Domestic (potable) Use Ensure that the meter proposed by the owner/developer is not oversized. Oversized meters are inaccurate during low-flow conditions. If it is oversized, for the life of the meter, the City will not accurately bill the owner for the water used. All single family dwelling units receive "standard" 1" service with 5/8" meter. All residential units that need to be fire sprinkled receive a 1" meter. See Carlsbad Municipal Code Section 17.04.230 for Automatic fire extinguishing systems criteria. If owner/developer proposes a size other than the "standard", then owner/developer must provide potable water demand calculations, which include total fixture counts and maximum water demand in gallons per minute (gpm). Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. Maximum service and meter size is a 2" service with a 2" meter. NOTE: Upon declaration of Drought Response Level 3 condition, no new potable water service shall be provided and no new temporary meters or permanent meters shall be provided. As long as the project is located within the City recycled water service boundary, the City is in the process of switching these irrigation services/meters to a new recycled water line 12c. Irrigation Use (where recycled water is available) Recycled water meters are sized the same as the irrigation meter above. If a project fronts a street with recycled water, then they should be connecting to this line to irrigate slopes within the development. For subdivisions, this should have been identified, and implemented on the improvement plans. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund. However, the City of Carlsbad cannot guarantee the refund. The applicant must deal with the SOC WA for this. 13. GEl Response: As stated in our "Report of Limited Geotechnical Investigation" dated November 7, 2003, the existing retaining wall is founded on good bearing, dense forma'lonal sandstone materials. Three layers of geogrid were placed behind the retaining wall during the backfilling. The geogrid reinforcement placed between the compacted backfill layers provide sufficient support for the existing soil and geometric wall conditions. The previous slope was approximately 8 feet high and sloped down to the south from the building pad at a gradient of approximately 2.0:1.0 (horizontal to vertical). In addition, compacted backfill soils (nonexpansive sandy soils) exist behind this zone. In our opinion, the existing keystone wall, gravel backfill, and sandy backfill material are considered stable and comply with the minimum backfill requirements.
