The inspection was performed on 26 October 1983, by our Staff Engineer. ~ All footing excavations have been advanced into firm, good-bearing soils in accor,dance with the requirements of our previously issued 'Report of Soil Investigation,• Job No. 83-2771 and dated 31 August 1983. The soil conditions observed during our inspection do not vary from this report. Interior spread footings have been excavated . to a minimum depth of 18 inches. The footing exc«;1vations have been cleaned of· the majority of all loose materials generated during footing excavations. It is noted, however, that footing dimensions must also be in conformance with the requirements of the structural engineer. The subject site has been graded in accordance with the requirements of th~ geo- technical investigation issued by our firm and dated 31 August 1983. The floor or landing shall be not more than ½ inch (12.7mm) lower than the threshold of the doorway. EXCEPTION: Section 2-3303(i)lA shall not be enforced retroactively by fire officials. B. Change in level between ¼ inch (6.35mm) and ½ inch (12.7mm) shall be be·.-. eled with a slope no greater than 1:2. Ghange in level greater than½ inch (12.7mm) shall be accomplished by means of a ramp. NOTE: See Section 2-3306. Sec. 2-3306, page 134. Change to read as follows: RAMPS ::_ Sec: 2--3306. ( a) General. Any path of travel shall be considered a ramp if its slope is greater than 1 foot (0.3048m) rise in 20 feet (6.096m) of horizontal run. NOTE: The State Fire Marshal has not adopted 2-3306(a). The State Fire Mar- shal only enforces the provisions of 2-3306 for ramps used as exits. (b) Width. 1. The width shall be as for exits. Ramps that also serve·as pedestrian ramps shall conform to Subsection 3306(b)2, UBC. 2. Pedestrian ramps serving primary entrances to buildings having an occupant load of 300 or more shall have a minimum clear width of 60 inches (1524.0mm). Ramps serving Group R Occupancies may be 36 inches (914.4mm) clear width when the occupant load is 50 or less. All other pedestrian ramps shall have a minimum width of 48 inches (1219.2mm). (c) Slope. 1. The maximum slope of a ramp that serves any exitway, provides handicap access or is in tl\e path of travel shall be l foot (0.3048m) rise in 12 feet (3.6.58m) of horizontal run. ·. (d) Landings. 1. Landings shall be provided at the top and bottom of each ramp. Intermediate landings shall be provided at intervals not exceeding 30 inches l-:1_ ~ "! The width of the landing shall extend 24 inches (609.6mm) past the strike edge of any door or gate for exterior ramps and 18 inches (457.2mm) past the strike edge for interior ramps. , 5. At bottom and intermediate landings the width shall be at least the same as required for the ramp. ~. Intermediate landings at a change of direction in excess of 30. degrees and bottom landings shall have a dimension in the direction of ramp run of not less than 72 inches (1828.8mm}. 7. Other intermediate landings shall have a dimension in the direction of ramp run of not less tha11 60 inches (1524.0mm). (e) Handrails. 1. Handrails are required on ramps that .provide handicap access if slope exceeds l foot (0.3048m) rise in 15 feet (4.572m) of horizontal run. A. Hand- rails shall be placed on each side of each ramp, shall be continuous the full length of the ramp, shall be 30 to,34 inches (762.0 to 863.6mm) above the ramp surface, shall extend a minimum of l foot (0.3048qi.) beyond the top and bottom of the ramp, and the ends shall be returned. B. Handrails projectmg from a wall shall have a space of not less than l ½ inches (38.1mm) between the wall and the handrail. The grip portion shall be not less than l¼ inches (31.75mm) nor more than 2 inches (50.8mm) in cross sectional dimension or the shape shall provide an equivalent gripping surface and all surfaces shall be smooth with no sharp comers. EXCEPTIONS: I. Handrails at ramps immediately adjacent to fixed seating are not required. 2. Ramps that require handrails and that serve one individual dwelling unit in Group R, Division 1 or 3 occupancies may have one handrail except that such '\. ramps open on one or both sides shall have handrails provided on the open side ~ or sides. 3. Curb ramps do not require handrails. NOTE: See section 2-7103. 4. In Group I, Division l occupancies, ramps shall be provided with handrails. (g) Surfaces. The surface of ramps shall be slip resistant as defined in 2-3323(a). (h) Wheelguides. Where the ramp surface is not bounded by a wall or fence and the ramp exceeds 10 feet (3.048m) in length, the ramp shall comply with one of the following requirements: A. A guide curb a minimum of 2 inches (50.8mm) in height shall be provided at each side of the ramp; or. B. J In accordance with your request we have provided earthwork observation and testing services in connection with the mass grading operations for the subject project. A geo- technical investigation for the business park was performed by our predecessor firm the results of which were presented in a report entitled "Geotechnical Investigation, C.C. & F. Palomar Airport Business Park -Phase 1, Carlsbad, California, 11 dated February 26, 1974. Our representatives were present at the site on an intermittent basis from August 31, 1979 to October 12, 1979 to observe the moss grading operations and to provide field density testing services as required. The approximate locations of our field density tests are shown on the attached Site Plans, Figures l and 2. The results of our field density and laboratory compaction tests are presented in the attached Tables A and B. Based on our observations and the attached test results, it is our opinion that the mqss earth- work 0perations were carried out in accordance with the recommendations of the geotechnicol investigation report and that all fill material was compacted to a minimum degree of compac- tion of 90 percent based on ASTM Test Desi,gnot'io~ D1557-70. We recommend that proposed bui I dings be supported on conventional, individual spread and/or continuous perimeter footings bearing on firm natural soil and/or compacted fill materials. Footings should be founded at least 18 inches below the lowest adjacent. finished grade. At this recommended depth, footings may be designed_ for allowable bearing pressures of 2,500 pounds per square foot (psf) for dead loads, 3,500 psf for combined dead and live loads, and 4,500 psf for all loads, including wind or seismic. The footings should, however, have a minimum width of 12 inches. All continuous footings should be reinforced with top and bottom reinforcement to provide structural continuity and to permit spanning of local irregularities. Post-construction differential settlements across the buildings are expected to be within tolerable limits for the structures. Building floor slabs may be support~d directly on compacted fi II and/or natural soil. Slab reinforcing should be provided in accordance with the anticipated use of and loads on the slabs. In areas such as offices where moisture-sensitive floor coverings are to be utilized and in other areas where floor dampness would be undesirable, we recommend that con- sideration be given to providing an impermeable membrane beneath the slabs. The mem- brane should be covered with 2 inches of sand to protect it during construction. The sand should be lightly moistened just prior to placing the concrete. Poorly graded imported sands and/or gravels (such as pea gravel) should not be used in areas where slabs will be subjected to concentrated heavy loads such as would be imposed by loaded forklifts. Lateral load resistance for building foundations may be developed in friction between the base of the foundations and the supporting subgrade. An allowable friction coefficient of 0.35 is recommended for use in design. An additional allowable passive pressure equal to an equivalent fluid weight of 300 pounds per cubic foot acting against the foundation may be used in design provided the footings are poured neat against undisturbed soil. These allow- able values are based on a safety factor of 1.5 applied to the ultimate values. . . Any dock high retaining walls must be designed to resist lateral earth pressures from the backfill materials as well as any floor surcharge loads. It is recommended that walls re- strained from movement at the top be designed for an equivalent fluid pressure of 30 pounds per cubic foot plus an additional uniform lateral pressure of 5H pounds per square foot, where H is the height of backfil I above the wall footing in feet. Unrestrained walls may be designed for the 30 pounds per cubic foot equivalent fluid pressure only. Wherever walls will be sub- ject to surcharge loads, they should be designec;l for an additional uniform lateral pressure equal to one-half the anticipated surcharge pressure in the case of restrained walls and one- third'the a'nticipated surcharge pressure in the case of unrestrained walls. . ,· November 27, 1979 218-lE, 3098 Page 3 ,\ . .::~ · · -Based on our general knowledge of the soils present on the subject lots and our post experience in providing R-value test results for similar soils within the business park, it is our opinion that a design R-value of at least 30 is appropriate for use at this site. Combining this R-value with selected traffic indices for different pavement loading re- quirements we have developed the fol lowing recommended pavement sections using Pro- cedure 301-F 9f the State of California, Department of Transportation. The recommended pavement sections contained in Table l should provide a pavement life of 20 years with a normal amount of flexible pavement maintenance. It is our understandin~ based on communic~tions with representatives of Lusardi Construction Company and review of a Grading Plan prepared by Henry Worley Associates, th~t the site is intended for the construction of a commercial structure to be a maximum · of one story in height. The building will be of concrete tilt-up construction and will be constructed near the existing grade. A previous cut and fill grading operation was performed on the sµbject lot during the development of the Palomar Industrial Park subdivision. With the a·bove in mind, the Scope of Work is briefly outlined as follows: 1. Identify and classify the surface and subsurface soils to depths, in conformance with the Unified Soil Classification System (refer to Appendix A). 2. Verify the allowable bearing pressures for the natural ground and the soils existing as compacted fill, based on their shear-strength and compression characteristics and our experience with the soils. 3. Recommend treatment for any expansive soils and/or improperly compacted fill soils that, if left in place and unmodified, could result in future damages to the proposed structure. 4. Predict the settlement of the natured-ground soils, as well as recompacted fill soils (recompacted to at least 90 percent of Maximum Dry Density), under the proposed structural loads. 5. Recommend active and passive earth pressures to be utilized in design of any proposed retaining walls and foundation structures. Review of exi~ting engineering reports pertinent to the subject site. The scope of our work was to determine site specific conclusions and recommenda- tions (pertaining to foundations and floor slabs only) for Lot 7 of the Palomar Airport Business Park. ihe preliminary geotedinical investigation for the business park was performed by Lowney-·Kaldxeer Associates. The results of their investigation are summarized in a report title~: "Geotedinical' Investigation•, C.C. & F. Palomar Airport Business Park -Phase (, Carlsbad, California, and identified as their no. S114-1S602, .dated February 26, 1974. Observations during the actual grading operation of the business park and the testing of compacted fill soils was performed' by Robert Prater Associates. The site is legally described as: Lot 7 of Parcel Map 10061, City of Carlsbad, County of San Diego, State of California The site, consisting of approximately 1.15 acres, is located on Las Palmas Drive, approximately 500 feet east of Camino Vida Roble; in the City of Carlsbad, California. Additionally, the property is bordered on the west by ,undeveloped property and on the south by an SDG&E easement. There were no existing structures on the site at the time of our investigation. The only improvement on the lot is a concrete drainage collector located at the extreme northwest corner of the property. Vegetation on the site consists of landscape shrub·bery and plants on the slopes and scattered grasses and weeds. .,,.. Prior to gradln& the site sloped moderately to the north-northeast. Drainage waters exit at the extreme west corner of the property vic1 an earthen drainage swales into a concrete collector. However, future construction may result in the removal of existing earthen swales. The property boundaries of the site are defined by a 20-foot-high (maximum) north-facing cut slope at the south property line; an 8-foot-high west-facing cut and fill slope along the ec1st properly line; a 10-foot-high (maximum) west-facing cut slope along the west property line; and a 20-foot-high (maximum) north-facing cut and fill slope along the north property line. Elevations on the site range from approximately 210 feet above mean sea level (MSL) to 260 feet MSL. 111. FIELD INVESTIGATION Seven test trenches were placed on the site to determine the condition and location of the existing fill soils. The excavations were located in the field by referring to a Grading Plan, prepared by Henry Worley and Associates, dated November 4, 1980. The . excavations were visually inspected by our Field Engineer, and samples were taken of the predominant soils throughout the field operation. Test trench logs have been pre- pared on the ~asis of our inspection and the results have been summarized on Figure No. 11. The predominant soils have been classified in conformance with the Unified Soil Classification System (refer to Appendix A). IV. OESCRI PTI~ OF SOILS The extreme northeast corner of the site is overlain with a wedge of fill soils which c1re over four feet in thickness. The fill soils observed in our test trench excavations appeared to be well-compacted. Field gensity tests were taken in the test trench excavations at random depths and locations. The results of the field density tests further indicate that the fills were probably properly compacted. The location of the fills and the approximate daylight line is shown on Figure No. I. The fills consist primarily of interbedded brown, silty sands and dark-brown, clayey sands. The fills are low to moderately expansive. The remaining portions of the site are comprised of exposed formational materials. These materials consist primarily of dense, brown to tan, silty, fine sands and are considered non-expansive. No ground water problems were encountered during the course of our field investi- gation and we do not expect significant problems to develop in the future--if the property is developed as presently designed. It should be kept in mind, however, that any_ required _grading operations may change surface drainage patterns and/or reduce permeabilities due to the densification of compacted soils. Such changes of surface : ·and ~ubsurface· hydrologit · conditions; plus·. irrigation -of lands·caping-or ~ignifi~ant, ·.,, · increases in rainfall, may. result in the appearance of minor amounts of surface· or near-surface water at locations where none existed previously. The damage from such ' water is expected to be minor and cosmetic in nature, if good positive drainage is im- . . plemented at the completion of construction. Corrective action should be taken on a site-specific basis if, and when, it becomes necessary. VI. LABORATORY TESTS AND SOil iNFORMATiON Laboratory tests were performed on the disturbed and undisturbed soil samples in order to determine their physical and mechanical properties and their ability to sup- port the proposed structure. D 422) 40 Expansion Tests (County)·· I 1· I I I I I I I ·I I I I I 0 Proposed Commercial Site 31 August 1983 Job No. 83-2771 Page 4 The relationship between the moisture and density of undisturbed soil samples gives qualitative information regarding the soil strength characteristics and soil conditions to be anticipated during the future grading operation. The mechanical analysis was used to aid in the classification of the soils according to the Unified Soil Classification System. The expansion potential of dayey soils was determined utilizing the County of San Diego Test Method for Expansive Soils. Expansive soils are classified as follows: 0 to 3 percent 3 to 6 percent 6 to 12 percent Above 12 percent Low or Considered "Non-expansive" Medium High Very High According to the County of Sein Diego Test for Expansive Soils, recorded swells of less than three percent result in classification as non-expansive soils. Based° on the above laboratory test data, a thorough visual inspection of the primary soil types on the project, and our previous experience with laboratory testing of soils of the same type, our geotechnical engineer has assigned conservative values for friction angle and cohesion to those soils which will have significant lateral support or bearing functions on the project. These values are presented in Figure No. 111 and have been utilized in determining safe bearing values as well as active and passive earth pressures for wall and footing designs. Based on the laboratory test data, visual inspection of the primary soil types, and our previous experience with field testing procedures developed by our firm, our geotechnical engineer has assigned conservative values for the coefficient of friction of soils which are expected to underlie floor slabs, footings, retaining wall foundations, or any structure subject to possible failure by sliding. If more than one soil type is determined to underlie a structure, the coefficient on only the lower value soil will be presented in this report. Maximum density determinations wre performed in conformance with A.S. T .M. D-1557, Method D. The relative compaction results, as summarized on Figure No. II, are the ratio of the field densities to the laboratory maximum dry densities, expressed as percentages in the rel~tive density column of the Test Trench Logs. VIL, C~CLUSIONS AND RECCNMENDAllONS The following conclusions and recommendations are based upon the practical field investigations conducted by our firm, and' resulting laboratory tests, in conjunction with our knowlege and experience with the soils in the Carlsbad area of the County of San Diego. A. 1. The existing vegetation observed on the site must be removed prior to the preparation of building pads and/or areas to receive structural improvements. The majority of the site consists of a cut in natural ground materials. These soils consist primarily of dense, tan to brown, silty sands and are non-expansive. 2. The extreme northeast corner of the site, however, is overlain with a wedge of compacted fill soils which range to a maximum thickness of approximat~ly four feet. Soils within the fill mass are moderately expansive. See Figure No. lfor the approximate location of fill soils. 3. The site is overlain primarily with non-expansive materials to depths of at least three feet below the existing ground surface. However, moderately expansive materials were encountered within the filled ground area at the northeast corner of the project. It is our understanding the proposed structures will not be founded in this area and thus, the structure may be designed utilizing non-expansive soil design criteria. Existing surface soils shall . be scarified (in place) to a depth of 12 inches, watered to optimum requirements, and shall then be compacted to at least 90 percent of Maxim1,.1m Dry Density. s. No uncontrolled fill soils shall remain on the site after completion of any future site work (except landscape soils).. In the event that temporary ramps or pads are constructed of uncontrolled fill soils during a future grading operation, the location and extent of the loose fill soils shall be noted by the on-site representative of a qualified soil engineering firm. The loose fill soils shall be removed and/or recompacted prior to completion of any future grading. 6. Any backfill soils placed in utility trenches or behind retaining walls which support structure ancf other improvements (such as patios, sidewalks, drive- ways, pavements, et cetera), other than :1andscapin~ shall be compacted to at least 90 percent of Maximum Dry Density. 7. City agencies often require that a qualified soils engineering firm verify the actual soil conditions revealed during sit1 grading work and footing excavation to be as anticipated in the 'Report of Soil Investigation' for a project. In addition, the compaction of fill soils placed during site grading work must be tested by a representative of a qualified soils engineering firm. In order to minimize any work delays at the subject site during site develop- ment, this firm should be contacted 24 hours prior to any need for inspection of footing excavations or field density testing_ of compacted fill soils. If possible, placement of formwork and steel reinforcement in footing excavations should not occur prior to inspection of the excavations; in the event that our inspection reveals the need for deepening or re-designing foundation structures, in any loc;itions, any formwork or steel reinforcement in the effected footing excavation areas would have to be removed prior to correction of the observed problem (i.e., deepening the footing excavation, recompacting soil in the bottom of the excavation, et cetera). All contemporary pavement section design methods assume compaction of the upper one-half foot of foundation soil (natural ground or compacted fill) and all base materials to at least 95 percent of Maximum Dry Density. We therefore recommend that the upper one-half foot of foundation soils and all base materials beneath street, driveway, and parking area pavements to be compacted to a minimum of 95 percent of Maximum Dry Density. This recommendation also applies to the upper soils in backfilled trenches or behind retaining walls which support pavement sections. B. 9. The maximum safe load-bearing value (at a depth of 12 inches into the natural materials or compacted fill soils on this site) is at le~st_ 2,000 pounds per square foot. This load-bearing value may be utilized in the design of continuous foundations and spread footings when founded a minimum of 12 inches into the firm natural ground or compacted fill, measured from the lowest adjacent grade at the time of foundation construction. It is recommended that two-story structures be founded on 18-inch deep footings. This soil-bearing value may be increased one-third for design loads that include wind or seismic analysis. If imported soils are required to bring the site to grade, the import soils shall be non-expansive and shall be obtained from an approved off-site borrow area. 10. Based on our laboratory test results and our experience with the soil types on the subject site, the soils will experience settlement in the magnitude of less than 0.5 inch under a structural load of 2p0Q pounds per square foot. 11. The active earth pressure (to be utilized in the di:!sign of walls, et cetera), shall be based on an l:quivaleot Fluid1 ·Weight of 36 pounds per cubic foot (for level backfill only). The design pressures presented above are based on utilization of soils native to the site in backfill operations. In the event that imported, clean granular fill soils are utilized as backfill material, this firm should be contacted for possible reduction of design pressures due to level backfill, sloping backfill, or restrained wall conditions. The passive earth pressure of the encountered natural-ground soils (to be used for design of building foundations and footings to resist the lateral forces) _shall be based on an Equival~nt Fluid, Weight of 375 pounds per cubic foot. This passive earth pressure shall only be considered valid for design if the ~round adjacent to the foundation structure is essentially level for a distance of at least three times the total depth of the foundation. 13. A Coefficient of Friction of 0.4' times the dead load may be used between the bearing soils and concrete wall foundations or structure foundations and floor slabs. If the coefficient of friction is to be used in conjunction with passive earth pressures, the coefficient shall be reduced to 0.3. 14. The compacted fill soils that occ1.Jr within five feet of the face of any fill slopes will possess poor lateral stability, even though they have been compacted. Pro- posed structures and other improvements (such as walls, fences, patios, side- walks, swimming pools, driveways, asphalt paving, et cetera), that are located within five feet of the face of compacted fill slopes, could suffer differential movement as a result of the poor lateral stability of these soils. c. 15. Foundations· and footings of proposed structures, walls, et cetera, when found- ed five feet and further away from the top of compacted fill slopes, may be of standard design in conformance with the recommended load-bearing value. If the proposed foundations and footings are located closer than five feet inside the top of compacted fill slopes, they shall be deepened to one foot below a line beginning at a point five feet horizontally inside the fill slopes and projected, outward and downward, parallel to the face of the fill slope (see Figure No. IV). It is recommended' that all unvegetated' natural cut sloJ}es existing on the site be planted with an erosion-resistc1nt plant, in conformance with the requirements of the City of Carlsbad. . D. 17. Sit~ Qrainage Cpnslderaatlons Adequate measures shall be taken to properly finish-grade the site after the structures ,;i.nd other improvements are in place. Drainage waters from this site and adjacent· properties are to be directed away from foundations, floor slabs, footings, and slopes, onto the nat!,lral drainage direction for this area or into properly designed and approved drainage facilities (such as the existing inlet at the west corner of the property). Proper subsurface and surface drainage will ensure that no waters will seek the level ·of the bearing soils under the founda- tions, footings and floor slabs. Failure to observe this recommendation could result in uplift or undermining and differential settlement of the str.ucture or other improvements on the site. In addition, appropriate erosion-control measures shall be taken a:t all times <luting construction to prevent surface runoff waters from entering footing excavations, ponding on finished !:>Uilding pad or pavement areas, or running uncontrolled over the tops of cut ancl fill slopes. 18. Proper sub-drains shall be installed behind any retaining walls which may be placed on the site. Geotechnieal Exploration~ Inc. will assume no liability for damage to structures which is attributable to poor drainage. 19. Planter areas and planter boxes shall be sloped to drain away from the founda- tions, footings, and floor slabs. Planter boxes shall be constructed with a sub- surface drain, installed in gravel, with the direction of subsurface and surface flow away from the foundations, footings, and floor slabs, to an adequate drain- age facility. General Recommendations Following placement of concrete floor slabs, sufficient drying time must be allowed prior to placement of floor coverings. Pre-mature placement of floor coverings may res1,1lt in degradation of adhe~ive materials and loosening of the finish floor materials. In addition, use of overly-wet concrete may result in slabs requiring an exceptionally long time to dry. 21. No subsurface structures shall be placed in the· moderately expansive soils without being properly designed by a structural engineer and/or soils engineer. VI 11. GMDINC ·NOTES Any required grading operations shall be performed in accordance with the general requirements of the City of Carlsbad,. under the supervision of a qualified soils engi- neer or supervised field soils technician. It is the responsibility of the Owner and/or Developer to ensure that the recommenda- tions summarized in this report are carried out in the field operations. This firm does not practice or consult in the field of safety engineering. We do not direct the contractor's operations, and we cannot be responsible for the safety of personnel other than our own on the site; the safety of others is the responsibility of the contractor. The contractor should notify the owner if he considers any of the recommended actions presented herein to be unsafe. IX. SUMMARY AND LIMITATIONS In order to issue foundation and floqr slab recommendations, our investigation was performed to verify the extent, condition, and approximate depth of the existing fill soils and to determine the character of the surficial formational materials. Compaction tests were taken in the existing fill soils to verify the relative densities. The compaction tests were taken in randomly placed trenches and indicate the existing fill soils were properly prepared and compacted. --However, our firm cannot assume I I I I I I I I I I I I I I I I I I I -, 0 ) Proposed Commercial Site 31 August 1983 Job No. 83-2771 Page 11 liability for the integrity of the entire fill area since our firm was not present during the actual grading operation. The grading supervision for the business park was performed by Robert Prater Associates (as mentioned previously). In addition, it is not within the scope of this report to determine the underlying and surroundin~ geology of the subject property. The geotechnical investigation was performed by Lowney-Kaldveer Associates, summarized in the previously mentioned geotechnical investigation. All statement in this report are appliable for the graded pad inspected by our firm and are representative of the site ~t the time our report was prepared. The firm of CeQtechnlcal Exploration, Inc. shall not be held responsible for fill soils pla~d at any future time, or subsequent changes to the site by others, which directly or indirectly cause poor surface or subsurface drainage and/or water erosion altering the strength of the compacted fill soils. J• I I I I I I I I I I I I I 0 GENERAL APPENDIX B GRADING SPECIFICATIONS The intent of this item is to properly establish procedures for cleaning and compacting natural grovnd, preparing areas to be filled, and placing and compacting fill material to the grades and slopes as shown on the Grading Plans. CLEARING All vegetation, brush and debris shall be removed, piled and burned, or otherwise disposed of, to give the surface a neat and finished appearance. COMPACTl'NG NATURAL GROUND After clearing, the natural ground shall be scarified to a depth of at least 12 inches, watered to optimum requirements and compacted to not less than 90 percent of maximum dry density, according to A. s. T .M. Test Method D-1557, in a four-inch diameter, cylindrical mold of 1/30th-cubic-foot volume. Field density tests shall be taken in, the natural ground in accordance with A.S. T .M. Test Method 0-1556. FILL MATERIALS Materials for the fill shall be approved by the soils engineer and shall be free from organic matter and other deleterious substances. In the event that expansive materials are encountered within three feet of finished grade, they shall be entirely removed or thoroughly mixed with good~ granular material before incorporating them in fills. No footing shall be allowed to bear on soils which, in the opinion of the soils engineer, are detrimentally expansive --unless designed for this clayey condition. PLACING AND COMPACTING FILL MATERIAL After preparing the areas to be filled, the fill materials shall be placed in layers not to exceed six inches in compacted thickness. Each layer shall be watered to opti- mum reqvirements and compacted to not less than 90 percent of maximum dry density in accordance with A.S. T .M. Test Method D-1557. Compaction. of the fill shall then proceed in the specified manner to the grades shown on the approved plans. When the slope ratio of the original ground is steeper than s.o horizontal to 1.0 vertical, the original ground shall be benched. Ground slopes flatter. than s.o horizontal to 1.0 vertical shall be benched when considered necessary by the soils engineer. Fill slopes shall be compacted by means of a sheepsfoot roller, or other suitable equipment. Slope compaction shall be continued until the slopes are stable 'but not too dense for planting. Field density tests shall be taken when considered necessary by the soils engineer in accordance with A.S. T .M. Test Method D-1556 and shall be made not exceeding two feet in vertical height providing each layer is tested. FIELD OBSERVATION AND DENSITY TESTING Observation and testing of the fill shall be made by the representative of Geotechnical Exploration, 'Inc. during the grading operation so that it can be reasonably assumed that the_ fill was placed in accordance with these specifications. SEASON LIMITS No fill material shall be placed, spread or tolled during unfavorable weather conditions.
