If it is oversized, for the life of the meter, the City will not accurately bill the owner for the water used. • All single family dwelling units receive "standard" 1" service with 5/8" service. • If owner/developer proposes a size other than the "standard", then owner/developer must provide potable water demand calculations, which include total fixture counts and maximum water demand in gallons per minute (gpm). A typical fixture count and water demand worksheet is attached. Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. • Maximum service and meter size is a 2" service with a 2" meter. • If a developer is proposing a meter greater than 2", suggest the installation of multiple 2" services as, needed to provide the anticipated demand. (manifolds are considered on case by case basis to limit multiple trenching into the street). Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval. The developer must provide these calculations. Please follow these guidelines: 1. If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W". The irrigation service should look like: STA 1 +00 Install 2" service and · 1.5: meter ( esti11_1ated 100 gpm) 2. If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Once you have received a good example of irrigation calculations, keep a set for your reference. If a project fronts a -street with recycled water, then they should be connecting to this line to irrigate slopes within the development. The additional information is presented below, organized by fee category, as per your letter. Traffic Impact Fee Staff did verify that some error was made in the assessment traffic impact fees for the Dot Hill and Rock Star tenant improvements. No verification was made of the 30% figure quoted in your letter. As I'm sure you can appreciate, we cannot make a previous mistake the basis of future reductions. The original approved plans showed areas of office use and areas of warehouse use. While Dot Hill and Rock Star improved areas largely originally assessed as office, Catalina Restaurant Group is proposing to improve areas largely assessed as warehouse on the original plan. In your letter you proposed the· application of corporate office -single user rate. The corporate office -single user classification is a·pplied only when .a building is occupied by only one user. This situation only occurs rarely, and would not apply for your situation, where multiple tenants are sharing a building. Research into the original plans for the area of your tenant improvements indicated that approximately 6,000 s.f. of the area was originally office use, and the remaining 18,700 s.f. was warehouse use. After discussions with your Vice President of Development Cris Pangan, looking at the summary floor plans, and taking into consideration modification of uses specified in your letter, I have determined that the proposed improvements can be considered as 2,300 s.f. of storage, 6,900 s.f. of manufacturing and 15,500 s.f. of office. The fee has been adopted by City Council, and any relief from that fee would have to come through Council action. Shell buildings classified as warehouse are considered basically unimproved and are not assessed a PFF. As summarized in the previous table, staff calculates that your proposed improvements result in converting 4,000 s.f. of office to manufacturing, and 13,500 s.f. of warehouse to office uses. Since warehouse and manufacturing are assessed similarly for PFF purposes, staff proposes a credit of 4,000 s.f. against the 13,500 s.f. of office conversion, so the PFF would be calculated on 9,500 s.f .. Based on that square footage the Public Facilities Fee for this permit would be $11,637.50 ..
