regulating energy conservation, noise attenuation and disabled access. This plan review is

Provide an exit analysis plan (may be 8 1/2" x 11" or any convenient size). Show
/ in this analysis the occupant load of each area, the general exit flow patterns (by
using arrows), accumulated occupant loads and required exit widths. The
occupant load of this tenant improvement requires two complying exits, please revise the plans.
In areas where the occupant load is at least 50, two exits are required. See
Waiting. Table 10-A. See comment above.
Exits should have a minimum separation of one-half the maximum overall
diagonal dimension of the building or area served. Section 1004.2.4. See
comment item 3.
The maximum number of required exits and their required separation must be
maintained until egress is provided from the structure. Section 1004.2.3.1. See
comment item 3.
Exits shall not pass through kitchens, store rooms, or spaces used for similar
purposes. Section 1004.2.2. See comment item 3.
Exit signs are required whenever two exits are required. Show all required exit
sign locations. Section 1003.2.8.2. See comment item 3.
10. Exit doors should swing in the direction of exit travel when serving any
hazardous area or when the area served has an occupant load of 50 or more.

Provide an exit analysis plan (may be 8 1/2" x 11" or any convenient size). Show
in this analysis the occupant load of each area, the general exit flow patterns (by
using arrows), accumulated occupant loads and required exit widths.
In areas where the occupant load is at least 50, two exits are required. See
Waiting. Table 10-A.
Exits should have a minimum separation of one-half the maximum overall
diagonal dimension of the building or area served. Section 1004.2.4.
The maximum number of required exits and their required separation must be
maintained until egress is provided from the structure. Section 1004.2.3.1.
Exits shall not pass through kitchens, store rooms, or spaces used for similar
purposes. Section 1004.2.2.
Exit signs are required whenever two exits are required. Show all required exit
sign locations. Section 1003.2.8.2.
If exit signs are required, provide the following notes on the plans, per Section
1003.2.8.2:

Exit signs shall be located as necessary to clearly indicate the direction of
egress travel. No point shall be more than 100 feet from the nearest
visible sign.
Exit signs shall be readily visible from any direction of approach.
10. Exit doors should swing in the direction of exit travel when serving any
hazardous area or when the area served has an occupant load of 50 or more.
Section 1003.3.1.5.
11. Please note on the plans "AC Cable is not allowed in A, B, E, H, and I
occupancies. NM cable is restricted (without City approval) to one and two
family dwellings. Note on plans that an equipment ground conductor is to be
installed in all flexible conduits".
12. Please revise the LTG forms to show the installed wattage not to exceed the
allowable wattage.
13. Please revise the panel schedule and loads to show the instant water heater.
14. Provide mechanical plans, showing existing and proposed HVAC equipment,
ducts and access to equipment.
15. Please indicate if the mechanical system will be altered. If so please provide
complete plans. Please provide the required MECH forms to show energy
compliance. The MECH forms shall be signed and attached to the plans.
16. Indicate the location on the plans of the approved fixture to receive the main
condensate discharge from air conditioning units. (UMC Section 309)
17. Provide complete plumbing plans, including:
Complete drain, waste and vent plans.
Provide complete water line sizing and developed pipe lengths. UPC
Section 610.0
18. Show 1/4" per 12" slope on drain and waste lines. UPC Section 708.0.
19. Please show the required cleanouts at the kitchen sink per section 707.2 of the
UPC.
20. Show that the minimum strike edge distances are provided at the level area on the
side to which a door swings for door 104, per Section 1133B.2.4.3:
a) ~1 2" on the push side, if the door has both a latch and a closer. Figure
11 B-26A.

Comments: Doug - here's the exiting plan for the bank we discussed yesterday. The architect
has cal'c'd the various office areas and used 30sf per occupant for the queuing area. He also
rationalized the proportionate second exit requirement to determine that between the two uses
(retail and office) a second exit should occur at 32.26 occupants. He's at 28, so one exit should
suffice. I'll keep the copy I have in the job record file up here in the event the floor plan changes in
the future for a different type of bank.

We enjoyed meeting you and Chris De Cerbo last week regarding City National Bank's
facility in Carlsbad. Thank you for taking your time on such short notice to assist us with
the Carlsbad permitting process.
As we discussed, City National Bank is very much a business-oriented financial institution,
and as such does not seek to attract a high volume of retail customers. Further, we have
no plans for an ATM or night depository at our proposed El Camino location, although the
neighboring Grossrnont Bank has both an ATM and night depository. These factors dearly
minimize concerns regarding excessive traffic volume being generated.
Further, we understand your objective of our facility projecting an office-like image, and not
a typical retail store appearance. City National Bank is able to design and construct this
Branch with that goal clearly in mind. The neighboring Grossmont Bank location which
contains a sit down teller line will serve as our design model.
Given our ability to model the facility to an office appearance, coupled with City National
Bank's business bank orientation, we understand that the City of Carlsbad will
administratively grant us the necessary permits to open the facility without a lengthy
