This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that construction comply with the 2007 edition of the California Building Code (Title 24), which adopts the following model codes: 2006 IBC, 2006 UPC, 2006 UMC and 2005 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2006 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e.. plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Carlsbad 10-1877 10/19/10 .1. The following note should be given with each correction list: Please make all corrections, as requested in the correction list. Submit four new complete sets of plans for commercial/industrial projects (three sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. All sheets of plans must be signed by the person responsible for their preparation. (California Business and Professions Code). 3. The grade shall fall a minimum of 5% within the first 10 feet (2% for impervious surfaces) for drainage shown on sheet 1. Section 1803.3 4. A foundation/soils investigation is required for all projects in Seismic Design Categories D,. Section 1802.2. Per City of Carlsbad Policy listed below a soils report is required for any addition greater than 500 sq ft. Provide a copy of the project soil report. The report shall include foundation design recommendations based on the engineer's findings 5. Provide a letter from the soils engineer confirming that the foundation plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents (when required by the soil report). 6. The soils engineer recommended that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: a) The building pad was prepared in accordance with the soils report, b) The utility trenches have been properly backfilled and compacted, and c) The foundation excavations, the soils expansive characteristics and bearing capacity conform to the soils report." 7. The truss calculations provided only address the 14 ft span. Please provide complete truss package including hips, jacks and girder /trusses for the 16 ft span. Carlsbad 10-1877 10/19/10 8. New (2008 Energy) Residential ventilation requirements for new or relocated fans: • Kitchens require exhaust fans (either intermittent/100 cfm or continuous/20 cfm), ducted to the exterior. Detail compliance by including a complying exhaust fan or a ducted range hood to the exterior. Note: CFM and noise rating ("Sone") must be specified on the plans. • Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior. Note: CFM and noise rating ("Sone") must be specified on the plans. • Mechanical whole house ventilation must be provided. Include the following information: Fan sizing (cfm), "Sone" specification, and the duct sizing and length. Note: The information must match or exceed the design found on CF-6R-MECH energy forms. • All exhaust fans must be specified at a noise rating of a maximum 1 "Sone" (for the continuous use ) or 3 "Sone" (for the intermittent use ). 10. Plans to reflect how new lighting will be in compliance with the residential energy lighting requirements: a) In the kitchen at least one-half of the wattage rating of the fixtures must be high efficacy with non-high efficacy fixtures switched separately. Note: Approximately % of the fixtures will be required to be of the high efficacy variety. b) In bathrooms all fixtures must be high efficacy style or be controlled by a vacancy sensor. c) All other areas require any installed fixtures to be high efficacy or be controlled by a vacancy sensor or dimmer. (Closets under 70 square feet are exempt). d) Outdoor lighting fixtures that are attached to a building are required to be high efficacy or controlled by a combination photo-control/motion sensor. 11. Show or note that doors may open to the exterior only if the exterior landing is not than more than 0.5 inch lower than the door threshold. CBC Section 1008.1.4 12. Verfiy corrected energy forms are imprinted on the plan and signed by both documentation author and owner/designer. 16. The plans are reflecting separate cooking facilities and as such is consider to be a 2nd dwelling/duplex per the CBC. 17. Per the NEC a minimum 100 amp panel must be provided to all dwellings. Sub panel ok as long as tenant has direct access and not placed in bathroom, clothes closet etc. 18. Walls assemblies separating units in a duplex shall be of one-hour fire resistive construction. Provide details of the assemblies. Section 419.2. Such wall assemblies shall extend to the underside of the roof sheathing, where applicable. Detail and reference the required 1 hour separation at the kitchen /existing bedroom common wall extending from foundation to roof sheathing. In addition see item below concerning Sound Transmission between units, 19. Walls separating units in a duplex shall have a sound transmission class (STC) of not less than 50. CBC Section 1207.3. Plans to clearly show the location of and provide details of the listed wall assemblies, and indicate the listing agency and listing number for the tested ratings. 20. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor- ceilings and roof-ceilings shall be protected as required in IBC Section 712." 21. For duplexes only: The Title Sheet or Site Plan should clearly indicate if any portion of the project is in a noise critical area (CNEL contours of 60 dB) as shown on the City or County's General Plan. If no portion of the project is within a noise critical area, provide a note on the Title Sheet stating: "This project is not within a noise critical area (CNEL contour of 60 dB) as shown on the General Plan". CBC Section 1207.11.3. 22. For duplexes only: If the project is located in noise critical areas (CNEL contours of 60 dB) as shown on the City or County's General Plan, then an acoustical analysis showing that the proposed building has been designed to limit noise in habitable rooms to CNEL of forty-five dB is required. Where windows must be closed to comply, it is necessary to provide mechanical ventilation capable of providing at least two air changes per hour. Provide design. CBC Section 1207.11.3. 23. Show the required attic ventilation on the plans. Show "area required" and "area provided." The net free ventilating area shall not be less that 1/150th of the area of the space ventilated. Further, 50% of the opening area must be provided with ventilators in the upper portion (at least 3' above eave or cornice) with the balance of ventilators provided by eave or cornice vents.
