Q Required fees are attached Q No fees required WATER METER REVIEW D D D 12a- Domestic (potable) Use Ensure that the meter proposed by the owner/developer is not oversized. Oversized meters are inaccurate during low-flow conditions. If it is oversized, for the life of the meter, the City will not accurately bill the owner for the water used. • All single family dwelling units received "standard" 1" service with 5/8" service. H:\WORD\DOCSVCHKLST\Buikling Plancheck Cklst Form (Generic).doc BUILDING PLANCHECK CHECKLIST 1ST 5ND jRD n n n • If owner/developer proposes a size other than the "standard", then owner/developer must provide potable water demand calculations, which include total fixture counts and maximum water demand in gallons per minute (gpm). A typical fixture count and water demand worksheet is attached. Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. • Maximum service and meter size is a 2" service with a 2" meter. • If a developer is proposing a meter greater than 2", suggest the installation of multiple 2" services as needed to provide the anticipated demand, (manifolds are considered on case by case basis to limit multiple trenching into the street). 12b. Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval. The developer must provide these calculations. Please follow these guidelines: 1. If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W". The irrigation service should look like: STA 1+00 Install 2" service and 2. 3. 1.5: meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. In general the calculations will include: • Hydraulic grade line • Elevation at point of connection (POC) • Pressure at POC in pounds per square inch (PSI) • Worse case zone (largest, farthest away from valve • Total Sprinkler heads listed (with gpm use per head) • Include a 10% residual pressure at point of connection In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA). As long as the project is located within the City recycled water H:\WORD\DOCS\CHKLST\Building Plancheck Cklsl Form (Generic).doc RD BUILDING PLANCHECK CHECKLIST service boundary, the City intends on switching these irrigation services/meters to a new recycled water line in the future. 12c. Irrigation Use (where recycled water is available) 1. Recycled water meters are sized the same as the irrigation meter above. 2. If a project fronts a street with recycled water, then they should be connecting to this line to irrigate slopes within the development. For subdivisions, this should have been identified, and implemented on the improvement plans. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund. However, let the applicant know that we cannot guarantee the refund, and they must deal with the SDCWA for this. 13. Dear Andy, As per your request Environmental Risk Management International, Inc. (ERMI) has been contracted by Taylor Made Golf Inc. (Taylor Made) to update the facility hazardous materials technical opinion report (TOR) and inventory evaluation with respect to the proposed changes to the Taylor Made "Kingdom" clubhouse facility. EsGil Corporation conducted an initial review of the proposed improvements and on 5/11/05 requested that a hazardous materials technical opinion report be prepared for the proposed modifications. This TOR addresses the concerns specified in the EsGil Corporation letter dated 5/11/05, item numbers 3 and 4. ERMI has categorized your operations and the various materials and finished products used and manufactured at your new facility with respect to their fire safety and toxic release safety as required by the California Fire Code, California Building Code, and California Mechanical Code in the State of California. The specific code that were used to evaluate the operations of this facility are as follows: • 2001 California Fire Code (CFC) • 2001 California Building Code (CBC) • 2001 California Mechanical Code (CMC) Following is a technical opinion report based on the proposed usages of hazardous materials at the new Taylor Made's facility. The requirement for preparation of this technical opinion report is allowed by the Building Code Planning Official (CFC Section 307.1.6) to determine if the stringent requirements of the CBC and CFC for handling of hazardous materials in H-1, (hazardous occupancy, high explosion hazard) H-2 (hazardous occupancy, accelerated burning potential), H-3 (hazardous occupancy, fire or physical hazard), or H-7 (hazardous occupancy, health hazard) occupancies are met. ERMI has evaluated the operations and the various materials and finished products proposed for the new facility. The only portion of the facility that will store or use hazardous materials is in Room No. 112, identified as the Metal Woods Spec Laboratory. Please refer to Figure 1, which presents a layout of the new facility. This room will assemble and custom fit golf clubs, Phone: (760) 751-0060 Facsimile: (760) 75J-0275J-0294 fUL FIGURE 1 Taylor Made "Kingdom" Facility Layout specifically for an individual. The individual will have the opportunity to test the new clubs at the adjacent test course. This operation will only produce a very small number of clubs for a very limited customer base. The operations to be performed in this room include the installation of the rubber grip and the mounting of the golf club head. Please refer to the attached Table 1, which presents a summary of the specific materials to be used in this room. Table 1 breaks down the hazardous constituents of the specific materials and classifies them with respect to the classification of hazards as specified by the CBC and the CFC. Table 2 presents a summary of the materials specified in Table 1 in order to demonstrate that the exempt quantities specified in the CFC and CBC have not been exceed, which would require H-type occupancy. The materials are below the exempt amounts for storage, closed use, and open use. ERMI has determined that the hazardous materials to be used and stored at the new Taylor Made facility will be below the exempt quantities specified in CBC Table 3-E and CFC Table 8001.15-B for health hazards. The materials are below the exempt amounts for storage, closed use, and open use. The specific increases for use in a facility equipped with a fire suppression sprinkler system have been accounted for in the exempt limits specified in Table 2. Even though the inventory of hazardous materials present in the facility will be stored in approved flammable liquid and corrosive liquid cabinets, I have not incorporated the allotted increase for these materials as a result of these cabinets. The facility as a whole is considered to be a single control area. As required by CBC 1202.2.2 which states that areas using liquids with flash points below 200°F (Class I, II or IIA Liquids) must have mechanical exhausting of the flammable vapors at a rate of at least six air changes per hour and a floor level exhaust pick-up. Room No. 112 occupies 125 square feet, with a ceiling height of 9-feet. The Metal Wood Spec Lab will be equipped with a ventilation system that has a floor level pick-up. The floor level pick-up will collect approximately 150 cfm of air from the floor of the Metal Wood Spec Lab and convey it directly to the roof top exhaust discharge. At the volumetric flow rate of 150-CFM airflow this would equate to approximately 8.0 air changes per hour from this room. This air change rate is significantly higher than the 6 air changes per hour requirement specified in CBC 1202.2.
