When the investigation is completed and all requirements are fulfilled, the City Engineer will mail a copy of the authorized permit to the applicant. 4. Permission to discharge or continue to discharge an industrial waste to the City of Carlsbad sanitary sewerage system can only be granted after the City Engineer has ascertained that all requirements for the discharge of industrial waste, as established by the City ordinances, have been satisfied. 5.
