DYes UNo 'p Carlsbad 05-4232 02/06/06 NOTE: The items listed below are from the previous correction list. These remaining items have not been adequately addressed. The numbers of the items are from the previous check list and may not necessarily be in sequence. The notes in bold are current. 1. Please make all corrections on the original tracings, as requested in the correction list. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92009, (760) 602- 2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete 2. Verfiy that the final sets of plans and any new calculations will be stamped and signed by engineer and for architect of record also. 4. Per City policy a soils report is required for this project. Provide a copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1804. The report has been waived by Pat Kelley but only if footings deepen an additional 6" to 30" total and 4 total (2 T&B) are reflected on the plans. 12. Show on the plans compliance with the residential energy lighting requirements (Mandatory requirement): Electrical plan to reflect locations (not notes) of new T-24 requirements for all rooms i.e. photo control motion detectors, occupancy sensors, dimmers, verify plans reflect locations of required fluorescents/ high efficacy lighting etc. 20. The plans do not reflect if island cooktop is gas or electric (no propane allowed). If gas - then foundation plan should reflect ufg electric and detail and reference u/g gas line /sleeve/vent/access to exterior and if down draft then ufg exhaust ducts etc. Verfiy exhaust duct /access terminations will not adversely affect any shear walls/sill plates. Response was N/A. Appears that the part of proposed remodel is to have an island cooktop. The plans need to reflect City requirements if gas or clearly note 240 volt only. V Carlsbad 05-4232 02/06/06 Could not locate where existing or proposed water heater is. Is existing water heater affected by proposed addition(s)? If new location show complying space i.e. no direct access to bedrooms, bathrooms and laundry rooms (due to potential back drafting) adequate combustion air, T&P to exterior, 18" stand and protection if in garage and seismic strapping . Response was N/A. Cannot determine if water heater and FAU are in new locations or existing and if laundry room is existing. Appear water heater and/or FAU may be placed in the laundry room? The water heater/FAU cannot generally be placed in laundry room (unless noted to be direct vented) as room not large enough for combustion air and the exhausting of air for dryer vent can create a adverse effect on water heater flue (back drafting). Response was N/A. Cannot determine if water heater and FAU are in new locations or existing and if laundry room is existing. Is existing heating and/or cooling appliances affected by proposed addition(s) and are they adequate for the additional sq footage proposing? If adding ducts please specify output of unit will meet existing and proposed sq ft (generally 28-30 BTU's per sq ft). If new or graded unit then reflect a code complying location i.e. if in alcove —minimum 12" Wider than unit) if in attic then adequate size access, catwalk, light, working clearances etc. No access generally allowed from bedroom/bathroom etc (walk in closet Ok). Response was N/A. Cannot determine if water heater and FAU are in new locations or existing and if laundry room is existing. Recheck plans for tempered window locations i.e. within 2 ft of interior/exterior doors, shower/tub areas and stairwells if applicable. See side light at entry, dining room, 5060 next to glass slider at family room, 210x 36 at master shower etc. Recheck all locations. Could not determine why on A4 for example noting windows K and L to be tempered and not J at family room and windows 0 at great room. Recheck all locations. 35. The 6038 XOX window proposing on A4 generally does not meet egress as does not provide the minimum 20" clear opening. Please check with manufacturer and provide cut sheets reflecting how meets egress requirements and/or note minimum 20" clear width provided. Not necessarily a correction but could not determine from cut sheets how this will provide the required 20" clear width and 5.7 sq ft of openable. This is going to be a expensive window to replace if at final it is determined it does not meet egress. 40. Detail and reference how upper roof diaphragms are transferred to lower roofs. Could not locate for example either proposed or existing footings required to support roof /ceiling joist framing on S3 at east side of towers. Detail 3/SD3 should reflect or note shear to be at all walls (upper and lower), shear transfer i.e. A-35 spacing, sill plate nailing and specify spacing and how adding anchor bolts for either existing or proposed footings below. Detail I only reflects shear at I side of tower. Carlsbad 05-4232 .02/06706 48. Complete all details i.e. Section A/A9. Recheck all locations. Please verify all notes/details are correct. For example B/A9 is noting R-13 for ceiling and R-19 for the walls? Recheck all locations. 50. Could not locate required smoke detector inside master bedroom on Al2? For some reason removed required smoke detector that was shown correctly at outside, Need one both inside and outside of bedrooms. CITY OF CARLSBAD REQUIREMENTS 59. For gas piping under slabs that serve kitchen island cooktops, see Policy 91-46 for special sleeve and clean-out requirements. See item 20 above. To speed up the review process, note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet, note or detail number, calculation page, etc. Please indicate here if any changes have been made to the plans that are not a result of corrections from this list. If there are other changes, please briefly describe them and vhere they are located in the plans. Have changes been made to the plans not resulting from this correction list? Please indicate: Yes No U The jurisdiction has contracted with Esgil Corporation located .at 9320 Chesapeake Drive, Suite 208, San Diego, California 92123; telephone number of 858/560-1468, to perform the plan review for your project. This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that residential construction comply with the 2001 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 2000 UPC, 2000 UMC and 2002 NEC. The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. - The following items listed need clarification, -modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Carlsbad 05-4232 12/27/05 1. Please make all corrections on the original tracings, as requested in the correction list. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92009, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. Verfiy that the final sets of plans and any new calculations will be stamped and signed by engineer and /or architect of record also. 3. Cover sheet to note scope of work i.e. 23 sq ft deck, 189 sq ft of porches and remodel of 4191 sq ft. 4. Per City policy a soils report is required for this project. Provide a copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1804. 5. Investigate the potential for seismically induced soil liquefaction and soil instability in Seismic Zones 3 and 4. Section 1804.5 6. Note on the plan the soils classification, whether or not the soil is expansive and note the allowable bearing value. Section 106.3.3. 7. If applies: The soils engineer recommended that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: The building pad was prepared in accordance with the soils report, The utility trenches have been properly backfilled and compacted, and The foundation excavations, the soils expansive characteristics and bearing capacity conform to the soils report." Carlsbad 05-4232 12/27/05 8. Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents (when required by the soil report). 9. No energy calculations were provided for this project. Provide plans, calculations or worksheets to show compliance with current energy standards adopted October 1, 2005. 10. The regulations require a properly completed and properly signed Form CF-1 R (4 pages) to be either imprinted on the plans, taped to the plans or "sticky backed" on the plans, to allow the building inspector to readily compare the actual construction with the requirements of the approved energy design. 11. Specify, on the building plans, that all of the mandatory energy features are indicated on the plans and specifications or include a completed MF-1 R form on the plans. 12. Show on the plans compliance with the residential energy lighting requirements (Mandatory requirement): In the kitchen at least one-half of the wattage rating of the fixtures must be high efficacy with non-high efficacy fixtures switched separately. Note: Approximately 3/4 of the fixtures will be required to be of the high efficacy variety. In bathrooms, garages, laundry rooms, and utility rooms all fixtures must be high efficacy style or be controlled by a manually-on occupancy sensor. All other rooms require any installed fixtures to be high efficacy or be controlled by a manually-on occupancy sensor or dimmer. (Closets under 70 square feet are exempt). Outdoor lighting fixtures are required to be high efficacy or controlled by a combination photocontrol/motion sensor. Note: Generally a high efficacy style of fixture is fluorescent complete with electronic ballasts. Regular incandescent, quartz halogen and halogen MR lamps do not comply. 13. Specify, on the plans, that the duct insulation must be a minimum of (Prescriptive requirement): Climate Zone: 7 4.2 14. For any alternation where replacement of mechanical equipment (air handler, condensing unit of an air conditioner or heat pump, cooling or heating coil, or the furnace heat exchanger) is made, special inspection for duct sealing is required. (If a total (new and existing) of more than 40' of duct is installed in unconditioned space) Note: Table 8-3 in the Energy Manual may be applicable. (Prescriptive Carlsbad 05-4232 12/27/05 requirement) The replacement windows in an alternation must meet the U-factor and Solar Heat Gain Coefficient (SHGC) of Package "D". (Prescriptive requirement) In an alternation, if more than 40' of new ductwork is installed in the unconditioned space, the ducts must be insulated to the requirements of Package "D". (Prescriptive requirement) If HERS certification required for this project then add to special inspection list to be imprinted on the cover sheet. Need to note epoxy anchors and reference all applicable locations and if soils report requires observation then add to list also. On the cover sheet of the plans, specify any items requiring special inspection, in a format similar to that shown below. Section 106.3.2. REQUIRED SPECIAL INSPECTIONS In addition to the regular inspections, the following checked items will also require Special Inspection in accordance with Sec. 1701 of the Uniform Building Code. ITEM REQUIRED? REMARKS SOILS COMPLIANCE PRIOR TO ? (Need to provide soils report) FOUNDATION INSPECTION EXPANSION/EPDXY ANCHORS Yes (Reference all applicable details) HERS CERTIFICATION ? energy calculations When special inspection is required, the architect or engineer of record shall prepare an inspection program which shall be submitted to the building official for approval prior to issuance of the building permit. Please review Section 106.3.5. Please complete the attached form. The plans do not reflect if island cooktop is gas or electric (no propane allowed). If gas - then foundation plan should reflect u/g electric and detail and reference u/g gas line /sleeve/vent/access to exterior and if down draft then u/g exhaust ducts etc. Verily exhaust duct /access terminations will not adversely affect any shear walls/sill plates. Could not locate where existing or proposed water heater is. Is existing water heater affected by proposed addition(s)? If new location show complying space i.e. no direct access to bedrooms, bathrooms and laundry rooms (due to potential back drafting) adequate combustion air, T&P to exterior, 18" stand and protection if in garage and seismic strapping. Appear water heater and/or FAU may be placed in the laundry room? The water heater/FAU cannot generally be placed in laundry room (unless noted to be direct vented) as room not large enough for combustion air and the exhausting of Carlsbad 05-4232 12/27/05 air for dryer vent can create a adverse effect on water heater flue (back drafting). Show dryer vent to the exterior with termination to be a minimum of 3 ft from any opening. UMC 504.3.2.2. Note or show that 100 sq inches of make up air required at the laundry room (to replace air being exhausted by dryer vent and exhaust fan if applicable). UMC 504.3.2 and UMC 908.2. Is existing heating and/or cooling appliances affected by proposed addition(s) and are they adequate for the additional sq footage proposing? If adding ducts please specify output of unit will meet existing and proposed sq ft (generally 28- 30 BTU's per sq ft). If new or graded unit then reflect a code complying location i.e. if in alcove —minimum 12" wider than unit) if in attic then adequate size access, catwalk, light, working clearances etc. No access generally allowed from bedroom/bathroom etc (walk in closet Ok). Recheck plans for tempered window locations i.e. within 2 ft of interior/exterior doors, shower/tub areas and stairwells if applicable. See side light at entry, dining room, 5060 next to glass slider at family room, 210x 36 at master shower etc. Recheck all locations. Architectural and structural sheets do not match in various places and both need to be gone thru carefully. See some examples listed below. No glass sliding door size given for master bedroom on A5. Cannot read what the sizes of windows are to be on the north side of the great room as lettering did not print completely? Appears all windows at great room are to be fixed and if this is the case then how is this room provided with 1/20 the area in ventilation? On A4 the garage is reflecting a new pop out at the south side. No window sizes given. Structural did not address this i.e. foundation, framing and roof plan. Why did floor framing not address balcony off master bedroom? Architectural to specify type of decking proposing. If solid material then specify type of waterproofing and specify how obtaining the required minimum 1/4 inch per foot deck slope for drainage i.e. ripping, sleepers, slope framing etc. If ripping, note maximum taper cut and calculations to reflect this and if sleepers detail attachment to floor joist. Carlsbad 05-4232 12/27/05 34. Detail and reference any exterior and interior guardrails required per Section 509.1: Shall have a height of 36". Shall be detailed showing adequacy of connections to resist the horizontal force prescribed in Table 16-13. Openings between railings shall be less than 4". The triangular openings formed by the riser, tread and bottom element of a guardrail at a stair shall be less than 6". 35. The 6038 XOX window proposing on A4 generally does not meet egress as does not provide the minimum 20" clear opening. Please check with manufacturer and provide cut sheets reflecting how meets egress requirements and/or note minimum 20" clear width provided. 36. Show location of attic access with a minimum size of 22"x30", unless the maximum vertical headroom height in the attic is less than 30". Access must be provided to each separated attic area shall be located in a hallway or other readily accessible location and 30" headroom clearance is required above the opening. Section 1505.1. 37. Provide mechanical ventilation capable of providing five air changes per hour in bathrooms and water closet compartments if required openable windows are not provided. Section 1203.3. See master bath /shower area as only provided at water closet compartment. 38. Show the required ventilation for attics. The minimum vent area is 1/150 of attic area (or 1/300 of attic area if at least 50% of the required vent is at least 3 feet above eave vents or cornice vents). Show area required and area provided. Section 1505.3. 39. Specify on the plans the following information for the roof materials, per Section 106.3.3: For the standing seam metal roof. Manufacturer's name. Product name/number. ICBO approval number, or equal. 40. Detail and reference how upper roof diaphragms are transferred to lower roofs. 41. Detail 8/SD2 to reflect nailing size and spacing of the shear noting at gable end. Could not locate the design for ceiling joist shown supporting the roof rafters and gable end? No overhang at this location? 42. Detail 9/SD2 is reflecting roof rafter to support point loads from the ceiling joist below. Could not locate design for this? 43. Architectural sheets on A6 are incomplete as do not reference structural detail numbers. Carlsbad 05-4232 12/27/05 It is unclear if 6042 window at the kitchen is a factory bow or not. Detail and reference ledger attachment of roof rafter to wall to include type member attaching to and size, length and spacing of lags for example. See 8/SD2 for example. There are keynotes provided on A7 to AlObut they are not referenced to any location. For example where does existing deck to remain apply as keynoted as 8 on A7? Typical exterior notes i.e. on A7 states exterior walls to have composition lap siding. Appears to be stucco at most locations and provide details/listing for composition siding proposing. Complete all details i.e. Section A/A9. Recheck all locations. Could not locate required smoke detector outside of maid's room on All? Could not locate required smoke detector inside master bedroom on Al 2? No spread footing sizes noted on S2. Detail and reference how beams will be supported where they intersect over post(s) i.e. ECCLL's at the corners? No lateral calculations provided for this project. Please recheck vertical load path to verify it is complete and that adequate members /foundation are shown for support. For example see 6x post on S2 with no existing or proposed footings shown for support. Recheck all locations to verify new roof/ ceiling/ floor framing is reflecting either existing or proposed vertical support. Show a self-closing door, either 1-3/8" solid core or a listed 20 minute assembly, for openings between garage and dwelling. Section 302.4. Door 19 is noted to be ho115w core? There too many areas that need to be reviewed closely before resubmitting plans. A complete recheck will be done at that time. Garage requires one hour fire protection on the garage side of walls in common with the dwelling to roof sheathing. If ceiling is to be part of the envelope in lieu of extending the 5/8X to roof sheathing then please verify framing member spacing as if the lid of the garage is to be part of separation and roof framing members exceed 16" oc then show or note that either 2 layers of 5/8X or for example resilient channel at 16" oc is required for the ceiling and please show or note that all supporting walls in the garage to have 5/8x protection also. Any penetrations of the ceiling would be required to be 1 hour protected i.e. attic accesses would require a 1 3/8" solid self closing door. Carlsbad 05-4232 12/27/05 Is existing electrical panel location unaffected by proposed addition(s) and is it adequate for the additional sq footage proposing? . CITY OF CARLSBAD REQUIREMENTS All new residential buildings, including additions, require a soils report. An update letter is required if the report is more than 3 years old. If a room addition is less than 1000 sq. ft. in area and only one story, then a soils report is not required. Under this condition, Esgil staff should, advise the City (upon final transmittal) to place their "soils notice" stamp on the plans. For gas piping under slabs that serve kitchen island cooktops, see Policy 91-46 for special sleeve and clean-out requirements. To speed up the review process, note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet, note or detail number, calculation page, etc. Please indicate here if any changes have been made to the plans that are not a result of corrections from this list. Oversized meters are inaccurate during low-flow conditions. If it is oversized, for the life of the meter, the City will not accurately bill the owner for the water used. All single family dwelling units received "standard" 1" service with 5/8" service. F:8UILDING PLANCHECK CKL$T FORM.doc 5 Rev. 7114100 BUILDING PLANCHECK CHECKLIST 1ST 2ND 3RD If owner/developer proposes a size other than the "standard", then owner/developer must provide potable water demand calculations, which include total fixture counts and maximum water demand in gallons per minute (gpm). A typical fixture count and water demand worksheet is attached. Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. Maximum service and meter size is a 2" service with a 2" meter. If a developer is proposing a meter greater than 2", suggest the installation of multiple 2" services as needed to provide the anticipated demand. (manifolds are considered on case by case basis to limit multiple trenching into the street). El 0 0 12b. Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval. The developer must provide these calculations. Please follow these guidelines: If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W'. The irrigation serviôe should look like: STA 1+00 Install 2" service and 1.5: meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed .this if landscape plans have been prepared,. but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. In general the calculations will include: Hydraulic grade line Elevation at point of connection (POC) Pressure at POC in pounds per square inch (PSI) Worse case zone (largest, farthest away from valve Total Sprinkler heads listed (with gpm use per head) Include a 10% residual pressure at point of connection 3. In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA). As long as the project is located within the City recycled water F:8UuI.DING PLANCHECK CKLST FORM.doc Rev. 7114100 BUILDING PLANCHECK CHECKLIST 1ST 2ND 3RD service boundary, •the City intends on switching these irrigation services/meters to a new recycled water line in the future. U U 0 12c. Irrigation Use (where recycled water is available) Recycled water meters are sized the same as the irrigation meter above. If a project fronts a street with recycled water, then they should be connecting to this line to irrigate, slopes within the development. For subdivisions, this should have been identified, and implemented on the improvement plans.. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority. (SDCWA) for a refund. However, let the applicant know that we cannot guarantee the refund, and they must deal with the SDCWA for this. 411 F:8UILDING PLANCHECIC CKLST FORM.dac 7 .
