Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review

based on laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2001 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 NEC.
Please provide evidence of Health Department approval for the installation of the
underground fuel tanks.
Please provide evidence of Fire Department approval.
Please indicate the discharge location of the 24x24 catch basin.
Please revise the plans to show the 24x24 catch basin shown on sheet 3 of 14 to
drain to an approved oil clarifier per section 311.2.3.1 of the UBC.
Please provide complete plans showing the clarifier and the discharge location.

Our department has reviewed the submittal for a proposed fuel farm to pump Avgas,
Jet-A and Diesel and our comments are as follows:
Due to the project's close proximity to existing storm drain structures (the
northwest corner and the southeast corner near the concrete pad) theses
storm drains need to be protected from possible fossil fuel contamination.
Please place Flow Guard Plus or an equivalent fossil filter protection
product in these drains. Drain filters are to be maintained according to the
manufactures recommendations by the lessee.
The plan shows (two ball valves in boxes) just before the clarifier. Please
install slgnage that will inform a proposed fuel farm user to "close the
valves In the case of a spill." In the case of a spill, the typical fuel truck
operator may not know that the valves exist or know that the valves need
to be closed subsequent to a spill. Can the traffic rated lids be raised by
hand?
If the developer has not yet done so; he/she will need to submit to the FAA
a form 7460 (Notice of Proposed Construction) for this project due to its
proximity to airport operations and proposed airport construction.

In February 2003, Airports staff met with the representatives of SCIF/Magellan to discuss SCIF's
tentative plans for redevelopment of its leaseholds and for new lease(s). One of the issues discussed
during this meeting was the proposed construction of a fuel facility on the SCIF South leasehold.
SCIFA'lagellan requested that the costs associated with such consuction qualff toward the iniriiumm
capital improvement requirements of a future lease with an extended term.
Airports staff supports your redevelopment proposal in concept and understands that the new fuel facility
will enhaxico the efficient use of Palomar Airport. SCIF/Mageflan's customers and general aviation
public would benefit from a professionally run, service-oriented fuel business. Please submit a site
development plan for County Airports' review. Once a mutually acceptable plan has been agreed to,
Airports' staff would recommend the County Board of Supervisors (Board) consider the costs of ibenew
fuel facility toward minimum capital improvement requireme a requirements of the future accment, provided new
lease extending the term is executed within 24 months from the date of this letter. The County Board of
Supervisors has ultimate contracting authority over the long-term leases. Formal agreements cannot be
made without approval from the Board.

The Federal Aviation Administration (FAA) has completed an airspace study
from an airspace utilisation standpoint of the proposal submitted by DMI14
Aviation, on FAA Form 7460-1, Notice of Proposed Construction or A2teration,
dated May 5, 204, for the construction of a new fuel facility at McClellan-
Palomar Airport.
Our review indicates that proposed fuel facility site is located
approximately 1929 feat east of Runway 6 threshold and approximately
1291 feet south of Runway 6 centerline. The FAA does not object to the
proposal as submitted provided the following conditions are mets
All construction activities shall be coordinated with you, and the
manager of the Air Traffic Control 'rower (ATCT to ensure that the
appropriate Notice to Airmen (NOTA)1) is issued.
Contractor must contact the local FAA. Airway Facilities Service
Support center (5Cc) prior to commencement of construction to avoid damage to
existing FAA cables and ensure no interruption of seTvtce to existing FAA
a. Ensure that the proposed fuel facility meets all airport design
standards such as wingtip clearance, etc., in accordance with FAA. Advisory
Circular 150/5300-13, Change 7, Ai.rpert Design.
The s.te elevation of fuel facility is 315 feet above mean sea
level. The proposed fuel facility height will not exceed 16 feet above the
site elevation (above ground level) and 331 feet above mean sea level.
The crane shall be flagged during the daytime, lowered during
nighttime and lowered when requested by the AICT and during periods of non-
use and moved to a safe equipment storage area. Obstruction marking shall be
installed in accordance with the provisions of FAA AC 70/7460-1K, Obstruction
Marking and Lighting.

Attached please find the FAA determination for the fuel farm. Please note the conditions FAA has included, which while typical I would like to check on with FAA. However, they are closed
today.
Condition a should be accomplished as soon as possible by meeting with the control tower
manager and Floyd Best to determine if a NOTAM will be required.
Condition b is a contractor requirement that should be imposed on the contractor. But this can
also be discussed with the control tower manager when you meet with him.
Condition c is one that I want to check with FAA. This looks like a standard reply from the
Airports Division, I assume the layout for the site complies with the County development
standards for the leasehold. But I am not sure if the County standards deviate at all from the FAA standards.
Condition d is a normal FAA reply to protect from something being constructed higher than
proposed and reviewed. If there is any change or alteration in the height during construction,
that a new form 7460 should be submitted for the final height if different than proposed. I do not
expect this to occur.
Condition e is a normal FAA condition that should be followed by the crane operator.
These are not uncommon for an FAA response but need to be followed. Please call if you have
