As I indicated in our conversation of 8-31- 99, I am not inclined to approve egress control systems that do not explicitly comply with all the provisions of the 1997 UBC Section 1003.3.1.10. This is the current California Building Code; the Code applicable to projects constructed at this time in California. The doors in the rooms mentioned in the FAX from yesterday are exit doors by definition. These doors may be fitted with egress control of the time delay type as long as all the Code criteria are met. The time delay allows room occupant to egress the room in a fail safe mode using the door hardware itself with up to 15 seconds of time delay. No special knowledge or effort is required in systems of this type as the UBC Section 1003.3.1.8 requires of locks and latches. There are many other prescriptive requirements for the egress control devices, and the building must be equipped with a smoke detection system. At this time the City is not approving egress control systems that do not explicitly comply with this Uniform Building Code Section. The IBC may eventually be adopted by California as allowing systems such as is proposed. But there are many hurdles to clear before that happens. The challenges to the Final Draft language (please see page E-20 of the ICC Final Action Agenda) will be heard in St. Louis later this month. Then the State of California will have to adopt this same language when and if the 2000 IBC becomes the California Building Code. Allowing such systems at this point would be presumptive. In general, the City Fire Marshal and Building Official agree that egress control should follow the explicit language contained in the California Building Code. As we discussed, we would like to hold a meeting with you to discuss the ~it door arrangements for these rooms to explain the design basis, and obtain your acceptance of the approach proposed. You indicated that one or more installations of magnetically held doors have occurred in Carlsbad, without permit or approval. In at least one of these installations~ the arrangement was unsatisfactory, and caused an individual who had used a Knox box key to obtain entry to become Jocked inside a room by a magnetically held door. This is unfortunate, but there are, unfortunately. many examples of projects which have been done by individuals and companies which require permitting and a,pproval, and which have not been installed _per codes and regulations. Our client, Able Engineering, acting on behalf of the tenant~ Lucent Technologies, is following protocol, and wants to obtain a proper permit to occupy the facility. The building is fully sprinklered and is provided with an automatic fire alarm· system. The issue concerns the proposed installation of magnetic door locks on the offices identified above and on the attached second floor plan. The offices are occupied by two people or less. The keypad is used to open the door. Safeguards also include the following design features; I. If the door is closed while somoone is in the room. a motion sensor will unlock the door as it is approa(;hed from the insid~, or upon loss of power to the sensor. with no time delay. 2. Loss of power to that part of the access control which locks the doors shall automatically unlock the door with no time delay. 3. Each door shall be arranged to unlock from a manual unlocking device, a touch sensing pad, located 40 to 48 inches vertically above the floor and within 5 feet of the secured door. Ready access is provided to the manual unlocking device and the devices are clearly identified by a sign. When operated, the manual unlocking device causes direct interruption of power to the lock -independent of the access control system electronics - and the door will remain unlocked for at least thirty seconds. 4. Activation of the building fire alarm system will automatically unlock the doors, and the doors will remain unlocked until the fire alarm system has been reset. 5. Activation of the building automatic s_prinkler or fire detection system will automatically unlock the doors. and the doors will remain unlocked until the fire protective signaling system has been reset. 6. The entrance door will. not be secured from the egress side during periods. that the building is open to the general public. During our discussion, you indicated concern that this arrangement may be considered to be a timed-delay egress, subject to the requirements of the California State Building Code (CBC) paragraph 1003.3.1.10. In particular, this set of provisions requires that one condition be operation of the door using the door release mechanism or push bal'. We suggest that since this is not a timed delay arrangement. that a more applicable set of requirements under the heading "Access-Controlled 'Egress Doors'' is found in the BOCA Code., section l 0 17.4. 5 { attached), These requirements are also found in the Final Draft of the International Building Code, section 1003.3.1 .3.4 (attached). which will replace the UBC in the year 2000. No objections or comments were made concerning these provisions so it is expected that they will appear as shown in the IBC final draft. A similar set of requirements is found in the NFPA Life Safety Code, NFPA 101, Section 5-2.l.6.2 (attach.ed). The point of including the BOCA, IBC and NFPA 101 requirements for Access-Controlled Egres$ Doors is to demonstrate that codification of the use of magnetic door locks as proposed for this .facility has and is occurring, even while not specifically addressed by the UBC. Carlsbad. In addition, ICBO was a major participant in the development of the final draft of the IBC. Since they did not offer any comments or objections to the proposed IBC provisions for ''Access-Controlled Egress Doors" we can assume that the released code will include thls wording. GBA was the sponsor for the wording included in all three codes, and was intimately involved in the code revision process that introduced and adopted the wording into the BOCA. IBC and NFP A l O l Codes. This facility is exactly the type of installation which was intended to be covered by the wording adopted. We would appreciate your concurrence. and would be willing to travel to Carlsbad on Thursday for an afternoon meeting _to discuss the technical aspects of the design, and to answer any of your concerns.
