('A 92128 (619) .00-1404 December 14, 1983 TO: Marty Orenyak, Building Official FROM: Dick Esgate I SUBJECT: Graham International Per your request I reviewed the intent of U.M.C., Section 1005 with Gordon Clyde of I.C.B.O. I described the situation in the Graham International, where wall insulation is exposed in the air return plenum. Mr. Clyde advised that the letter of the code would require a complying membrane over the insulation. However, he did not feel it was necessary from a practical point of view. 'He said the requirement really was intended to apply to ducts where the high air velocity would cause erosion of the material. He did not feel it would be a problem in a large return air plenum, where the air velocities are slow. Mr. Clyde's comments were consistant with those of Dean Ingleman, Manager of Engineering and Technical Services for Manville Building Materials Corporation, the insulation supplier. See the enclosed letter. My recommendation is that findings be made under Section - - 106, tha the plenum as constructed meets the intent - of Section 1005, due to the large volume and slow air velocities and due- to the practical difficulties involved at this time to meet the letter of the Code. I feel this should be a one time solution to this problem a:i not a now pOlicy. Mr. Pluclo was absolutely correct 1:1 icnt.i fyi ny this cod duliciency. I feel that as December 14, 1983 Page plan checkers and as building, inspectors, we should continue to enforce the Code/as written. I also feel that when there is a practical difficulty involved, the Building Official must also look at the intent of the Code as provided for in Sections 105 and 106. I feel this is one of those situations. It still conforms I also reviewed the revised Title 24, Form 3 (see enclosed), to verify that the wall assembly without the drywall, is still in compliance with Title 24.
