remaining items have not been adequately addressed. The numbers of the items
are from the previous check list and may not necessarily be in sequence. The
notes in bold font are current.
1. Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for residential projects. For expeditious processing,
corrected sets can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City
of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92009, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858)
560-1468. Deliver all remaining sets of plans and calculations/reports directly to
the City of Carlsbad Building Department for routing to their Planning, Engineering
and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete
2. Verify final sets of architectural sheets will be signed by designer and that the
structural sheets and any calculations will be stamped and signed architect of
record also. SI sheet was not stamped or signed by the architect.
4. he following design loads shall be clearly indicated on the calculations and
plans. (Section 1603.1):
a) For wind loading note the ultimate Wind speed (3-second gust- 110 mph
wind) in addition to the 85 for the nominal design wind speed Section 1603.1.4)
Neither the plans nor the calculations reflect the required 3-second gust-
110 mph wind. In addition unclear if detail lO/SOI only applies to line I and
how lateral load is complete as referenced to lines 2 and 3 as detail
I6ISADI does not reflect shear to roof sheathing?
Section B on A4 should reflect interior wall as non bearing or provide required
footing. Plans state non bearing but is clearly reflecting bearing as has
birds mouth and rafters are setting on top plates.
The submitted energy calculations are requiring HERS field verification (Duct
Sealing and Testing). The submitted CF-1 R forms must be a "Registered" copy
(filed with the HERS provider data registry and assigned a registration number).
The submitted T-24 calculations were not registered with the State of California.
The energy calculations need to be reviewed closely. For example noting
this project to be in climate zone 10 and if this is the case then Radiant
barrier would be required etc. If in climate zone 7 then note this instead
and complete required boxes concerning cool roofs, special features,
radiant barrier etc. To exempt from HERS verification clearly note where
extending ducts that it will be less than 40 ft.

FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2013 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC,
2012 UPC, 2012 UMC and 2011 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2012 International Building Code, the approval of the plans does not permit the violation of

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for residential projects. For expeditious processing,
corrected sets can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City
of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92009, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858)
560-1468. Deliver all remaining sets of plans and calculations/reports directly to
the City of Carlsbad Building Department for routing to their Planning, Engineering
and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete
2. Verify final sets of architectural sheets will be signed by designer and that the
structural sheets and any calculations will be stamped and signed by engineer
and /or architect of record also.
3. It is unclear if structural calculations will be provided for the lateral resisting
system for this project? If you choose to use the conventional construction
bracing provisions outlined in the CRC please provide the following. Provide
documentation to show that the plans comply with the Braced Wall provisions of
,Section R602.10. Include the following:
The framing plan seems to reflect that you are using the continuous
sheathed method. To use this method a 24" return panel is required at
each corner where lines intersect. See upper right corner of sitting room
where less than 24"? In lieu of this must provide a hold down capable of
minimum 800 uplift at end of wall.
Where removing existing stucco shear please show on the plans how
remaining walls will comply with conventional construction provisions (
R602- Conventional Light-Frame Construction of the California Building
Code) or provide an engineering analysis for the lateral load resistance of
the wall(s) in question . The plans did not address existing common wall to
proposed addition where it appears proposing to be the removing stucco
shear. Plans to reflect how these wall (s) be laterally braced to roof
sheathing as the additional 1/2 of the loads from proposed room addition
and removal of stucco required that this be replaced with brace wall
panels extending to roof sheathing. Specify type, length of panels, nail
size and spacing and shear transfer I
4. Please revise the notes on plans for the 2013 CBC & ASCE 7-10 instead 7-05,
as shown on SN1. The following design loads shall be clearly indicated on the
calculations and plans. (Section 1603.1):
a) For wind loading note the ultimate Wind speed (3-second gust- 110 mph
wind) in addition to the 85 for the nominal design wind speed Section
1603.1.4)

5. Please indicate on the plans whether the existing residence has a fire sprinkler
system installed. If so, then provide a note stating that any additions/alterations
will be provided with an automatic residential fire sprinkler system. Section
R313.2.
6. Not necessarily a correction but could not determine why on site plan noting
"Existing Two Story" as appears to be a single story?
7. Windows 1 &2 appear to be French casements per south elevation on A3?
Please clearly note that at a minimum 20" clear width for egress will be
provided (i.e. center mullion generally cannot be fixed). Keynote 11 on A2 to be
updated to state the bottom of the clear opening shall not exceed 44" above
the floor instead of sill.
8. Include on the plans the following specifications for any new electrical devices
being installed
Tamper resistant receptacles required for all new locations.
Arc-fault Drotection for all new outlets (not just receptacles) located in
rooms described in NEC 210.12(B): Family, living, bedrooms, dining,
halls, etc.
9. Plans to reflect a exterior WP GFCI at front and back of dwelling if none
existing or was removed due to addition.
10. Specify on the plans the following information for the roof materials, per Section
R1106.11: Manufacturer's name and ICC approval number, or equal. Some
examples are ELK COMP ESR-1475, OWEN CORNING, ESR -1372,
CERTAINTEED ESR-1389, GAF E5R1475 etc
11. Specify on the plans that any existing smoke alarms that are more than 10
years old will be replaced. Section R314.3.2.
12. Show the required ventilation for attics (or enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters). The minimum vent
area is 1/150 of attic area (or 1/300 of attic area if at least 40% (but not more
than 50%) of the required vent is located no more than 3' below the ridge). Show
on the plans the area required and area provided. Section R806.2
13. Keynote 2 On A2 shôüldcleárly reflect Ultra Flush toilet to be 1.28 as could be
1.6.
14. Specify on the plans whether the existing house was built before or after 1994.
For additions or improvements to a residence built before 1994, note on the
plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons
of water per flush, urinals that use more than one gallon of water per flush,
showerheads that have a flow capacity of more than 2.5 gallons of water per
minute, and interior faucets that emit more than 2.2 gallons of water per minute)
shall be replaced. Certification of compliance shall be given to the building
inspector prior to final permit approval. California SB407.

. RESIDENTIAL GREEN BUILDING STANDARDS
The California Building Standards Commission has adopted the Green Building
Standards Code which became effective January 1, 2011 and must be enforced by the
local building official. The following mandatory requirements for residential construction
must be included on your plans. CGC Section 101.3. The Standards apply to newly
constructed residential buildings, along with additions/alterations that increase th
building's conditioned area, volume or size CGC Section 303 1 1 Provide a sheet on
the plans labeled "Green Building Code Requirements" and include the following
notes as applicable.
Recycling. Note on the plans that a minimum of 50% of construction waste is to
be recycled. CGC 4.408.1.
Recycling. Note on the plans that the contractor shall submit a Construction
Waste Management Plan to the jurisdiction agency that regulates waste
management, per CGC 4.408.2.
Operation and maintenance manual. Note on the plans that the builder is to
provide an operation manual (containing information for maintaining appliances,
etc.) for the owner at the time of final inspection. CGC 4.410.1.
Pollutant control. Note on the plans that during construction, ends of duct
openings are to be sealed, and mechanical equipment is to be covered. CGC
4.504.1.
Pollutant control. Note on the plans that VOC's must comply with the
limitations listed in Section 4504.3 and Tables 4.504.1, 4.504.2, 4.504.3 and
4.504.5 for: Adhesives, Paints and Coatings, Carpet and Composition Wood
Products. CGC 4.504.2.
Interior moisture control. Note on the plans that the moisture content of wood
shall not exceed 19% before it is enclosed in construction. The moisture content
needs to be certified by one of 3 methods specified in Section 4.505.3. Building
materials with visible signs of water damage should not be used in construction.
The moisture content must be determined by the contractor by one of the
methods'listed in CGC 4.505.3.
Indoor air quality. Note on the plans that bathroom fans shall be Energy Star
rated, vented directly to the outside and controlled by a humidistat. CGC
4.506.1.
Note on the plans that prior to final inspection the licensed contractor, architect
or engineer in responsible charge of the overall construction must provide to the
building department official written verification that all applicable provisions.

letter is required if the report is more than 3 years old. If a room addition is less

for this exception. Project is less than 500 sq ft but note non SNI is stating
1500 psf.

INSTRUCTIONS:
To address post-development pollutants that may be generated from development projects, the City requires that new
development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management
Practices (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP).
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application
(subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of
storm water standards that must be applied to a proposed development or redevelopment project. Depending on the
outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject additional criteria
called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the
storm water standards applied to a project.
Applicant responses to the questionnaire represent an initial assessment of the proposed project conditions and
impacts. City staff has responsibility for making the final assessment after submission of the development application.
If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water
standards than initially assessed by the applicant, this will result in the return of the development application as
incomplete. In this case, please make the changes to the questionnaire and resubmit to the City.
If applicants are unsure about the meaning of a question or need help in determining how to respond to one or more of
the questions, they are advised to seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission.
Only one completed and signed questionnaire is required when multiple development applications for the same project
are submitted concurrently. In addition to this questionnaire, applicants for construction permits must also complete,
sign and submit a Project Threat Assessment Form to address construction aspects of the project.
Please answer the questions below, follow the instructions and sign the form at the end.
I 1. Is your project a significant redevelopment?
DEFINITION:
Significant redevelopment is defined as the creation, addition or replacement of at least 5,000 square feet of
impervious surface on an already existing developed site.
Significant redevelopment includes, but is not limited to: the expansion of a building footprint; addition to or
replacement of a structure; structural development including an increase in gross floor area and/or exterior
construction remodeling; replacement of an impervious surface that is not part of a routine maintenance activity, and
land disturbing activities related with structural or impervious surfaces. Replacement of impervious surfaces includes
any activity that is not part of a routine maintenance activity where impervious material(s) are removed, exposing
underlying soil during construction.
If your project IS considered significant redevelopment, then please skip Section 1 and proceed with Section 2.

Restaurants. Any facility that sells prepared foods and drinks for consumption, including stationary lunch counters
and refreshment stands selling prepared foods and drinks for immediate consumption (SIC code 5812), where the
land area for development is greater than 5,000 square feet. Restaurants where land development is less than 5,000
square feet shall meet all SUSMP requirements except for structural treatment BMP and numeric sizing criteria
requirements and hydromodification requirements.
Hillside development. Any development that creates 5,000 square feet of impervious surface and is located in an
area with known erosive soil conditions, where the development will grade on any natural slope that is twenty-five
percent (25%) or greater.
Environmentally Sensitive Area (ESA)1. All development located within or directly adjacent2 to or discharging
directly" to an ESA (where discharges from the development or redevelopment will enter receiving waters within the
ESA), which either creates 2,500 square feet of impervious surface on a proposed project site or increases the area
of imperviousness of a proposed project site to 10% or more of its naturally occurring condition.
Parking lot. Area of 5,000 square feet or more, or with 15 or more parking spaces, and potentially exposed to urban
runoff
Streets, roads, highways, and freeways. Any paved surface that is 5,000 square feet or greater used for the
transportation of automobiles, trucks, motorcycles, and other vehicles Ila
Retail Gasoline Outlets. Serving more than 100 vehicles per day and greater than 5,000 square feet
Coastal Development Zone. Any project located within 200 feet of the Pacific Ocean and (1) creates more than
2500 square feet of impermeable surface or (2) increases impermeable surface on property by more than 10%.
More than 1-acre of disturbance. Project results in the disturbance of more than 1-acre or more of land and is
considered a Pollutant-generating Development Project4.
