URS Corporation (URS) previously performed geotechnica! investigations for the site. The results of the geotechnical investigations are presented in our report titled "Geotechnical Investigation, Proposed Palomar Airport Redevelopment, McClellan-Palomar Airport, Carlsbad, California," dated February 11, 2004 (URS Project No. 27662028.04000). Addendum No. 1, dated * April 20, 2004, provided revised recommendations for design of concrete floor slabs and pavements for the project. The project civit engineer, Construction Testing & Engineering, Inc., has requested geotechnical recommendations for design of retaining walls at the project We understand that cast-in-place concrete retaining walls up to 8 feet in height may be used for grade separations at the project. Retaining walls should be designed to resist the pressure exerted by retained soils plus any additional lateral forces due to loads placed adjacent to or near the wall. It is anticipated that the cast-in-place walls will be backfilled with soils conforming to the recommendations given in Section 4.3.3 of our February 11, 2004 report. It is recommended that walls not restrained from movement at the top, be designed for an active earth pressure equivalent to a fluid weight of 35 pounds per cubic foot (pcf). For walls that are restrained from movement at the top, an at-rest earth pressure equivalent to a fluid weight of 35 pcf plus a uniform lateral pressure of 10H pounds per square foot (psf), where H equals the height of the retained earth in feet, should be used for design. If surcharge loads are placed adjacent to the walls, the walls should be designed to resist a uniform horizontal pressure equal to 30 percent of the surcharge load if the wall is free to rotate, and 45 percent of the surcharge load if the wall is restrained. These values also assume that compaction within four feet of the wall will be performed with light hand-held equipment or equivalent equipment; the lateral pressures would be higher if heavy equipment is used for soil compaction next to the walls. The retaining wall design should include subsurface drainage to avoid developing hydrostatic pressures. Retaining walls that are less than five feet high should have weep holes or a perimeter drain at the base of the wall, The base drain should be a minimum four-inch diameter perforated pipe (SDR 35) leading to a suitable outlet. Retaining walls greater than five feet high should have free draining material along the back of the wall in addition to the base drain. The backfill immediately adjacent to retaining walls (minimum horizontal distance of one foot measured perpendicular to the wall) should comprise 3/« inch crushed rock or gravel wrapped in filter fabric. Prefabricated drainage composites may be an alternative to free draining crushed rock or gravel. The walls may be supported on continuous shallow footings designed in accordance with the recommendations provided in Section 4.5 of our February 11,2004 report.
