GENERAL
1. Please make all corrections on the original tracings and submit three
new sets of prints, to:
The Carlsbad building department.
STRUCTURAL
The butt joint glass panels must be designed to resist a mm. of 20 PLF
applied at 42" above the deck surface. These panels serve as the required
guardrail. UBC 509.1 and Table 16-B, item 9. Submit design calc's and
construction details for the support of the glass panels. THE RESPONSE
TO THIS ITEM WAS "SEPARATE CACULATIONS SEPARATE. PERMIT" This
is not acceptable unless specifically approved by the city building official.
The structural support of the glass panels is a basic safety issue for the
occupants of the proposed deck.
The steel lateral resisting columns must be designed using an Rw=3 for
an inverted pendulum structure. The individual columns are not OMRF. See
UBC Table 16-P. Submit revised lateral calc's for the columns and footings
for the increased seismic load. THE RESPONSE WAS TO SEE THE
REVISED CALC'S. THERE WERE NO REVISED CALC'S SUBMITTED WITH
THE REVISED PLANS.
The lateral deflection must be limited to 0.005 X H per UBC 1628.8.2 for
seismic design. The deflection must be limited to 0.005 X 9 X 12=0.54".
Submit revised design calc's. NO REVISED CALC'S WERE SUBMITTED
WITH THE REVISED PLANS.

TITLE 24 DISABLED ACCESS REQUIREMENTS
REMODELS, ADDITIONS AND REPAIRS
THE RESPONSE TO THE HANDICAPPED ISSUES WAS THAT THIS IS
A HARDSHIP. THE CITY HAS NOT ADVISED ME THAT THEY HAVE
ACCEPTED THE HARDSHIP REQUEST FOR THIS JOB. UNTIL THE
HARDSHIP FORM HAS BEEN SUBMITTED AND APPROVED BY THE
CITY THE ITEMS LISTED BELOW APPLY.
1. When alterations, structural repairs or modifications or additions are
made to an existing building, that building, or portion of the building
affected is required to comply with all of the requirements for new
buildings, per Section 1134B.2. These requirements apply only to the area
of specific alteration, repair or addition and shall include:
A primary entrance to the building and the primary path of travel to the area in
question, and include the following items which serve the area in question:
Sanitary facilities.
An accessible entrance. Show on the plans ramp access or elevator
access to the new deck area.
An accessible route of travel.
At least one accessible restroom for each sex.
SITE PLAN REQUIREMENTS
2. Revise plans to show that stairways that occur outside a building
comply with Section 1006 as follows:
Have the upper approach and all treads marked with a strip of contrasting
color as follows:
A. ~2" in width.

Placed parallel to and _<1" from the nose of the step or landing.
The strip is required to be as slip resistant as the treads of the stairs.
Treads shall be:
Smooth, rounded or chamfered exposed edges.

Open risers are not permitted.
ENTRANCES AND CIRCULATION
8. Show that an accessible route of travel is to be provided to all portions
of the building, to accessible building entrances and between the building
and the public way, per Section 111413.1.2.
DOORS
9. Show or note that all hand-activated door opening hardware meets the
following requirements, per Section 1004.3.1:
Is to be centered A0" but :!~44" above floor.
Latching, or locking, doors in a path of travel are operated with a single
effort by:
Lever type hardware.
Panic bars.
STAIRWAYS AND HANDRAILS
10. Provide sections, details or notes to show that handrails are to be
located A4" but :Q8" above nosing of treads, per Section 1006.9.2.1 a.
11. Show that handrails extend a A2" beyond top nosing, and A2"-plus-
tread-width beyond the bottom nosing, per Section 1006.9.2.2a.
12. Per Section 1006.9.2.6a, please provide details, sections or notes to
show that handgrip portions of handrails are:
A. Al/4" and :!~1h/2 in cross sectional dimension.

The shape may provide an equivalent gripping surface.
The handgrip portion shall have a smooth surface, without any sharp
corners.
13. Note that all tread surfaces comply with Section 1006.16.2.1, as
follows:
Be slip resistant.
Have smooth, rounded or chamfered exposed edges.
Have no abrupt edges at the nosing.
Nosing shall not project ~1h/2 past the face of the riser above.
Open risers are not permitted.
14. Show that handrail which project from a wall shall have a space of 11/211
between the wall and the rail. Handrails may be located in a recess (:Q"
deep) extending ~18" above the top of the rail, per Section 1006.9.2.5a.
SANITARY FACILITIES
15. Sanitary facilities are required to be accessible, unless the enforcing
agency determines that compliance with these standards would create an
unreasonable hardship. Provide a completed HARDSHIP WAIVER
REQUEST FORM if equivalent facilitation is requested to be permitted, per.
Section 1115B.1.
16. Note that the doorways leading to sanitary facilities shall be identified,
per Section 1115B.5, as follows:
An equilateral triangle 1/41 thick with edges 12" long and a vortex pointing
upward at men's rest rooms.
A circle 1/41 thick, 12" in diameter at women's rest rooms.
A 12" diameter circle with a triangle superimposed on the circle and within
the 12" diameter at unisex rest rooms.
The required symbols shall be centered on the door at a height of 60".
Braille signage shall also be located on the wall adjacent to the latch
outside of the doorways leading to the sanitary facilities, per Section
1117B.5.9.

SINGLE ACCOMMODATION FACILITIES
17. Revise plans to show a sufficient space in the toilet room for a
wheelchair to enter the room and close the door, per Section 111 513.7.2.
The space is required to be:

A T-shaped space as shown in Figure IIB-12(a) and (b).
Doors are not permitted to encroach into this space.
18. Show that the water closet is located in a space, per Section 1115137.2,
which provides:

NOTE: Where a tank-type toilet is used which obstructs placement at 33",
the grab bar may be installed as high as 36".
Grab bars at the side shall be located:
15" to 161/211 (±1") from the center line of the water closet stool.
Be A2" long with the front end positioned 24" in front of the stool.
Total length of bars at the back shall be ~!36".
The diameter, or width, of the grab bar gripping surface is A/4" but

Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinances enforced by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.

GENERAL

4. Provide a statement on the Title Sheet of the plans that this project shall comply
with Title 24 and 1994 UBC, UMC and UPC and 1993 NEC.
• SITE PLAN
Clearly dimension building setbacks from property lines, street centerlines; and
from all adjacent buildings and structures on the site plan.
Show dimensioned parking layout including any required disabled access
spaces.
. LOCATION ON PROPERTY
When two or more buildings are on the same property, the buildings shall have
an assumed property line between them for the purpose of determining the
required wall and opening protection and roof cover requirements, per Section
503.1. An exception is provided if the combined area of the buildings is within
the limits specified in Section 504 for a single building. If this exception is used,
show how the building(s) will comply with Section 503.
STRUCTURAL
The butt joint glass panels must be designed to resist a mm. of 20 PLF applied
at 42" above the deck surface. These panels serve as the required guardrail.
UBC 509.1 and Table 16-13, item 9. Submit design calc's and construction details
for the support of the glass panels.

The steel lateral resisting columns must be designed using an Rw=3 for an
inverted pendulum structure. The individual columns are not OMRF. See UBC
Table 16-P. Submit revised lateral caic's for the columns and footings for the
increased seismic load.
The lateral deflection must be limited to 0.005 X H per UBC 1628.8.2 for seismic
design. The deflection must be limited to 0.005 X 9 X 12=0.54". Submit revised
design calc's

TITLE 24 DISABLED ACCESS REQUIREMENTS
REMODELS, ADDITIONS AND REPAIRS
When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion of the building affected is required to
comply with all of the requirements for new buildings, per Section 11 34B.2.
These requirements apply only to the area of specific alteration, repair or
addition and shall include:
A primary entrance to the building and the primary path of travel to the
area in question, and include the following items which serve the area in
question:
I) Sanitary facilities.
An accessible entrance. Show on the plans ramp access or elevator
access to the new deck area.

C) An accessible route of travel.
d) At least one accessible restroom for each sex.
SITE PLAN REQUIREMENTS
2. Revise plans to show that stairways that occur outside a building comply with
Section 1006 as follows:
a) Have the upper approach and all treads marked with a strip of
contrasting color as follows:
I) >-2"inwidth.
Placed parallel to and :!~l" from the nose of the step or landing.
The strip is required to be as slip resistant as the treads of the
stairs.
b) Treads shall be:
Smooth, rounded or chamfered exposed edges.
Have no abrupt edges at the nosing projecting ~lh/211 past the face
of the riser above.
Open risers are not permitted.
DISABLED ACCESS PARKING SPACES.
3. Revise site plan to show compliance with the required number of accessible
parking spaces for new facilities, (or at existing facilities where a change of
occupancy occurs). Per Table 116-7 the minimum number of spaces is:
I for each 25 spaces up to 100 total spaces.
I additional space for each 50 spaces for between 101 and 200 total
spaces.
4. Revise plans to show that at least one in every 8 accessible spaces are served
by an access aisle *,~!96" in width and designated as VAN ACCESSIBLE, per.

building, to accessible building entrances and between the building and the

9. Show or note that all hand-activated door opening hardware meets the following
requirements, per Section 1004.3.1:

beyond the bottom nosing, per Section 1006.9.2.2a.
12. Per Section 1006.9.2.6a, please provide details, sections or notes to show that
handgrip portions of handrails are:

The shape may provide an equivalent gripping surface.
The handgrip portion shall have a smooth surface, without any sharp
corners.
13. Note that all tread surfaces comply with Section 1006.16.2.1, as follows:

. SANITARY FACILITIES
15. Sanitary facilities are required to be accessible, unless the enforcing agency
determines that compliance with these standards would create an unreasonable
hardship. Provide a completed HARDSHIP WAIVER REQUEST FORM if
equivalent facilitation is requested to be permitted, per Section 111513.1.
16. Note that the doorways leading to sanitary facilities shall be identified, per
Section 111 5B.5, as follows:
An equilateral triangle %" thick with edges 12" long and a vortex pointing
upward at men's rest rooms.
A circle 1/41 thick, 12" in diameter at women's rest rooms.
A 12" diameter circle with a triangle superimposed on the circle and within
the 12" diameter at unisex rest rooms.
The required symbols shall be centered on the door at a height of 60".
Braille signage shall also be located on the wall adjacent to the latch
outside of the doorways leading to the sanitary facilities, per Section
111713.5.9.
SINGLE ACCOMMODATION FACILITIES
17. Revise plans to show a sufficient space in the toilet room for a wheelchair to
enter the room and close the door, per Section 111 5B.7.2. The space is required
to be:
~!60" diameter.
A T-shaped space as shown in Figure 11 B-12(a) and (b).
C) Doors are not permitted to encroach into this space.
18. Show that the water closet is located in a space, per Section 111 5B7.2, which
provides:

- REVIEW PROCESS FOR AIRPORT IMPROVEMENTS
The County of San Diego' - DPW - Airports Division is owner in fee of approximately 445 acres of
land known as McClellan-Palomar Airport and identified as Assessor Parcel Numbers 213-020-18
and 209-050-25.
Recently, County staff has learned that Lessees/Tenants on the airport are able to acquire building
permits from the City without the knowledge or approval of the Airports Division. This has 'created
some conflicts regarding development on airport property.
In an effort to avoid future problems and conflicts, the County respectfully requests that the City
include the Airport Manager in the preliminary review process for any type of permit application
affecting the above mentioned A.P.N.'s. We also request that the City, require the permit applicant to provide written approval from the Airports Division prior to the City's release -of any tjipe of
permit that affects the above mentioned A.P.N.'s.
In addition, the County. respectfully, requests that the City include the Airport Manager in the
preliminary review process for development on any parcel of land that is contiguous to the above
mentioned A.P.N.'s
