The purpose of this visit was to check the reinforcement of the concrete grade beams and perimeter footings with particular attention paid to the hold-down dowels for connection to the tilt-up concrete panels. Each hold-down location was checked for bar size, quantity and orientation (I should mention that the concrete at the interior grade-beam (Panel 1-13) had been poured prior to my visit.) My only comment to the contractor regarding the in-place reinforcement was that some of the hold-down dowels were placed with the wrong leg upstanding. He was directed to remedy these conditions prior to placing concrete. With that exception, the in-place reinforcement was approved. I have made several other site visits to check reinforcing and other items and if it would be helpful for me to document any of my findings, I could do so. Sincerely, Burkett & Wong Mark B. Batten Associate MBB/bgn October 31,1990 TO FILE; Had a meeting on site with myself, Mer Camero, Keith Roberts, Ben Gibson and three representatives of Leroy Crandall and Associates. Point of discussion was my letter dated 10-17-90. Crandall and Associates affirmed forcefully that approved plans were followed on buildings B & D even though reinforcement detailing was poor on building C during a city inspection. They insisted that numerous corrections were made during the pour although no mention of this was made on their daily reports. I questioned why after making corrections on buildings D & B would Neilsen's foreman not make the corrections on building C. They stressed that they have a more cooperative working relationship with the contractor. At this point the structural engineer of record, Mark Batten, of Burkett & Wong, interjected that the pour strip detail 4/515 has only one critical component. That is the panel dowels that lock the panel to the slab. He stated that the footing dowels, the criss-cross rebars, and the "L" restraints around the criss-cross bars are not critical to the integrity of the building. In light of this I asked that this detail be revised to reflect the possible lack of these connection reinforcements and plan checked through Esgil via Developmental Processing. This would, along with Crandall & Associate's daily reports on "D" & "B", be in lieu of a destructive examination of the pour strips possibly causing more damage. The pour strips on building C, which lock the wall panels into the foundation, were observed to be not in accordance with the approved plans and were being poured over the objections of a registered special inspector on October 16, 1990. One critical area was uncovered and confirmed as incorrectly reinforced. The job superintendent informs me that building B was poured the previous day without any mention of the deficiencies by a different special inspector, and it had been reinforced in a similar manner. Again there was no City inspection requested or made on buildings B, C, or D. In light of the above sequence of events, this Department requests that a portion of the pour strips along each grid line in building B, C, and D, which were poured without inspection, be opened up for inspection. Any critical hold down components shall also be exposed for inspection. Any deficiencies which are observed shall either be corrected or addressed by the structural engineer of record. First, as It applies to footings, pour strips and slabs- on-grade, If the as-tested concrete compresslve strength exceeds 2500 psl the concrete Is acceptable. Second, relative to the precast panels, If the compresslve strength of the concrete exceeds 90$ of the specified strength, (0.9 x 3000 = 2700), the concrete Is acceptable. It Is my understanding that both of these criteria have been met or exceeded. The 56 day break of the precast panel cylinder yielded a compresslve strength of 2940 psi.
