EXCEPTION NO. 1: In existing buildings when the enforcing agency determines that compli-
ance with any requirement under this subsection would create an unreasonable hardship, an
exception to the physically handicapped/disabled requirements may be granted when equivalent
facilitation is provided.
Interpretation The point of these typical exceptions found throughout the regulations is that in existing
buildings you do not need to follow the letter of the law. The code recognizes the often difficult
situations that can present themselves, and allows for some deviation.
EXCEPTION NO. 2: These regulations shall not apply in existing buildings when legal or
physical constraints will not allow compliance with these regulations or equivalent facilitation
without creating an unreasonable hardship. See Section IIOA(b) lID.

( Ramps
Sec. 3307
(a) General. Ramps used as exits shall conform to the provisions of this section. Any path of travel
/ 'bj shall be considered a ramp if its slope is greater than 1 ft. rise in 20 ft. of horizontal run.
( k • (b. 1) Width.
/ 1. Widths as for Exits. The width of ramps shall be as required for stairways and exits.
2. Primary Entrance and Special Occupancy. Pedestrian ramps serving primary entrances to
i buildings having an occupant load of 300 or more shall have a minimum clear width of 60 inches. : Ramps serving Group R Occupancies may be 36-inches clear width when the occupant load is 50'
- or less. All other pedestrian ramps shall have a minimum width of 48 inches.
(c.1) Slope. The maximum slope of a ramp that serves any exitway, provides handicap access or is in the
N path of travel shall be 1 foot rise in. 12 feet of horizontal run.

Interpretation As discussed in Chapter 1 section 110A(b) 11.A 5 (existing buildings) path of travel includes
. , many elements, to make a building accessible. Ramps are often one of these elements. If (I) ' the slope of the path of travel exceeds 1:20 then you have a ramp. However it must exceed
1:15 before handrails are required. A slope of 1:12 is the maximum allowed by these
regulations, and this slope can be too steep for some people. So slopes of less than 1:12
are more desirable.
(d1) Landings. Ramp landings shall be installed as follows:
1. Location of landings. Landings shall be provided at the top and bottom of each ramp. Intermedi-
ate landings shall be provided at intervals not exceeding 30-inches of vertical rise and at each
change of direction. Landings are not considered in determining the maximum horizontal distance

Size of Top Landings. Top landings shall be not less than 60 inches wide and shall have a length
not less than 60 inches in the direction of ramp run.
Encroachment of Doors. Doom in any position shall not reduce the minimum dimension of the
ramp landing to less than 42-inches and shall not reduce the required width by more than 3_
inches when fully open.
4. Strike Edge Extension. The width of.the landing shall extend 24-inches past the strike edge of
' any door or gate for exterior ramps and 18-in past the strike edge for interior ramp.
Landing Width. At bottom and intermediate landings, the width shall be at least the same as
required for the ramps.

Change of Direction. Intermediate landing at a change of direction in excess of 30 degrees and
bottom landings shall have a dimension in the direction of ramp run of not less than 72 inches.,

be returned. Handrails projecting from a wall shall have a space of not less than 1-112-inches between

The Department of housing and Community Development. (D.O.1I.) pub-lished an Information Bulletin for the purpose of clarifying the
standards and agency jurisdiction of commercial coaches.
This Bulletin, M1186-04, was issued on March 6 1 1986. All city and county officials received this Bulletin and were directed to
contact D.O.H. if they encountered' any problems concerning corn-
ineria1 coaches.
The Information Bulletin, attached for your review and use,
basically states that local building officials have no authority
to require plan checks or building inspections on any structure
we manufacture.
The local building officials' authority is limited to "site use
and configuration,, installation of commercial coaches, and utility
services and connections."
"Local authorities requiring plans and plan check fees 'for the
purpose of imposing construction requirements for conunercial
coaches are doing so in violation of state law."
The state insignia that is affixed to each unit also states' that
Commercial coaches shall not have the structural, plumbing, electrical, or mechanical systems altered or converted without
prior D.O.!I. approval, according to -Title 25 of the California
Administrative Code and of Division 13 of the Health and Safety Code.
