When alterations, structural repairs or modifications or additions are made to an existing building, that building, or portion of the building affected, is required to comply with all of the requirements for new buildings, per Section 1134B.2. These requirements apply as follows: a) The area of specific alteration, repair or addition must comply as "new" construction. b) A primary entrance to the building and the primary path of travel to the altered area, must be shown to comply with all accessibility features. 20. Show on the site plan the complying disabled accessible path of travel from the disabled accessible parking spaces to the primary entrance of the tenant space. This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinances enforced by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Code sections cited are based on the 1997 UBC. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e.. plan sheet number, specification section, etc. Be sure to enclose the marked UP list when you submit the revised plans. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete 1. Plans and calculations shall be signed by the California state licensed engineer or architect where there are structural changes to existing buildings or structural additions. Please include the California license number, seal, date of license expiration and date plans are signed. Business and Professions Code. 2. Provide a statement on the Title Sheet of the plans stating that this project shall comply with the 2001 editions of the California Building/Plumbing/Mechanical Codes and the 2004 edition of the California Electrical Code, which adopt the 1997 UBC, 2000 UMC, 2000 UPC and the 2002 NEC. 3. UBC Section 107.2 requires the Building Official to determine the total value of all construction work proposed under this permit. The value shall include all finish work, painting, roofing, electrical, plumbing, heating, air conditioning, elevator, fire extinguishing systems and any other permanent equipment. Please provide the designer's or contractor's construction cost estimate of all work proposed. 4. On the first sheet of the plans indicate: • The floor area of the remodeled area, • Type of construction of the existing building, • Sprinklers: Yes or No • Present and proposed occupancy classifications of the remodel area, • The story where the tenant improvement is located, • The occupant load of the remodel area(s). 5. Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 a) Fixed or operable panels adjacent to a door where the nearest exposed edge of the glazing is within a 24-inch arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60 inches above the walking surface. City of Carlsbad 06-2376 8/31/06 6. Provide a section view of all new interior partitions. Show: a) Type, size and spacing of studs. Indicate gauge for metal studs. Specify manufacturer and approval number or indicate "to be ICBO approved". b) Method of attaching top and bottom plates to structure. (NOTE: Top of partition must be secured to roof or floor framing, unless suspended ceiling has been designed for partition lateral load). c) Wall sheathing material and details of attachment (size and spacing of fasteners). d) Show height of partition and suspended ceiling, and height from floor to roof framing or floor framing. 7. Provide notes and/or details to show that the floor and wall finish in toilet rooms are surfaced with a smooth hard non-absorbent material extending five inches up the wall. Similar surfacing shall be provided on the walls from the floor to a height of 4 feet around urinals and within water closet compartments. Section 807. 8. Please provide panel schedules, indicate new and existing loads. 9. Please note on the plans "AC Cable is not allowed in A, B, E, H, and I occupancies. NM cable is restricted (without City approval) to one and two family dwellings. Note on plans that an equipment ground conductor is to be installed in all flexible conduits". 10. Please indicate on the plans the location of the electrical panel and detail the required working clearance. 11. Provide multiple switch lighting controls per Title 24, Part 6. 12. Provide complete plumbing plans, including: a) Complete drain, waste and vent plans. b) Provide complete water line sizing plans and developed pipe lengths. UPC Section 610.0 c) Show water heater size, type and location on plans. UPC, Section 501.0 13. Show 1/4" per 12" slope on drain and waste lines. UPC Section 708.0. 14. Provide complete energy designs for the proposed changes in the envelope and lighting systems. Provide the completed ENV-1 and LTG -1-C forms showing energy compliance. 15. On the plans clearly show the wall and roof insulation locations, thickness, and R-values, as per the energy design. 16. The completed and signed ENV-1 and LTG-1-C forms must be imprinted on the plans. City of Carlsbad O6-2376 ,8/31/06 17. If hold downs are required, note on plan that hold down anchors must be tied in place prior to foundation inspection. UBC Section 108.5.2. 18. Please detail the connection of the new rafter to the existing structures. 19. When alterations, structural repairs or modifications or additions are made to an existing building, that building, or portion of the building affected, is required to comply with all of the requirements for new buildings, per Section 1134B.2. These requirements apply as follows: a) The area of specific alteration, repair or addition must comply as "new" construction. b) A primary entrance to the building and the primary path of travel to the altered area, must be shown to comply with all accessibility features. 20. Show on the site plan the complying disabled accessible path of travel from the disabled accessible parking spaces to the primary entrance of the tenant space. Please provide detailed plans of the path of travel, indicate slope and width, any pedestrian ramps, curb ramps, walks, handrails, provide dimensioned parking stall details etc. 21. Show that the accessible parking spaces are located, per Section 1129B.1 as follows: a) On the shortest possible route to an accessible entrance, when serving a particular building. b) On the shortest route of travel to an accessible entrance of a parking facility. c) Spaces are to be dispersed and located closest to accessible entrances where buildings have multiple accessible entrances with adjacent parking. 22. Show that accessible parking spaces comply with Section 1129B.4.1 as follows: a) Single spaces shall be 14' wide and outlined to provide a 9' parking area and a 5' loading and unloading area on the passenger side of the vehicle. b) When more than one space is provided, in lieu of providing a 14' space for each space, two spaces can be provided within a 23' area with a 5' loading zone between each 9'0" wide space. c) Each space is to be a minimum of 18' in depth. 23. At least one in every 8 accessible parking spaces shall be served by an access aisle >96" in width and designated as VAN ACCESSIBLE, per Section 1129B.4.2. City of Carlsbad 06-2376 .8/31/O6 24. The words "NO PARKING" shall be painted on the ground within each loading and unloading access aisle (in white letters no less than 12" high and located so that it is visible to traffic enforcement officials). Section 1129B.4.2. 25. Show, or note, that there is a level floor or landing on each side of all doors. The floor or landing is to be ^2" lower than the doorway threshold, per Section 1133.2.4.1. 26. Ramps shall not encroach into any accessible parking space or the adjacent access aisle. Section 1129B.4.3. 27. Show or note that the lower 10" of all doors comply with Section 1133B.2.6, as follows: a) To be smooth and uninterrupted, to allow the door to be opened by a wheelchair footrest, without creating a trap or hazardous condition. b) Narrow frame doors may use a 10" high smooth panel on the push side of the door. 28. Show that the minimum strike edge distances are provided at the level area on the side to which a door (or a gate) swings, per Section 1133B.2.4.3: a) >24" at exterior conditions. b) >18" at interior conditions. c) >12" on the push side, if the door has both a latch and a closer. Figure 11B-26A. d) Where a door is located in a recess or alcove where the distance from the face of the wall to the face of the door is greater than 8 inches, the above clearances shall apply. Section 1133B.2.4.5. 29. Show a level area, or landing, per Section 1133B.2.4.2: a) >60" in the direction of door swing. b) >48" in the direction opposite the door swing (or 44" if doors don't have latches or closers). 30. Show that the water closet is located in a space, per Section 1115B7.2, which provides: a) A minimum side clearance of either: i) >28" from a fixture. ii) >32" from a wall on one side. Show that accessible lavatories comply with the following, per Sections 1115B.2.1.2: a) >30" x 48" clear space is provided in front for forward approach. The clear space may include knee and toe space beneath the fixture. b) When lavatories are adjacent to a side wall or partition, there shall be a minimum of 18" to the center line of the fixture to the wall. c) The counter top is ^54" maximum above the floor. d) >29" high, reducing to 27" at a point located 8" back from the front edge. e) >9" high x 30" wide and 17" deep at the bottom. f) Hot water pipes and drain lines are insulated. 32. Show that grab bars comply with the following, per Section 1115B.8: a) Grab bars shall be located on each side or one side and the back of the water closet stall or compartment. b) They shall be securely attached 33" above the floor, and parallel. NOTE: Where a tank-type toilet is used which obstructs placement at 33", the grab bar may be installed as high as 36". c) Grab bars at the side shall be located: i) 15" to 161/2M (±1") from the center line of the water closet stool, ii) Be >42" long with the front end positioned 24" in front of the stool, iii) Total length of bars at the back shall be >36". d) The diameter, or width, of the grab bar gripping surface is >1 %" but ^ Yz", or the shape shall provide an equivalent gripping surface. e) If mounted adjacent to a wall, the space between the wall and the grab bar shall be 11/2". f) Be designed to support 250#.
