Every permit issued by the Building Official under the provisions of this code shall expire by limitation and become null

from the date of such permit, or if the building or work authorized by such permit is stopped at any time after the work is
commenced for a period of one hundred eighty calendar days, or if the building or work authorized by such permit
exceeds three calendar years from the issuance date of the permit Work shall be presumed to have commenced if the
permittee has obtained a required inspection approval of work authorized by the permit by the Building Official within
one hundred eighty calendar days of the date of permit issuance. Work shall be presumed to be stopped if the permittee
has not obtained a required inspection approval of work by the Building Official within each one hundred eighty day
period upon the initial commencement of work authorized by such permit.
Before such work can be recommenced, a new permit shall be obtained to do so, and the fee therefore shall be one half
the amount required for a new permit for such work, and provided that no changes have been made or will be made in
the original plans and specifications for such work, and provided further that such suspension or abandonment has not
exceeded one year In order to renew action on a permit after expiration, the permittee shall pay a new permit fee.
Any permittee holding an unexpired permit may apply for an extension of time within which work may commence under
that permit when the permittee is unable to commence work within the time period required by this section for good and
satisfactory reasons

Please make all corrections, as requested in the correction list. Submit FOUR new complete
sets of plans for commercial/industrial projects (THREE sets of plans for residential projects).
For expeditious processing, corrected sets can be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad
Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will
route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire
Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining
sets of plans and calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete.
1. Please provide an exit analysis plan Show in this analysis the occupant load of each area, the
general exit flow patterns (by using arrows), accumulated occupant loads and required exit
widths. Section 107.2.3. Also, include in the exit analysis a site exit analysis showing the exit
flow from the seating area to public way. Occupants must have exit access to a public way.
The response indicates NA to Joe P Hill. To be addressed by others. This was not
provided by others. The exit analysis must include not only the exit width of the
bleacher seating but the exits to a public way from the seating area. An area of
particular concern is the exiting onto what is termed "Patio Roof: shown in detail 1/A4.
What is meant by a patio? Is this really an exiting deck. Has the patio/ deck been
designed for exit loading of 100 PSF as required for the bleacher exiting system?
3. Provide calculations to show compliance with CPC Section 412.0 & Table 4-1, (Minimum
Plumbing Facilities for this event) The response was N/A for Joe P Hill. To be addressed
by others". This has not been addressed.
STRUCTURAL
4. Note on the plans that the design engineer of record must provide special inspection of the
completed structural system and notify the Building Official in writing that the construction was
inspected by him and found to comply with the design and the code prior to final approval for
use by the City. CBC Section 1704.15 The response was this will be performed by the
engineer of record and report submitted to the city". This must be noted on the plans.
6. The material specifications listed on sheet B1 lists the frames as 1.625 X0.9 and bracing is
1"X0.73" tubular steel. There is no listing for the 1.25" X .073" bracing members used In the
RISA design. Please clarify. The response was generally " we used this member size in
the RISA design" This is true but the material specifications found on sheet B1
indicates the " Bracing is 1" o.d. X .073". This is not consistent with the design. The
material specifications on the plans must be consistent with the design,

DISABLED ACCESS SANITARY FACILITIES
The response to the disabled access requirements listed below was " N.A< to Joe P Hill.
Shall be addressed by others". The following items have not been addressed by others
8. Show on the plans the location and number of disabled accessible rest room facilities. Where
separate facilities are provided for persons of each sex, these facilities shall be accessible to
persons with disabilities. Where unisex facilities are provided, these facilities shall be
accessible to persons with disabilities, per Section 1115B.2.
9. Show that passageways leading to sanitary facilities have required clear access widths, per
Section 1115B.5. Show that all doorways have:
• >32" clear opening.
• A clear area:
• >60" in the direction of the door swing.
• >44" away from the direction of door swing.
• All strike edge clearance dimensions are required to be met (I.e. 18" strike edge distance).
10. Note that the doorways leading to sanitary facilities shall be identified, per Section 1115B.6, as
follows:
An equilateral triangle VA thick with edges 12" long and a vortex pointing upward at men's rest
rooms.
A circle %" thick, 12" in diameter at women's rest rooms.
A 12" diameter circle with a triangle superimposed on the circle and within the 12" diameter at
unisex rest rooms.
The required symbols shall be centered on the door at a height of 60".
Braille signage shall also be located on the wall adjacent to the latch outside of the doonways
leading to the sanitary facilities, per Section 1117B.5.1.
11. Show a sufficient space in the toilet room for a wheelchair to enter the room and close the door,
per Section 1115B.3.2. The space is required to be:
• >60" diameter.
• A T-shaped space as shown in Figure 11B-12(a) and (b).
• Doors are not permitted to encroach Into this space by more than 12 inches.
12. Show that the water closet is located in a space, per Section 1115B.3.2.3, which provides:
• A clear space in front of the water closet measuring 60" wide by 48" in front. Section
1115B.4.1.2. See the following figures:

13. Doors shall not swing into the clear floor space required for any fixture but may swing into that
portion of the maneuvering space which does not overlap the required clear floor space.
Maintain the required clearances at the lavatory/water closet without the entry door swinging into
those areas. Section 1115B.3.2.2.
14. Show, or note, on the plans that the accessible water closets meet the following requirements,
per Section 1115B.4.1:

16. Show that accessible lavatories comply with the following, per Sections 1115B.4.3:

knee and toe space beneath the fixture.
• When lavatories are adjacent to a side wall or partition, there shall be a minimum of 18" to the
center line of the fixture to the wall.
• The counter top is <34" maximum above the floor.
• >29" high, reducing to 27" at a point located 8" back from the front edge.
• >9" high x 30" wide and 17" deep at the bottom.
• Hot water pipes and drain lines are insulated.
17. Show that grab bars comply with the following, per Section 1115B.4:
Grab bars shall be located on each side or one side and the back of the water closet stall or
compartment.
They shall be securely attached 33" above the floor, and parallel.
NOTE: Where a tank-type toilet is used which obstructs placement at 33", the grab bar may be
installed as high as 36".
Grab bars at the side shall be located:
15" to 16y2" (±1") from the center line of the water closet stool.
Be >42" long with the front end positioned 24" in front of the stool.
Total length of bars at the back shall be >36".
The diameter, or width, of the grab bar gripping surface is >1 %" but <1 /4", or the shape shall
provide an equivalent gripping surface.
If mounted adjacent to a wall, the space between the wall and the grab bar shall be 1V2".

FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the California version of
the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
Code sections cited are based on the 2010 CBC, which adopts the 2009 IBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2009 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
1. Please provide an exit analysis plan Show in this analysis the occupant load of
each area, the general exit flow patterns (by using arrows), accumulated
occupant loads and required exit widths. Section 107.2.3. Also, include in the
exit analysis a site exit analysis showing the exit flow from the seating area to
public way. Occupants must have exit access to a public way.
2. Include on the plans the aisle riser details for both the bench seating and the
chair seating areas. Risers may not exceed 8".
3. Provide calculations to show compliance with CPC Section 412.0 & Table 4-1,
(Minimum Plumbing Facilities for this event)
• STRUCTURAL
4. Note on the plans that the design engineer of record must provide special
inspection of the completed structural system and notify the Building Official in
writing that the construction was inspected by him and found to comply with the
design and the code prior to final approval for use by the City. CBC Section
1704.15.
5. The design of each of the support frames using RISA 3D lists the diagonal
braces as 1.25" X0.073". The RISA input for each of the systems. The plan
sheet B1 lists the diagonals as 1" X 0.073". this is not consistent with the design.
Clearly show on the plans the difference and location of the diagonal and the
cross bracing. The design input uses the term diagonal for the braces in the
transverse direction and cross bracing/ horiz bracing for the braces in the
longitudinal direction.

6. The material specifications listed on sheet B1 lists the frames as 1.625 X0.9 and
bracing is 1"X0.73" tubular steel. There is no listing for the 1 25" X .073" bracing
members used in the RISA design. Please clarify.
7 Where in the design calc's did you show that the V-l' bolted connections is
adequate for the most critical shear loads?
DISABLED ACCESS SANITARY FACILITIES
8. Show on the plans the location and number of disabled accessible rest room
facilities. Where separate facilities are provided for persons of each sex, these
facilities shall be accessible to persons with disabilities. Where unisex facilities
are provided, these facilities shall be accessible to persons with disabilities, per
Section 1115B.2.
9. Show that passageways leading to sanitary facilities have required clear access
widths, per Section 1115B.5. Show that all doorways have:
a) >32" clear opening.
b) A clear area:
i) >60" in the direction of the door swing.
ii) >44" away from the direction of door swing.
c) All strike edge clearance dimensions are required to be met (i.e. 18" strike
edge distance).
10. Note that the doorways leading to sanitary facilities shall be identified, per Section
1115B.6, as follows:
a) An equilateral triangle %" thick with edges 12" long and a vortex pointing
upward at men's rest rooms.
b) A circle %" thick, 12" in diameter at women's rest rooms.
c) A 12" diameter circle with a triangle superimposed on the circle and within
the 12" diameter at unisex rest rooms.
d) The required symbols shall be centered on the door at a height of 60".
e) Braille signage shall also be located on the wall adjacent to the latch
outside of the doorways leading to the sanitary facilities, per Section
1117B.5.1.
11. Show a sufficient space in the toilet room for a wheelchair to enter the room and
close the door, per Section 1115B.3.2. The space is required to be:
a) >60" diameter.
b) A T-shaped space as shown in Figure 11 B-12(a) and (b).
c) Doors are not permitted to encroach into this space by more than 12
inches.

12. Show that the water closet is located in a space, per Section 1115B.3.2.3, which
provides:
a) A clear space in front of the water closet measuring 60" wide by 48" in front.

13. Doors shall not swing into the clear floor space required for any fixture but may
swing into that portion of the maneuvenng space which does not overlap the

required clear floor space. Maintain the required clearances at the lavatory/water
closet without the entry door swinging into those areas. Section 1115B.3.2.2.
14. Show, or note, on the plans that the accessible water closets meet the following
requirements, per Section 1115B.4.1:
a) The seat is to be >17" but <19" in height.
b) The controls for flush valves shall be:
i) Mounted on the side of the toilet area.
ii) Be <44" above the floor.
15. Show, or note, on the plans that accessible urinals meet the following
requirements, per Section 1115B.4.2:
a) The rim of at least one urinal shall.
i) Project at least 14" from the wall.
ii) Be ^17" above the floor.
b) The control mechanism is to be located ^44" above the floor.
c) >30" X 48" clear floor space is provided in front of the accessible urinal.
Section 1115B.4.2.
16. Show that accessible lavatories comply with the following, per Sections 1115B.4.3:
a) >30" X 48" clear space is provided in front for forward approach. The clear
space may include knee and toe space beneath the fixture.
b) When lavatories are adjacent to a side wall or partition, there shall be a
minimum of 18" to the center line of the fixture to the wall.
c) The counter top is <34" maximum above the floor.
d) >29" high, reducing to 27" at a point located 8" back from the front edge.
e) >9" high x 30" wide and 17" deep at the bottom.
f) Hot water pipes and drain lines are insulated.
17. Show that grab bars comply with the following, per Section 111 5B.4:
a) Grab bars shall be located on each side or one side and the back of the
water closet stall or compartment.
b) They shall be securely attached 33" above the floor, and parallel.
NOTE: Where a tank-type toilet is used which obstructs placement at 33", the grab
bar may be installed as high as 36".
c) Grab bars at the side shall be located:
i) 15" to 161/2" (±1") from the center line of the water closet stool.
ii) Be >42" long with the front end positioned 24" in front of the stool.
iii) Total length of bars at the back shall be >36".

d) The diameter, or width, of the grab bar gripping surface is >1 %" but <1 Vz,
or the shape shall provide an equivalent gripping surface.
e) If mounted adjacent to a wall, the space between the wall and the grab bar
shall be r/z".
