The Hilti Kwik Bolt fasteners specified for the intermediate anchor bolts at the shear panels
attached to the masonry stem wall are approved only for concrete per the findings of the
ICBO report listing requirements. Please specify an approved masonry anchoring system
i.e. an epoxy anchoring system. Provide the ICBO listing approval number and complete
the accompanying Special Inspection Program if required by the listing findings. Have the
Engineer stamp seal and sign where indicated on the Special Inspection Program
document. Please-note the ICBO listing number on the plans and that special inspection is
required for the anchors.

We are requesting that the requirement for a soils report be waived on the above property
for the following reasons the proposed addition is being built over an existing structure
and all indications are the pad is cut as opposed to fill. The existing footings support a legal deck over garage. We propose to enclosed same area with design based on
minimum of 1000PSI per 1994 UBC.

The above regulations apply to residential construction, regardless of the code editions
adopted by ordinance.

Per the City of Carlsbad policy all new residential buildings, including additions,
require a soils report. Please submit two copies. Exception: If a room addition is
limited to one story and 1000 sq. ft. in area, then a soils report is not required. The
proposed 2nd story addition may require a soils report depending on existing
condition. Please provide evidence from the Building Department that the soils
report will be waived for this project or provide the soils report as stated
above.
Please show that the openings between railings at the deck guardrail shall be less
than 4".
Please show the deck covering material and the following:

Show roof drains and overflows. Sections 1506.2 and 1506.3.
Please show on the plans per the City of Carlsbad request that overflow roof
drains shall terminate in an area where they will be readily visible and will not
cause damage to the building. If the roof drain terminates through a wall, the
overflow drain shall terminate 12" minimum above the roof drain. Policy 84-
35.
Please provide design and calculations from a licensed engineer or architect for the
design of the 2x6 cantilever deck joists. Please detail the fastening to the floor
joists. Please also include in the calculations the size of the existing garage door
header or a revised sized header to support the increased loads above.
Show attic ventilation. Minimum vent area is 1/150 of attic area (or 1/300 of attic
area if at least 50% of the required vent is at least 3 feet above eave vents or
cornice vents). Show area required and area provided. Section 15053.
Please show the thickness and index rating of the floor sheathing and the nailing
schedule.
Please revise the header size over the sliding glass door that receives the post load
from the ridge beam above to a minimum 4x12. Please show bearing for the header
support to the foundation below and also at the other end of the ridge beam.
Please show a diagonal brace from the top plates to the rafters minimum every 4'-0"
at the exterior wall where the pony wall is stacked on the 8'-0" wall. Please show
solid sheathing applied to the pony wall.
Please show a new switch to .control a light or receptacle in the existing mstr.

MINIMUM CONSTRUCTION SPECIFICATIONS
These are minimum specifications established by the Uniform Building Code. These specifications apply in the absence of more restrictive specifications in the approved
plans. Code sections listed refer to the 1994 edition of the UBC
1. FOUNDATION AND UNDERFLOOR
I. Concrete. Strength. Concrete .for footings must. have
minimum compressive strength of 2500 psi at 28 days and
composed of: 1 part cement, 2 112 parts sand, 3 1/2 parts of
3/4" maximum size rock with not more than 7 gallons of
water per sack of cement.
Wood and Earth Separation. Foundations supporting-
wood must extend at least 6" above the adjacent finish
grade. [UBC Section 1806.1] Provide 18" clearance under
wood joists and 12" clearance under wood girders which are
not pressure treated. [UBC Section 2317.3]
Concrete Slabs. Slabs on grade must be at least 3 1/2"
thick. [UBC Section.1924]
Treated Wood. All foundation plates or sills and sleepers
on concrete or masonry which is in direct contact with earth
must be pressure-treated wood or foundation grade
redwood. Wood joists closer than 18", or wood girders or
supports closer than 12" to the ground, must be pressure
treated. [UBC Section 2317.4]
Anchor Bolts and Footing Sills. All sills must have full
bearing on the footing wall or slab and must be bolted to the
foundation with 1/2" nominal diameter steel bolts embedded
at least 7" into the concrete or reinforced masonry or 15"
into unreinforced grouted masonry. Bolts must be spaced.
not to exceed 6 on center. There must be 2 bolts per piece
with bolts not over 12" from cut end of sills. (UBC Section
1806.6]
Underfloor Vents. Underfloor areas must be ventilated by
openings in foundation walls.. Wall openings must have ,a
net area of not less than 1 sq. ft. for each 150 sq. ft. of
underfloor area. Openings must be arranged to provide
cross ventilation and must be covered with corrosion-
resistant wire mesh with openings of 1/4-inch in dimension.
[UBC Section 2317.7].
Underfloor Access. Underfloor areas must be provided
with an unobstructed crawl hole not less than 18" x 24".
Openings must be effectively screened or covered. [UBC
Section 2317.3].
H. WOOD FRAMING
Lumber. All joist, rafters, beams, and posts 2" to 4" thick
must be No.2 Grade Douglas Fir-Larch or better. All posts
and beams 5" and thicker must be No. I Grade Douglas Fir-
Larch or betters (See item 13 in this section for lumber
grading requirements for studs.)
Wall bracing. Every exterior wood stud wall and main
cross partitions must be braced at each end and at least at
every 25 feet of length with Ix 4 diagonal let-in braces o
equivalent. [UBC Section 2326.11.3, 2326.11.4, Table 23-
I-W].
Lateral Support. Floor joists and rafters more than 10" ir
depth and spanning more than 8 feet must be supporter
laterally by bridging or solid blocking,af intervals no
exceeding 8 feet. UBC Section 2306.7].
Blocking. Provide blocking at ends and at supports of floo
joists, and for rafters at exterior walls. [UBC Sectior
2326.8.6].
Roof Blocking. Provide 2" full depth solid blocking a
ridge line and at exterior walls on trussed roofs. [UBC
Section 2326.12.8].
Double Joists. Floor joists must be double under bearin
partitions running parallel with the joists. [UBC Sectio
2326.8.5].
Ratter Purliri Braces. Purlin braces shall be not less tha.
45 degrees to the horizontal. [UBC Section 2326.12.7].
S. Rafter Ties. Rafter ties must be spaced not more than ,
feet on center where rafters and ceiling joists are nc
parallel. [UBC Section 2326.12.6).
Clearance. Provide 1/2" minimum clearances between to:
plate of interior non-bearing partitions and bottom chord c
trusses.
Top Plate. Provide double top plate with minimum 48" la
splice. [UBC Section 2326.11.2].
-Nailing. Nailing-shall be in-compliance with UBC Tab!
23-I-Q. A copy of this table is reproduced on page 4.
Fire Blocks. Fire blocks must be provided for walls
ceilings, floor levels and concealed spaces at 10' 0.
horizontally. [UBC Section 708.2.1].
Studs. In one and two story buildings, studs for exteri'
walls and interior bearing walls must be not less than 2"x
at 16" o.c. Studs for interior non-bearing partitions may I
2"x3" at 16" o.c. Studs 2" -to 4" thick, 2" to 4" wide arid n
more than 8 feet long must be "stud grade" Douglas
Larch or better when supporting not more than one fib
and a roof. Studs for beaaring walls must not exceed 8 fe

Laminated Wood. An AITC Certificate of COflf0111u1

III. GENERAL MATERIAL SPECIFICATIONS.
Mortar Mix. Mortar to be used for construction of
masonry walls, foundation walls and retaining walls must be
1800 psi minimum and may consist of: I part Portland
cement, 3 1/2 parts sand, and 1/4 part hydrated lime or lime
putty. Plasticcement may be used with I part* plastic
cement to 2 1/4 to 3 parts sand. [UBC Table 21-A, UBC
Standard 2 1 -15 ]
Grout Mix. The mix for the grout may be: I part Portland
cement, .3 parts sand, 1/10 part hydrated lime or lime putty,
I to 2 parts pea gravel (3/8" maximum). .Water added to
pouring consistency without segregation of grout
constituents. [UBC Table 21-B] The use of plastic cement
is not allowed for grout. [UBC Section 2103.5]
Masonry. The masonry units must comply with ASTM
Spec. C90-75, Grade N for hollow unit concrete blocks.
[UBC Standard 21-4)
Structural Steel. Steel used as structural shapes such as
wide flange sections, channels, plates and angles must
comply with ASTM Spec. A-36. Pipe columns must
comply with ASTM Spec. A-53. [UBC Standard 22-1].
IV. ROOFING AND WEATHERPROOFING.
I. Wood Siding. All wood siding must be placed over an
approved, weather-resistive barrier. [UBC Section 1402.1]
Flashing Around Openings. Every opening in any exterior
wall must be flashed with sheet metal or waterproof
building paper. UBC Section 1402.2. Building Newsletter
17-2]
Roof Covering. Mineral-surfaced, built-up roofing must
not be installed on roof having a pitch greater than 3 inches
to 12 inches. The following are minimum pitches:
composition shingles: minimum 2 inches to 12 inches;
wood shingles: minimum 3inches to 12 inches; wood
shakes: minimum 4 inches to 12 inches; roofing tile:
minimum 2'h inches to 12 inches; clay or concrete roofing
tile: minimum 4 inches to 12 inches. Wood shingles ar
wood shakes must be pressure-impregnated with chemica
to obtain a Class C rating. [UBC Section 1504 and Tabi
15-B-I, 15-B-2, and 15-D-1]
Weep Screed. A weep screed must be provided at ti
foundation plate line for all weather-exposed exterior sn
walls finished on the exterior with stucco. [UBC Secti
'2506.5]
Basement Walls. Basement foundation walls below gra
must be damp-proofed on the outside. [UBC Secti
1402.4]
V. GENERAL
Attic Access. Attic areas over 30" high must be accessil
by an opening not less than 22" x 30'. With a furnace in t
attic, the opening must not be less than 30" x 30". [UI
Section 1505, 1, UMC Section 319.3]
Shower Enclosures. Shower walls must be finished t
height of 70" above the drain inlet with a smooth, hard, n
absorbent surface. [UBC Section 807.1.3]
Electric Meter Enclosure. Contact San Diego Gas
Electric Company, Customer Extension Plann
Department, for meter location. All wiring must corn
with the 1993 National Electrical Code.
Smoke Detectors. In new constmction, smoke detect
must receive their primary power from the building wit
when such wiring is served from a commercial sou

regulated by UBC Section 310.9. In dwelling unit
detector shall be installed in each sleeping room
centrally located in the corridor or area giving acces

basement. Where the ceiling height of a room open tc
hallway serving the bedrooms exceeds that of the hall
by 24" or more, smoke detectors shall be installed ir
hallway and the adj'ac'ent room. Detectors shall soun

IMPROVEMENT REQUIREMENTS
All needed public improvements upon and adjacent to the building site must be
constructed at time of building construction whenever the value of the
construction exceeds $_, pursuant to Carlsbad Municipal Code
Section 18.40.040.

Attached please find an application form and submittal checklist for the public
improvement requirements. A registered Civil Engineer must prepare the
appropriate improvement plans and submit them together with the requirements
on the attached checklist to the Engineering Department through a separate plan
check process. The completed application form and the requirements on the
checklist must be submitted in person. Applications by mail or fax are not
accepted. Improvement plans must be approved, appropriate securities posted
and fees paid prior to issuance of building permit.

Southland Geotechriical Consultants has performed a limited soils evaluation for a
proposed second-story addition to a garage at the single-family residential property
at 2102 Janis Way in Carlsbad. This report presents a summary of our limited soils
.evaluation and our conclusions and recommendations relative to the proposed
development. . .

The scope of our limited soils evaluation included the following:
- Review of geotechnical maps and literature pertaining to the site and vicinity.
A list of the documents reviewed is presented in Appendix A.
Field reconnaissance- to observe the existing surficial soil conditions at the site
and in the general site vicinity.
Investigation -o"he near-surface soil conditions at the site by man'u'ally
excavating three exploratory pits. The pits were logged and sampled by a
geologist from our firm.

Laboratory expansion index testing of a representative sample of the onsite
soils.

The subject property is located at. 2102 Janis Way in Carlsbad, California (see
Figure 1). The single-family residential property is located on the northerly side of
Janis Way and is bounded by residential properties to the north, east and west.. The
proposed addition is planned above an existing garage at the property. The garage
appears to occupy a relatively level, "cut" pad.

The proposed secondory addition will be built above the garage and will us the
existing"garage foundations for support. We understand that the adequacy of the
existing foundations to support the additional loading was evaluated by the structural
engineer for the project. We also understand that no new footings are proposed for
support of the addition.
Subsurface lnvestigationand Laboratory Jesting
On Stember 24, 1998, three exploratory pits were manually excavated at the site.
The exploratory pits were excavated to a maximum depth of 22 inches below the
existing ground surface. The exploratory pits were logged by a geologist from our
firm. -Samples ofthè soils encountered during the subsurface investigation were
. obtained, for laboratory testing. The approximate locations of the exploratory pits are
indicated on the Site Plan (Figure 2). Logt of the exploratory pits are presented on
Figure 3. Subsequent to logging and sampling, the pits were backfilled.
'Laboratory expansion index testing of a representative sample of the onsite soils
(Sample 1 from Pit 1) was performed in general accordance with UBC Standard
No. 29-2. The results of the test yielded an expansion index of "0" and an expansion
potential of 'very low".

TosVail - Topsoil, developed on and gradational with the underlying fort-national
sandstone, was encountered in exploratory pit 1. The topsoil generally
consisted of Jight brown to red-brown, dense, silty fine to coarse sand with
gravel.
Lindavi1a Formatioti - The Lindavista Formation is the bedrock unit that appears

to ..underli. .e_project area. The Lindavista Formation encountered on site
generally consisted of red-brown, very dense silty fine to medium sandstone and
was locally cemented. The LiñdaVista Formation is considered suVitablefr, the
support of structural loads.
._- Based on the results of our limited soils evaluation, it is our opinion that construction
the proposed dditiV is feasible from a geotechnic& standpoint.. The following
sections provide the requested geotechnical recommendations that should be
considered for design and construction of the proposed project.
Expansion Potential
Laboratory expansion index testing of a representative sample of the onsite soils
yielded an expansion index of "0" and an expansion potential of "very low". The soils.
at the site are not considered expansive and special foundation recommendations for
mitigation of the effects of expansive soils are not needed.

We understand that the proposed addition will be supported by the existing garage
foundations and no new foundations are proposed. Based on our limited soils
Vevaluation and previous experience, it is our opinion that a soil-bearing value of
1,500 pounds per square foot may be assumed for footings that extend a minimum
.01 12 inches beloW the, lowest adjacent grade. This value maybe increased by one-
third for loads of short duration, such as wind or seismic forces.

Comments: In conducting a site inspection pursuant to your request to waive the
required soils report on the above project, a couple of serious inconsistencies with
the proposed plans and existing construction were observed. It appears the existing
foundation system is a masonry stem at least 48" tall above the footings, and the
proposed plans do not reflect that condition.
It does not appear that the consulting structural engineer has reviewed this stem
foundation system to ascertain whether the as-built foundation and its reinforcement
can sustain additional loading. And a lateral analysis of the existing foundation
system should be done to ensure the existing first floor shear resisting system can
sustain additional loading. Additionally, the west elevation does not accurately
depict the existing condition of the first floor wall adjacent to the garage door.
Please provide accurate depiction's of all existing conditions on the structure in
order for a plan review to incorporate all conditions. No waiver of the soils report
requirement can be granted on this project. S
