pipe (1/2" insulation);¾" pipe (1" insulation); 1" to 1-½" pipe (1-½" insulation). CPC 609.11 & ES 150.0U) a) Additionally, the ½" hot water pipe to the kitchen sink, and the cold water pipe within 5' of the water heater both require 1" minimum insulation. ES 150.OU) Residential Energy Lighting Requirements: ES 150.0(k) 44. All installed luminaires shall be high-efficacy in accordance with ES TABLE 150.0-A. Light sources that are not marked "JAB-2016-E" shall not be installed in enclosed luminaires. ES 150.0(k) 45. In bathrooms, garages, laundry rooms, and utility rooms at least one luminaire shall be controlled by a vacancy sensor. 46. Dimmers or vacancy sensors shall control all LED style luminaires. Two exceptions: Fixtures installed in hallways or (closets under 70 square feet). 47. Recessed can light fixtures shall be IC listed, air-tight labeled, and not be equipped with a standard medium base screw shell lamp holder. ES 150.0(k) 48. SFD outdoor lighting fixtures that are attached to a building are required to be high efficacy, be manually on/off switch controlled, and have both motion sensor and photocell control. See ES 150.0(k) 3 for additional control options. Residential ventilation requirements: ES 150.0(o)/ASHRAE 62.2 49. Kitchens require exhaust fans with a minimum 100 cfm ducted to the exterior. Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior. A bathroom is defined "as a room with a bathtub, shower, or spa or some similar source of moisture". 51. Residential bathroom exhaust fans shall be energy star rated and shall be control by a humidistat capable of an adjustment between 50 and 80% humidity. CalGreen 4.506.1. Exception: Control by a humidistat is not required if the bathroom exhaust fan is also the dwelling whole house ventilation. a) All fans installed to meet all of the preceding ventilation requirements must be specified at a noise rating of a maximum 1 "Sone" (continuous use) or 3 "Sone" (intermittent).
