The application must be signed by the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that oart of the sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC^
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED

The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually comnences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property taxes

Gentlemen
This is to report the results of tests and observations made in order to inspect the compaction
of filled ground placed on a portion of the site for the proposed Laundry Building at Rancho
La Costa in Carlsbad, California. The fills were placed on April 1 and April 2, 1980.
The approximate area and depths of filled ground placed under our inspection in accordance
with the approved specifications are shown on the attached Drawing No. 1, entitled
"Location of Compacted Filled Ground. " The grading plan used for the placement of filled
ground, dated March 14, 1980, was prepared by Endre Bartanyi , A. I.A. and Associates.
The approximate locations at which the tests were taken are shown on the attached
Drawing No. 1 and the final test results are presented on page 3, under the "Table of
Test Results. " The laboratory determinations of the maximum dry densities and optimum
moisture contents of the fill materials are presented on page 3, under the "Laboratory Test
Results. The tests were taken on the dates indicated below

The final results of tests and observations indicate that the compacted filled ground has been
placed at 90 percent of the maximum dry density or greater. It is understood that the building
is to be moved northerly so that the south side of the building will be located at least 5
feet from the top of the compacted filled ground slope.

La Costa Laundry ,
The soils in both the cut and filled ground areas are classified as "expansive" type soils.
Therefire, in order to minimize possible detrimental effects caused by these potentially
expansive soils, the following special design and precausions are recommended:
1. Use continuous interconnected reinforced concrete footings, wherever possible, and place
these at a minimum depth of 2.0 feet below the lowest adjacent exterior final ground surface.
If isolated interior column footings are required, these should be placed at a depth of 2.5
feet below the lowest adjacent ground surface.,
2. Reinforce and interconnect continuously with steel bars all interior and exterior footings
with a minimum of one *5 bar at 3 inches above the bottom of all footings and one *5
bar placed 1-1/2 inches below the top of the stems of the footings.
3. Reinforce all concrete slabs with a minimum of 6 x 6 - 10/10 welded wire fabric and provide
a base layer of at least 4 inches of 3/4 to 1 inch size crushed rock beneath all concrete
slabs. A moisture barrier should be provided above the crushed rock and then 2 inches of
sand should be placed over the moisture barrier and below the bottom of the slab.
4. Prior to excavating for foundations, the soils in the upper three feet below finished grade
should be moistened to 4 to 5 percent greater than optimum moisture in order to reduce
future moisture change in these expansive soils and to minimize the potential adverse
upheaval pressures of the upper in-place expansive soils.
5. Provide positive drainage away from all perimeter footings with a vertical fall of at least
5 inches in a horizontal distance of 5 feet outside the perimeter of the building.
