Re: Hughes ISD, Tenant Improvements, Plan Check No. 92-445.
To whom it may concern; - - - -•- -•
On August 24, 1992, a visit was made to the above referenced site to review the work
in progress for compliance with the structural construction documents. During this
review the following areas were observed:
Additional framing added to existing mezzanine at grid line 3 and E.5 for new
mechanical duct work. New 2 X 12's were added per plans.
Existing roof framing between grids 3 & 4 at E.5, verified that the members
were 3-1/8" glulam purilns and not 4 X solid sawn pieces. Therefore, per the
construction documents, no additional strengthening was required.
New mechanical unit platforms on the existing roof between lines 3 & 7 and
grids E to F. As the wood platforms were already roofed over their framing
method could not be verified, however, the minimum heights required at the curb
was checked and found to be within the limits established in the drawings. it is
apparent that the applicable detail was followed In this regard. The raised steel
platform was also reviewed and appears to be per plans.
Based upon the observations mentioned above, we feel that the work completed is in
compliance with the structural construction documents.
Should you have any questions, or require further clarification of any Issue, please do
not hesitate to call.

DISABLED ACCESS REQUIREMENTS FOR REMODELS
(including alterations, structural repairs, additions,
tenant improvements and occupancy changes)
A. GENERAL
Full access compliance is required for remodels including:
1. Path of travel to remodeled area.
Parking
Walks
Hazards
Curb Ramps
Ramps
Elevators
2. Primary entrance to remodeled area.
Entrances
Exit Doors
3. Sanitary facilities serving remodeled area.
4. Drinking fountains and telephones serving remodeled area.
B. REMODELS LESS THAN $72.435
When remodels are valued at less than $72,435 access compliance
may be limited to the specific area being remodeled when an
unreasonable hardship is determined by the enforcing agency.
Staff determination of unreasonable hardship shall be
made on Form HCA-1, which shall be filed in the project
file.
When the required work outside of the remodeled area (l.a
through l.f above) exceeds 10% of the cost of the work to
be done in the remodeled area, an unreasonable hardship
shall be found to exist (criteria is staff guideline).
The unreasonable hardship finding may be by observation
when obvious. Form HCA-1 should describe the obvious.
C. REMODELS $72.435 AND HIGHER
When remodels are valued over $72,435 and specific access
requirements cannot be met:
The law allows equivalent facilities to be accepted if
strict compliance with the regulations would create an
unreasonable hardship.
Access cannot be waived unless there are physical or
legal barriers that prevent providing either full access
compliance or equivalent facilitation compliance. When
both access and equivalent facilitation are waived by
the enforcement official, ratification is required by an
Appeals Board.
D. MULTI-FLOOR REMODELS:
Exceptions and exemptions
Provisions for Upper and Lower floors: The Health and
Safety Code Section 19955.5 says that, "In privately-
funded multi-storied passenger vehicle service stations,
shopping centers, offices of physicians and surgeons,
and office buildings, subject to this code, floors or
levels above and below the first floor or ground level
are exempt from these requirements if a ramp or elevator
is not available to provide public access to such floors
or levels."
Health and Safety Code Section 19956 says that, "In
privately-funded multi-storied buildings, floors or
levels above the first floor or ground level are exempt
from these requirements if a reasonable portion of all
facilities and accommodations normally sought and used
by the public in such a building are accessible to and
usable by disabled persons."

Exhaust tans are either interlocked to the operating
equipment or run continuously with emergency manual override to stop exhaust fans.
Rooms where booths are located, are ventilated for 6 air
changes per hour minimum.
3 • Fume Hoods (Clean Room): Solvents are used intermittently
in very small quantity for cleaning parts. The vapor
generated in the hood is mixed with the exhaust air at a
higher capture velocity (100-150 FP) and is diluted to
below lower flammable limit.
4. Fume hoods, (M&P Lab; Petting, Conformal Coating & Touch-
Up Booth): No flammable vapor generating solvents are
used.
5. Alcohol Booth: Cold solvent cleaning is done in a 1 sq.

7. Refer to EPA model calculation sheet for a typical spill
in a critical alcohol booth.
6. SPRINKLER REODIREMENTSt
All exhaust ducts connected to conformal spray
coating and dip coating booth, and alcohol booth
are sprinkled per fire code and mechanical code.
Space within conformal spray coating and dip

Touch up booths installation shall be in compliance
with UFC 45, Section 45-207.
Space within the alcohol booth is protected with

Item No. 104(B) Per our discussion, the thermostats for AH-1A
& B have been located in their respective
fume hoods. See sheets M-2 and M-6.
(C) The CF-1A and CF-1X forms have been imprinted
on sheet M-3.
(E.l) These ducts are vent ducts from environmental
chambers to a plenum which goes directly out
