FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2013 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC,
2012 UPC, 2012 UMC and 2011 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of

1. Please make all corrections, as requested in the correction list. Submit THREE
sets of plans for residential projects). For expeditious processing, corrected sets
can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring two corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. Verify final sets of architectural sheets will again be signed by architect and that
the structural sheets and(any new calculations) will again be stamped and
signed by engineer of record also.
3. Specify on the Title Sheet of the plans the gross floor area of each element of
this project, including 2987 sq ft remodel (as noted on permit application).
4. Roof plan is reflecting solar panels. Unclear if existing, proposed and apart of
this permit or proposed to be permitted separately. If proposed and apart of this
permit then provide the solar plans and details.
5. When a pool may be accessed directly from a house (without a barrier between
them), then at least one of the following safety features must be provided /noted
(as added doors please note the following
The pool shall be equipped with an approved safety pool cover
The residence shall be equipped with exit alarms on (new) doors providing
direct access to the pool
All (new) doors providing direct access from the home to the swimming pool
shall be equipped with a self-closing, self-latching device with a release
mechanism placed no lower than 54" above the floor.
Other means of protection, when first approved by the Director of Planning
Services.
6. Please clearly indicate on the cover sheet of the plans whether the existing
house was built before or after 1994. For additions or improvements to a
residence built before 1994 please add the following note on the cover sheet
of the plans "All existing "noncompliant" fixtures (toilets that use more than 1.6
gallons of water per flush, urinals that use more than one gallon of water per
flush, showerheads that have a flow capacity of more than 2.5 gallons of water
per minute, and interior faucets that emit more than 2.2 gallons of water per
minute) shall be replaced. Certification of compliance shall be given to the
building inspector prior to final permit approval. California 5B407

The energy calculations seem to be reflecting that existing dwelling has one
existing tankless water heater. The demo plan is reflecting two storage water,
heaters with one being removed due to master bath addition. On A7.0 and A7.1
it states existing in attic to remain. Please clarify Not a correction but (A7.0 has
reversed FAU and tankless note).
Attic access to be noted as existing if applies as if new cannot access FAU
/water heater thru small closet as shown as not readily accessible.
Recheck plans for tempered window locations i.e. within 2 ft of interior/exterior
doors, shower/tub areas, within 5 ft radius of tubs (unless 5 ft above) and
stairwells if applicable. Any glazing adjacent to the landing at the bottom of a
stairway, where the glazing is less than 36" above the landing and within 60"
horizontally of the bottom tread. Section R308.4 See window N13 as within 2 ft
of door N2 for example.
Specify on the plans the following information for the roof materials, per Section
R106.1.1: Manufacturer's name and ICC approval number, or equal
Specify slope of required cricket (minimum 1/4" per ft) and approved type of
roofing material i.e. GI flashing, hop mop or torch down.
51 skylight on A1.3 should reflect cricket due to 4 ft width (unless self flashing).
Show the required ventilation for attics for any added roof areas. The minimum
vent area is 1/150 of attic area (or 1/300 of attic area if at least 40% (but not
more than 50%) of the required vent is located no more than 3' below the ridge).
Show on the plans the area required and area provided. Section R806.2
Residential ventilation requirements for any new exhaust fans adding /replacing:
Kitchens require exhaust fans with a minimum 100 cfm ducted to the exterior.
Detail compliance by including a complying exhaust fan or a ducted range
hood to the exterior .Specify cfm and sone level.
Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the
exterior. Specify cfm and sone level
All fans installed to meet all of the preceding requirements must be specified
at a noise rating of a maximum I "Sone" (for the continuous use calculation)
or 3 "Sone" (for the intermittent use calculation).
15. No pendant, chandeliers, cord suspended lighting , track lighting , paddle fans
etc allowed shall be located within a zone measured 3 ft horizontally and 8 ft
vertically from the top of the bathtub rim or shower shall threshold per NEC
410.10. Any fixtures within this zone must flush and listed for damp location and
if subject to shower spray and then must be listed for wet location. See master
bath where reflect a pendant on A7.1

16. Could not determine how various lights comply with current residential energy
lighting requirements. Noting all lighting to be LED's but hi efficacy and vacantly
sensors are required in various areas.
Lighting installed in garages, laundry rooms, and utility rooms shall be high
efficacy and be controlled by vacancy sensors.
17. Energy calculations seem to reflect that R-30 is required and plans reflect less
than that?
RESIDENTIAL GREEN BUILDING STANDARDS
Could not locate these notes on the plans.
The California Building Standards Commission has adopted the Green Building
Standards Code which became effective January 1, 2011 and must be enforced by the
local building official. The following mandatory requirements for residential construction
must be included on your plans. CGC Section 101.3. The Standards apply to newly
constructed residential buildings, along with additions/alterations that increase the
building's conditioned area, volume or size. CGC Section 303.1.1. Provide a sheet on
the plans labeled "Green Building Code Requirements" and include the following
notes as applicable..
Storm water drainage/retention during construction. Note on the plans:
Projects which disturb less than one acre of soil shall manage storm water
drainage during construction by one of the following: A. Retention basins. B.
Where storm water is conveyed to a public drainage system, water shall be
filtered by use of a barrier system, wattle or other approved method. CGC
4.106.2.
Grading and paving. Note on the plans that site grading or drainage system will
manage all surface water flows to keep water from entering buildings (swales,
water collection, French drains, etc.). CGC 4.106.3. Exception: Additions not
altering the drainage path.
Indoor water use. Show compliance with the following table for.
Note on the plans that when a shower is provided with multiple shower heads,
the sum of flow to all the heads shall not exceed 2.0 gpm @ 80 psi, or the
shower shall be designed so that only one head is on at a time. CGC
4.303.1.3.2.
Recycling. Note on the plans that a minimum of 50% of construction waste is to
be recycled. CGC 4.408.1.
Recycling. Note on the plans that the contractor shall submit a Construction
Waste Management Plan to the jurisdiction agency that regulates waste
management, per CGC 4.408.2.

Operation and maintenance manual. Note on the plans that the builder is to
provide an operation manual (containing information for maintaining appliances,
etc.) for the owner at the time of final inspection. CGC 4.410.1.
Pollutant control. Note on the plans that during construction, ends of duct
openings are to be sealed, and mechanical equipment is to be covered. CGC
4.504.1.
Pollutant control. Note on the plans that VOC's must comply with the
limitations listed in Section 4504.3 and Tables 4.504.1, 4.504.2, 4.504.3 and
4.504.5 for: Adhesives, Paints and Coatings, Carpet and Composition Wood
Products. CGC 4.504.2.
Interior moisture control. Note on the plans that the moisture content of wood
shall not exceed 19% before it is enclosed in construction. The moisture content
needs to be certified by one of 3 methods specified in Section 4.505.3. Building
materials with visible signs of water damage should not be used in construction.
The moisture content must be determined by the contractor by one of the
methods listed in CGC 4.505.3.
Note on the plans that prior to final inspection the licensed contractor, architect
or engineer in responsible charge of the overall construction must provide to the
building department official written verificatioh that all applicable provisions
from the Green Building Standards Code have been implemented as part of the
construction. CGC 102.3.
Plans and calculations need to be reviewed by engineer or record to verify that
they are complete, match the calculations and that they reflect a complete
vertical and lateral load path from roof sheathing to foundation below. Some
examples are listed below.
The City of Carlsbad requires 1000 PSF to be used for any design unless soils
report provided. Will need to revise notes on S1.0 and structural calculations to
reflect this.
Recheck plans for correct shear panel lengths. For example noting 13'6 for line
2 and appears to be 10 ft instead. Recheck all locations.
Recheck plans for missing shear panels. For example could not locate for line 2
what appears to be the required 8 ft panel? Three holes were punched thru
calculations and could not read some of the lines on page 17 for example.
Recheck all locations.
Could not locate the 22 1/2 ft panel for line G (appears to be 16 ?).
Recheck plans for correct header /beam sizes. For example HDR 2 to be a 4 x1
and plans reflect 4x8?

. CITY of CARLSBAD REQUIREMENTS
All new residential buildings, including additions, require a soils report. An update
letter is required if the report is more than 3 years old. If a room addition is less
than 500 sq. ft. in area and only one story, then a soils report is not required. The
maximum allowable soil bearing value used in any design must be 1000 psf for
this exception.
When special inspection is required, the designer shall complete the city's "Special
Inspection Agreement" (items listed on S1.1).
