STOP WORK - ORDER TO REMOVE
A written correction Notice was posted on the above residence on April 23,1998. That
Notice directed work to stop on the master bedroom shower stall because the materials
used to waterproof the shower stall were not installed correctly. A copy of that Notice is
enclosed for your reference. It was observed today that the finish materials for the
entire shower stall have been installed without the required corrective measures
clearing inspection by the City Building Department.
You are directed to remove all of the finish materials in the master bedroom shower
stall, test the shower pan system, assure that Type W-R joint compound was used on
the greenboard wall system, and re-call for a City inspection approval before
proceeding further with this part of the project.

Re: Ideal project Violation
Tile man was tearing out previous vinyl pan liner and installing another one. I took
the old pan liner after observing the installation method. The tile man stated he is an
hourly employee of Ideal Construction. I took the liner to ideal's ofice on Madison
Street to show Mike Shae and his foremen what had been done there. His foreman
said as soon as he got my Notice on 4-7-98, he gave his hourly tile man instruction
to reinstall a new pan. I told him that the fact that I had to find this violation; and his
plumber actually lied to me about how the liner was installed. The plumber told me
on 4-7-98 that the pan liner was lapped with an 8" lap and locked per mfg.'s
requirements." Shae and his foreman apologized and said they would look at the
situation.

It has come to my attention that one of my employees callad you to discuss senior
inspector Pat Kelly. I hope the wrong message'was not sent. My employee was particked
over the inspection that we were trying to get at 2125 Basswood because the job is behind
schedule. 1. met personally with Mr. Kelly as well as speaking to him on the phone. We
discussed his concerns regarding the inspection process. As I am sure you already know, Mr. Kelly does a fine job. We at Ideal will strive in the future to have our jobs completed
and ready for inspection on first call. We have recognized a need for some reorganization
within our company. We hope we did not send the wrong message by our Call to you.

Re: Progress and Field Discussion
I met Ray Holcomb of Ideal Construction on site to review framing corrections. I
reviewed all previously noted corrections. He said egress window is to be installed
"this week". They had an installation guide for the furnace that was not the exact
one required. The installation book indicated that the first 3 letters of the model
number mean the furnace can be installed horizontally. The furnace appeared to
meet all installation requirements in that booklet. Mike Shea also provided a letter
stating he would have the correct manual by final inspection, and he would take
responsibility for any corrections required. I left a note on the job record card that the
house could be insulated but corrections remain: Install egress window and repair
stud cut for heat duct in former MBR. I told Holcomb about these items also and told
him he could call my boss if he still thought I was being too tough on him.
Mike Shea arrived as I was leaving. He apologized for all the misunderstandings
and wasted time. I told him that this type of inefficiency (30 calls for a frame sign off)
on his superintendent's part was not going to be tolerated any longer. All of Ideal's
jobs are plagued by wasted call-outs for inspections that are not ready. The City will
charge $30 re-inspection fees for each and every call they make like this henceforth.
I told him his jobs are a standing object of ridicule with the inspection staff because
of the company's inefficiency and obvious code violations which are evidently not
discovered by his superintendent. He committed to changing his company's
standing.

ordered another manual and will have it by the final inspection. Ideal has researched this &
will take full responsibility for the unit used at the Collins job site. Also please check the

This plan review is limited to the technical requirements contained in the Uniform Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless of the code editions
adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed UP the recheck process. please note on this list (or a COPY) where each
correction item has been addressed, i.e., plan sheet number, specification section. etc.
Be sure to enclose the marked UP list when you submit the revised plans.

1. Please make all corrections on the original tracings, as requested in the
correction list.
Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
the City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA
92009, (619) 438-1 161. The City will route the plans to EsGil Corporation
and the Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619)
560-1 468. Deliver all remaining sets of plans and calculations/reports directly to
the City of Carlsbad Building Department for routing to their Planning,
Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not
be reviewed by the City Planning, Engineering and Fire Departments until review
by EsGil Corporation is complete.

3. Sleeping rooms shall have a window or exterior door for emergency escape. Sill
height shall not exceed 44" above the floor. Windows must have an openable
area of at least 5.7 square feet with the minimum openable width 20" and the
minimum openable height 24". The emergency door or window shall be
openable from the inside to provide a full, clear opening without the use of
separate tools. Section 31 0.4. Bedrooms 2 & 3.
4. Window area must be at least 1 /I 0 of the floor area and a minimum of 10 square
feet per Section 1203.3. At Bedroom 3, light and vent can not be taken thru
the "Sun Room"
5. Openable window area in habitable rooms must be 1/20 of the floor area and a
minimum of 5 square feet. Bedrooms 2 & 3. Vent. can not be taken thru the
Sun Rooms, Section 1203.3. 1
6. Provide mechanical ventilation capable of providing five air changes per hour in
bathrooms, water closet compartments, laundry rooms and similar rooms if
required openable windows are not provided. Section 1203.3. Master Bath.
7. For new skylights, specify the name of the manufacture, the model
namehumber, and the IC60 or NER approval number.

Guardrails (Section 509.1):
a) Openings between railings shall be less than 4". The triangular openings
formed by the riser, tread and bottom element of a guardrail at a stair
shall be less than 6'. On stair sections on sheet 3, show 4" maximum
between landing and bottom of guard rails, 6" is at stairs only.
Handrails:
a) The handgrip portion of all handrails shall be not less than 1-1/4 inches
nor more than 2 inches in cross-sectional dimension. Handrails projecting
from walls shall have at least 1-1/2 inches between the wall and the
handrail. Section 1006.9.
Handrails should be continuous for the full length of the stairs. Section
1006.9. b)
ROOFING
All structures require a Class B roof covering, except room additions. If a room
addition covers all of the existing building (2nd story addition), then the above
exception doesn't apply.
California law requires that on or after July 1, 1995, every new structure have a
fire retardant roof covering that is at least Class C. When 50% or more of the
roof of an existing structure is reroofed within a one-year period, the structure
shall have a fire retardant roof covering that is at least Class C. AB 3819.
Show attic ventilation. Minimum vent area is 11150 of attic area (or 1/300 of attic
area if at least 50% of the required vent is at least 3 feet above eave vents or
cornice vents). Show area required and area provided. Section 1505.3.
Note on the plans:
corrosion-resistant metal mesh with mesh openings of 1 /4-inch in dimension."

Show that the existing FAU unit is adequate to heat the existing house to 70
degrees with the addition. If a larger unit is required, show that adequate

ELECTRICAL (NATIONAL ELECTRICAL CODE)
Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If service is over 200 amps,
submit single line diagram, panel schedule and load calculations.

16. Show that water heater is adequately braced to resist seismic forces. Provide
two straps (one strap at top 113 of the tank and one strap at bottom 1/3 of the
tank). UPC, Section 510.0

valves must be pressure balanced or thermostatic mixing valves. UPC Section

18. New water closets and associated flushometer valves, if any, shall use no more
than 1.6 gallons per flush and shall meet performance standards established by
the American National Standards Institute Standard AI 12.1 9.2. H & S Code,
Section 17921.3(b).
ENERGY CONSERVATION
19. Specify on the buildina plans all of the mandatory energy conservation
requirements as listed on the enclosure titled, "Mandatory Measures Checklist".
20. Provide a note on the plans stating "All new glazing (fenestrations) will be
installed with a certifying label attached, showing the U-value."
21. Provide fluorescent general lighting (40 lumens per watt minimum) in kitchen(s)
and bathrooms.
CARLSBAD S.F.D. & DUPLEX SUPPLEMENT
22. All new residential buildings, including additions, require a soils report. Please
submit two copies. Exception: If a room addition is limited to one story and
1000 sq. ft. in area, then a soils report is not required. Esgil Corporation will
advise the City to place their soils notice stamp on the plans.
FRAMING
23. Per UBC Section 2343.6, provide the following note on the plans if trusses are
used: "Each truss shall be legibly branded, marked or otherwise have
permanently affixed thereto the following information located within 2 feet of the
center of the span on the face of the bottom chord:

Show location of attic access with a minimum size of 22mDx30', unless the
maximum vertical headroom height in the attic is less than 30. Access must be
provided to each separated attic area, shall be located in a hallway or other
readily accessible location and 30" headroom clearance is required above the
opening. Section 1505.1.
Individual concrete or masonry piers shall project at least 8 inches above
exposed ground unless the columns or posts which they support are of approved
wood of natural resistance to decay or treated wood is used. Section 2317.5.

Provide a copy of the project soil report prepared by a California licensed
architect or civil engineer. The report shall include foundation design
recommendations based on the engineer's findings and shall comply with UBC
Section 1804.
Foundation bolt size and spacing for shear walls must be clearly shown on the
foundation plan. Section 1806.6.

INTRODUCTION
This report presents the results of our preliminary geotechnical
investigation. The purpose of this study is to evaluate the nature
and characteristics of the earth materials underlying the property
and their influence on the proposed additions to the residence.
SITE CONDITIONS
The rectangular lot is located on the south side of Basswood Avenue
between Belle Lane and Donna Drive in Carlsbad, California. The lot
contains a single story residence and garage.
PROPOSED DEVELOPMENT
Plans for the addition residence were prepared by DZN Partners,
Bart Smith, Architect of Encinitas, California. The plans provide
for a second story addition to the residence and alterations to the
first floor.
SITE INVESTIGATION
The investigation consisted of visual observation of the property
including site drainage, topographic conditions, soil conditions
and types, and the potential expansion of on-site soils.

LABORATORY TESTING
Classification
The field classification was verified through laboratory
examination in accordance with the Unified Soil Classification
System. The final classification is shown on the enclosed Logs.
GEOTECHNICAL CONDITIONS
Soil
Native soil consists of brown to gray silty sand of the
formational sandstone deposit typical of the area.
Expansive Soils
All soils encountered in our field investigation have an expansion
potential in the low range.
Liquefaction
The soils on the site are not considered subject to seismically
induced soil liquefaction and soil instability due to such factors
as soil type, density and lack of groundwater.
CONCLUSIONS AND RECOMMENDATIONS
General
The on site soils are suitable for the support of the proposed
addition to the residence provided the recommendations in
this report are implemented during the design and construction
phase.

Foundation
General
Loads from the proposed second story addition should be transferred
to new footings in lieu of utilizing the existing footings.
Footings for the proposed second story addition should be a minimum
of 12 inches wide and founded a minimum of 18 inches below grade.
Footings founded a minimum of 18 inches below grade may be designed
for a bearing value of 2000 psf.
The bearing value indicated above is for the total of dead and
applied live loads. This value may be increased by 33 percent for
short durations of loading, including the effects of wind and
seismic forces.
Resistance to lateral load may be provided by friction acting at
the base of foundations and passive earth pressure. A coefficient
of friction of 0.3 should be used with dead-load forces. A passive
earth pressure of 250 pounds per square foot, per foot of depth of
fill penetrated to a maximum of 2000 pounds should be used in the
design.
Drainaqe
All roof water should be collected and taken to the Street via non-
erodible device. Padwater should be directed away from foundations
and around the residence to a suitable location. Pad water should
not pond. Roof gutters are recommended.

Footinu Inspections
Structural footing excavations should be inspected by this firm
during excavation. Final depth of footings will be determined at
that time.
Plan Review
A copy of the final building plans were reviewed by this office and
found to be in compliance with the provisions of this report.
LIMITATIONS
This report is presented with the provision that it is the
responsibility of the owner or the owner's representative to bring
the information and recommendations given herein to the attention
of the project's architects and/or engineers so that they may be
incorporated into the plans.
If conditions encountered during construction appear to differ from
those described in this report, our office should be notified so
that we may consider whether or not modifications are needed. No
responsibility for construction compliance with design concepts,
specifications or recommendations given in this report is assumed
unless on-site review is performed during the course of
construction.
The conclusions and recommendations of this report apply as of the
current date. In time, however, changes can occur on a property
