This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
These corrections are in response to items not fully addressed or as the
result of information provided, the text in bold print indicates the
unresolved issue.
4. Please provide the listing and installation information for the new folding partition.
Please provide structural plans and details for the support and lateral bracing.
Please revise detail 6 on A2.1 and detail 4 on sheet A4.0 to be consistent
and show the method of attachment to the existing roof structure. Details
6 on A2.1 and 4 on A4.0 intended to show the same condition are still
inconsistent. One detail show 3x3x1/4 TS and a 2x6 header and the other
detail does not show the TS and shows a 2x8 header. Please revise the
detail to show the connections to the existing joists shown in the
calculations or have the engineer stamp and sign the detail in the
calculations and attach it to the plans.
When special inspection is required, the architect or engineer of record shall
prepare an inspection program which shall be submitted to the building official
for approval prior to issuance of the building permit. Please review Section
106.3.5. Please complete the attached form. The form was not included?
13. Exit doors from Group A occupancies shall not be provided with a latch or lock
unless it is panic hardware. Section 1007. Please show all door in the exit
path to comply. Please indicate all doors in the path of egress.
14. Show rated corridors, lobbies, reception or foyers cross-hatched on the floor
plans. Please revise the plans to show the windows in the new corridor to
comply with section 1004.3.4.3.2.2 and be 45 minutes rated glazing and
assemblies. Please revise the door schedule to show the doors to the new
corridor to comply with section 1004.3.4.3.2.1 and be 20 minute rated self

closing, equipped with smoke and draft seats. Please revise the
mechanical plans to show the location of the required smoke and fire
dampers. Please complete the door schedule.
15. Please clarify the plans are the guardrails shown in the patio elevations on sheet
A1.2 new or were they part of the shell building? If new please provide complete
plans and calculations for their installation. Please provide complete plans and
calculations for the guardrail and the new floor system shown in the details
on sheet A1.2. Please revise the request for deferral to include the raised
floor system.
16. Please provide plans and calculations signed by the California State licensed
engineer or architect for the structural support of the 550# and 600# rooftop air
handler units. Include all calculations and finding on the plans. Please include
the California license number, seal, date of license expiration and date plans are
signed. Business and Professions Code. Please provide a copy of the original
building structural sheets and calculations showing the locations of the
new HVAC equipment to be adequate to support the new loads.

which in turn provides direct access to an exit or to a corridor that
provides direct access to an exit. All other required access to exits shall be
directly from the spaces under consideration to an exit or to a corridor that
provides direct access to an exit. Please revise the plans to show the direct
exit from the patio.
13. Exit doors from Group A occupancies shall not be provided with a latch or lock
unless it is panic hardware. Section 1007. Please show all door in the exit
path to comply.
14. Show rated corridors, lobbies, reception or foyers cross-hatched on the floor
plans. Please revise the plans to show the windows in the new corridor to
comply with section 1004.3.4.3.2.2 and be 45 minutes rated glazing and
assemblies. Please revise the door schedule to show the doors to the new
corridor to comply with section 1004.3.4.3.2.1 and be 20 minute rated self
closing, equipped with smoke and draft seals. Please revise the
mechanical plans to show the location of the required smoke and fire
dampers.
15. Please clarify the plans are the guardrails shown in the patio elevations on sheet
A1.2 new or were they part of the shell building? If new please provide complete
plans and calculations for their installation. Please provide complete plans and

1003.2.8.2:
a) Exit signs shall be located as necessary to clearly indicate the direction of
egress travel. No point shall be more than 100 feet from the nearest

an occupant load of 50 or more. Section 1003.3.1.5.

assemblies. Provide typical details on the plans showing how the fire-resistive
integrity will be maintained at the following conditions {Include the manufacturers'
names and ICBO numbers (or equal) for any sealant):
THROUGH-PENETRATIONS (through the entire assembly):
Fire-resistive walls shall have penetrations protected with through-penetration
fire stops having an F-rating, T-rating or complying with UBC Standard 7-1,
depending on their locations, sizes and combustibility.
Fire resistive floor/ceiling assemblies shall have penetrations protected with
through-penetration fire stops having and F-rating, T-rating or complying with
UBC Standard 7-1, depending on their sizes, combustibility and whether the
penetrations are in walls above.
MEMBRANE-PENETRATIONS (through only one side of an assembly):
Fire-resistive walls shall have penetrations protected with membrane-penetration
fire stops having an F-rating or complying with UBC Standard 7-1, depending on
their size and combustibility. Limited steel electrical outlet boxes (not exceeding
16 sq. in., nor more than 100 sq. in. for any 100 sq. ft. of wall) require no
protection.
Fire-resistive floors or ceilings having penetrations shall comply with Section 710.
NOTE: The plans should indicate the various fire-stop ratings required for all
penetrations.
17. Please clarify the plans are the guardrails shown in the patio elevations on sheet
A1.2 new or were they part of the shell building? If new please provide complete
plans and calculations for their installation.
18. Please provide plans and calculations signed by the California State licensed
engineer or architect for the structural support of the 550# and 600# rooftop air
handler units. Include all calculations and finding on the plans. Please include
the California license number, seal, date of license expiration and date plans are
signed. Business and Professions Code.
19. Please indicate the location of the ladder access to roof mounted HVAC
equipment.
20. Please imprint on the plans the City of Carlsbad Policies and Procedures for
Roof Mounted Equipment to the plans.
21. Indicate the location on the plans of the approved fixture to receive the main

23. Provide the method of compliance as required by the energy building
regulations (Title 24) for this tenant improvement:
• Provide documentation of the original energy design with modifications
(additions or alternations) as applicable for this tenant improvement. (If
energy design was part of the "shell" permit) or
• Provide a complete energy design as required for a new building.
24. Please note on the plans "AC Cable is not allowed in A, B, E, H, and I
occupancies. NM cable is restricted (without City approval) to one and two

26. Please revise the plans to show a disabled accessible transaction counter located
at a section of counter that is at least 36" long and no more than 28" to 34" high.

27. Show that grab bars comply with the following, per Section 1115B.8:
a) They shall be securely attached 33" above the floor, and parallel.
NOTE: Where a tank-type toilet is used which obstructs placement of the rear grab

28. Note that the doorways leading to sanitary facilities shall be identified, per Section
1115B.5, as follows:
a) An equilateral triangle %" thick with edges 12" long and a vortex pointing

1117B.5.7.

29. If showers are proposed, show or note compliance with the following requirements,
per Section 1115B.6.2:
a) Compartments are either:
i) 42" in width between wall surfaces, and 48" minimum in depth
(having an entrance opening > 42"), or,
ii) >60" in width between wall surfaces, and 30" minimum in depth
(having a full opening width on the long side). As an alternate,
showers 60" minimum in width may be 36" minimum in depth as long
as the entrance opening width is a minimum of 36 inches.
b) Grab bars comply with Section 1115B.8 located:
i) On walls adjacent to and opposite the seat,
ii) Mounted >33" but =36" above the shower floor.
c) If a threshold or recessed drop is used, it shall be:
i) <&" in height.
ii) Be beveled or sloped ^5° from the horizontal.
d) Indicate a folding seat, located on the wall adjacent to the controls, 18"
above the floor.
e) The soapdish shall be located on the control wall ^0" above the shower
floor.
f) If a separate shower compartment is not provided, the shower is be:
i) Located in a comer, with L-shaped grab bars extending along two
adjacent walls.
ii) A folding seat adjacent to the shower controls is to be provided.
g) A flexible hand-held shower unit is required with:
i) A hose >60" long.
ii) Head mounted 48" above finished floor.
NOTE: Two wall-mounted heads may be installed in lieu of the hand-held
unit in areas subject to excessive vandalism.

INTENT:
PROVIDE INSTALLATION STANDARDS FOR ALL ROOF MOUNTED EQUIPMENT AND
PENETRATIONS ON COMMERCIAL AND INDUSTRIAL BUILDINGS.
A. Maintain roof integrity.
B. Prevent hazardous condition to firemen who must fight fire on the roof.
C. Provide an installation that is aesthetically sensitive to the building and the
adjoining properties.
POLICY: 1. All equipment shall be concealed from view and the design* shall meet the
approval of the Planning Department.
2. All equipment shall be' specifically designed and approved for exterior use and
shall be approved by the City of Carlsbad Building Department.
3. All roof mounted equipment shall be on a platform which shall be an integral
part of the roof-flashed and waterproofed. When a screen is approved, it shall
have as few roof connections as possible and be structurally adequate.
4. All electrical, plumbing, mechanical duct work and related piping shall be inside
the building and not on the roof. All connections related to equipment shall be
made in the same roof opening on the platform or have the prior approval from
the building official.
5. Sewer vents shall be brought to one main vent below the roof and have one
penetration where restrooms or other plumbing fixtures are back to back or in
the general proximity.
Air exhaust fans and other equipment shall be within the building and use the
same roof opening where restrooms and other equipment are back to back or in
general proximity.
6. Existing buildings and equipment, remodel or replacement, shall meet the above
regulations or shall have the prior approval from the building official.
7. Where new equipment is installed, unused or abandoned equipment, including
all roof mounted piping, electrical, mechanical, duct, and other related
appurtenances shall be removed from roof and unused openings properly sealed
to maintain roof integrity.
*The architect should, through design, conceal the heating/AC unit and other equipment whether
they are on the roof or elsewhere.
