BUILDING PLANCHECK CHECKLIST • If owner/developer proposes a size other than the "standard", then owner/developer must provide potable water demand calculations, which include total fixture counts and maximum water demand in gallons per minute (gpm). A typical fixture count and water demand worksheet is attached. Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. • Maximum service and meter size is a 2" service with a 2" meter. • If a developer is proposing a meter greater than 2", suggest the installation of multiple 2" services as needed to provide the anticipated demand. (manifolds are considered on case by case basis to limit multiple trenching into the stre~t). Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval. The developer must provide these calculations. Please follow these guidelines: 1. If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation-service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be -listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W". The irrigation service should look like: STA 1+00 Install 2" service and 1.5: meter ( estimated 100 gpm) 2. If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as .the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrjgation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. In general the calculatiQns will include: • Hydraulic grade line • Elevation at point of connection (POC) • Pressure at POC in pounds per square inch (PSI) • Worse case zone (largest, farthest away from valve , Total Sprinkler heads listed (with gpm use per head) • Include a 10% residual pressure at pojnt of connection 3. In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA). Irrigation Use (where recycled water is available) 1. Recycled water meters are sized the same as the irrigation meter above. 2. If a project fronts a street with recycled water, then they should be connecting to this line to irrigate slopes within the development. For subdivisions, this should have been identified, and implemented on the improvement plans. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund. However, let the applicant know that we cannot guarantee the refund, and they must deal with the SDCWA for this. 13. I f L "Basic Electrical Regulations", the National Electrical Code (edition enforced by local authority), and all applicable state and local laws and regulations. Nothing in these plans or specifications shall be constructed as to permit work not conforming to the most stringent of these codes. Should changes be necessary in the drawings or the specifications to make the work comply with these requirements, the contractor shall immediately (specially before bidding submittal) notify the engineer in writing and cease work on parts of the contract which are affected. B. The contractor shall make a site visitation prior to bidding and construction to verify all existing conditions and shall to notify the engineer immediately upon discovery of any discrepancies. The contractor assumes all liability for failure to comply with this provision. C. The extent of the work is indicated by the drawings, schedules, and this specification and is subject to the terms and conditions of the contact. The work shall consist of furnishing all labors, equipments, materials and supplies necessary for a complete and operational electrical system. The work shall also include the completion of all items of electrical work not mentioned or shown which are necessary for successful operation of all systems. D. The contractor shall prepare a bid for a complete and operational system, including all costs. E. Workmanship and neat appearance shall be important as the operation, defective or damaged materials shall be replaced or repaired prior to final acceptance in a manner acceptable to the Architect/Engineer and owner. F. Complete the entire installation as soon as the progress of work will permit. Arrange any outages of service with the owner /building manager in advance. Minimize downtime on the building electrical system. G. The entire electrical system installed under this contract shall be left in proper working order. Replace, without additional costs to the owner, any material or equipment which develops defects in design or workmanship within one (1) year from the date of final acceptance. H. Any error, omission or design discrepancy on the drawings shall be brought to the attention of the engineer for clarification or correction before construction. J. "Provide" indicates item to be furnished, installed and connected. K. It is the intention of the plans and specifications to cover all things required to make a complete and operative system. The contractor shall furnish all lobar materials, equipment, or miscellaneous service required to accomplish this result. L Contraqtar shc;ill bid the project as indicated and specified on the drawings. When substituting materials or equipment other than as specified on the drawings, the contractor shall submit catalog cuts and amount of credit for substituting to bid, 'for approval. · 2. LOCATION OF EQUIPMENT A. The drawings indicate digrammatically the desired locations or arrangements of the conduit runs, outlets, equipments, etc. and shall be followed in executing. the work so as to secure the best possible installation in the available space limitations. B. In the event ,that changes in the indicated locations or arrang- ements are necessary due to conditions that occur during the construction or re-arrangement of furnishing or equipment, such changes shall be made without extra cost, provide that , the exchange is pre-ordered prior to conduit runs, etc., and work directly connected to same and no extra materials are required. C. Ughting fixtures are shol!tn in their approximate locations only. Do not install light outlets or fixtures until mechanical piping and duct work have been installed, then install lights ,in locat- ions to ·provide the best lighting. ,D. Coordinate the work with that of all other trades. Where conflicts occur, consult with the contractors involved and come to an agreement as to changes nece111ary. Obtain written acceptance from Architect/Engineer for the proposed changes before proceeding. 3. SHOP DRAWINGS A. Submit six (6) copies of shop drawings to the engineer for approval within 35 days of award of contract, shop drawings shall. be submjtted in a complete bo~nd manual including lighting, fixtures, switchgear, panelboards, transformers, disconnects, etc. The contractor shall l(erify dimensions of equipment to insure that they fit and that they comply with all code required working clearances about eleqtrical equipment prior ,to submitting shop drawings for approval. ,Departure from tl:le above will result in re-submittal and delays. The contractor desiring to make changes shall submit three copies of shop drawings or fixture cuts including all pertinent material for approval and a sample of the specified item and intended substitution. Any materials and/or equipment installed by the contractor as alternates without the above mentioned approval shall be removed and replaced at the contractor's expense. 5. TEST A. Before final acceptance of work, the contractor shall insure that all equipment, systems, fixtures, etc. are working satisfactorily and to the letter and intent of the drawings. 6. HEATING. VENTILATING. AIR-CONDITIONING & PLUMBING EQUIPMENT WIRINGS A. Provide Electrical work, line voltage conduit and wire, low voltage conduit and wire as required for complete installation and proper operation. Verify exact requirements of both line and low voltage materials and control components with mechanicals and plumbing plans and include all costs for a complete system. 7. PERMITS A. The contractor shall be responsible for taking out and paying for all the required permits, inspection, and examination without additional expense to the owner. 8. GROUNDING A. The contractor shall provide a complete, code approved grounding system including electrodes, grounding electrode conductors, bonding conductors, and equipment conductors as required by article 250, National Electrical Code. B. Make good contact at panelboards, outlet boxes and junction boxes to the conduit systems. C. Equipment including switchboards, transformers, conduit systems, panelboards, motors and other apparatus shall be grounded by a conductor to ground sized in accordance with the N.E.C. or as specified in the drawings, whichever is larger. D. Feeder and branch circuits run in non-metallic conduit shall include a code sized grounding conductor having green insulation. The ground conductor shall be properly connected to maintain electri;:al continuity. E. Refer to details on Detail Sheets for grounding system. ,.Provide new ground ~tern in accordance with notes on detail sheet, namely, Ground Bus" detail. F. All direct buried ground conductors shall be #2 solid, bare, tinned copper. G. All non-direct buried telephone equipment ground conductors :!!hall be #2 stranded, THHN (green). H. All 'telephone equipme,nt ground' connections and splices shall be made with "Bumdy Hyground" connectors except where noted oth~rwise. J. Paint at all ground connections shall be removed. K. Contractor shall check resistance between building ground (el9J::trcides and cold water piping) and telephone equipment. ,Maximum. resistance sh.all not exceed 5 ohms. 9. UTILllY SERVICES A. Utility service requirements are shown on the drawings baaed on information available at the time and are not guaranteed. B. The contractor shall verify the exact method and requirements of service by utility companies during bidding and include all costs for a ,complete system in the bid. 10. PRODUCTS A. All materials shall be new, conforming with the NEC, ANSI, NEMA, NBFU, and shall be U,L listed and labeled. B. Provide metallic conduit, tubing and fittings of types required. Zinc coated steel EMT permitted in dry, protected locations, provide rigid metallic conduit where installed in or under concrete slabs, in contact with the earth, under public road ways, in masonry walls or exposed on building exterior. Provide 3• concrete encasement on all rigid metallic conduit underground. rigid, metallic conduit shall have zinc exterior and zinc enamel interior: C. PVC schedule 40 may be ,used as permitted by code in lieu of rigid steel conduit for underground applications only. Install ci code sized insulated conductor (green) ground wire in non- metallic con.duits. Use rigid steel elbows. underground applications, device applications and sized #4 AWG and larger. Use type lHHN for sizes #12 AWG, #6 AWG. Minimum size for power wiring shall be #12 AWG. E. Provide galvanized coated steel boxes and accessories or required sizes to accommodate all devices and wiring. F. Duplex receptacles shall be specification grade with ivory finish (unless noted by Architect), 20 amps., 125 volts, three-wire grounding type, NEMA 5-15R. Mount receptacles at 18" above finish floor unless otherwise indicated on drawings or in details. G. Toggle switches shall be 20 Amps., 120 or 277 Volts AC, specification grade, ivory (unless noted otherwise) finish. Mount switches at +4' -0~ above finished floor. H. Panelboards shall be dead front safety type with anti-bum solderless compression approved for copper conductors, copper bus bars, full sized neutral bus, ground bus and equipped with quik-make, quick-break bolt-in type thermal magnetic circuit breakers. Mount top of panelboard at +6' -3" above finished floor. Provide typed circuit directory. J. All circuit breakers, magnetic starters and other electrical equipment shall have an interrupting rating not less than maximum short circuit current to which they may be subjected. 11. INSTALLATIONS A. Provide supporting devices for all electrical equipment, fixtures, boxes, panels, etc. Support luminaries from underside of structural ceiling, equipment shall be braced to withstand horizontal forces in accordance with state and local code requirements. Provide prior alignment and leveling of all devices and fixtures. B. Cutting, patching, chases, openings: Provide these in these in this contract where required. Lay out in advance to eliminate unnecessary cutting or drilling of walls, floors, ceiling, and roofs. Any damage to building structure or equipment shall be repaired by the trades involved. Obtain permission from the Architect/Engineer before core drilling. C. Clean-up: Remove all materials, scrap, etc. relative to the electrical installation one;! leave premises and all equipment, lamps, fixtures, etc., in a clean, orderly condition. D. Where new transformers are required, transformer shall be dry type, with 2-1/2:il: taps above normcil and four 2 1/2:ii: below normal. Voltage and phase shall be indicated on· the drawings. E. Where new transformers are pravided, transformer shall be rated for 150'C temperature rise above 40'C ambient. All insulating materials shall be in accordance with the latest NEMA standard for a 220"C Underwriters Laboratories recognized insulation system. Transformer to be as manufactured by Square D. Jefferson, Heal(Yduty or approved equal. · F.
