Applications for grading permits involving uncontrolled stockpiles shall be accompanied by an agreement signed by the property owner. The agreement shall be prepared by the city engineer and shall contain the following provisions and such other provisions as may in the opinion of the city engineer afford protection to the prop- erty owner and the city: (a) The grading or stockpiling shall be desig- nated as uncontrolled stockpiling and shall be constructed in accordance with plans approved by the city engineer. (b) The owner acknowledges that as an uncontrolled stockpile the site is not eligible for a building permit unless special soils analysis and foundation design are submitted. (c) The grading shall be done and maintained in a safe and sanitary manner at the sole cost, risk and responsibility of the owner and his suc- cessors in interest, who shall hold the city harmless with respect thereto. The agreement for uncontrolled stockpiling shall be approved by the city council and recorded by the city clerk in the office of the county recorder as an obligation upon the land involved. The notice shall remain in effect until release of the agreement is filed by the city engineer. (Ord. 8095 § 3, 1981) 11.06.110 Slope location and setbacks. (a) Cut and fill slopes shall be set back from site boundaries and buildings shall be set back from cut or fill slopes in accordance with Figure No, 70-A and as hereinafter provided. Setback dimensions identified as a and c in Figure 70-A shall be horizontal distances measured perpen- dicular to the site boundary. Setbacks b, d and e shall be horizontal distances measured perpen- dicular to the indicated contour of the slope face. (b) The setback and other restrictions imposed by this section may be increased where unusual soil or geologic conditions make such increase necessary for safety or stability or may be modified upon investigation and recommen- dation by a soil engineer or geologist where such modification will provide equivalent safety, sta- bility and protection, and the city engineer so finds. (c) Where a fill slope is to be placed near the site boundary and the adjacent off-site property is developed, special precautions shall be incor- porated in the work as the city engineer deems necessary to protect the adjoining property from damage as a result of such grading. These precau- tions may include, but are not limited to: (1) Additional setbacks; (2) Provision for retaining or slough walls; (3) Mechanical or chemical treatment of the fillslope surface to minimize erosion; (4) Provisions for the control of surface waters. (Ord. 8086 § 1 (part), 1980) 11.06.120 Drainage. (a) General. The drainage structures and devices required by this code shall be designed in accordance with recognized principles of hydraulics. (b) Disposal. All drainage facilities shall be designed to carry surface waters to the nearest practical street, storm drain, or natural water- course approved by the city engineer as a safe place to deposit such waters. If the drainage device discharges onto natural ground, rip-rap or a similar energy dissipator may be required. (c) Site Drainage. Graded building sites (building pads) shall have a minimum slope of one percent towards a public street or drainage structure approved to receive stormwaters. A lesser slope may be approved by the city engineer for sites graded in relatively flat terrain, or where special drainage provisions are made, when he finds such modification will not result in unfavorable drainage conditions. (d) Drainage Terraces. Drainage terraces shall have a longitudinal grade of not less than two percent nor more than twelve percent and a min- imum depth of one foot at the flow line. Such terraces shall be paved with concrete not less than three inches thick rein- forced with 6"X 67# 10 X # 10 welded wire fabric or equivalent reinforcing. Drainage terraces exceeding eight feet in width need only be so paved for a width of eight feet, provided such pavement provides a paved channel at least one foot in depth. Downdrains or drainage outlets shall be provided at approximately three-hun- dred-foot intervals along the drainage terrace or at equivalent locations. Downdrains and drainage outlets shall be of approved materials and of adequate capacity to convey the inter- cepted waters to the point of disposal. (e) Overflow Protection. Benns, swales or other devices shah1 be provided at the top of cut or fill slopes to prevent surface waters from over- flowing onto and damaging the face of the slope. (UBC Table 23-P) Where ceiling is not supporting interior partitions, ceiling bracing shall be provided by four No. 12 gauge wires secured to the main runner within 2 inches of the cross runner intersection and splayed 90 degrees from each other at an angle not exceeding 45 degrees from the plane of the ceiling. A strut (adequate to resist the vertical component from lateral loads) fastened to the main runner shall be extended to and fastened to the structural members of the roof or floor above. These horizontal restraint points shall be placed 12 feet o.c. in both directions with the first point within 6 feet of each vail. Attachment of restraint wires to the structure above shall be adequate for the load imposed. Storage areas exceeding 1000 sq. ft. in connection with wholesale or retail sales shall be separated from the public area by a one-hour occupancy separation. If the entire building has an automatic sprinkler system, then the occupancy separation need not be provided. An automatic sprinkler system shall be installed in rooms used by the occupants for the consumption of alcohol and in accessory uses where the total area of such unseparated rooms and assembly uses exceeds 5000 square feet. Section 3802(c). The tenant space and new and/or existing facilities serving the remodeled area must be accessible to and functional for the physically disabled. See the attached correction sheet. The width of the required level area on the side into which doors swing shall extend 24 inches past the strike edge for exterior doors and 18 inches past the strike edge for interior doors. Section 2-3304, Title 24. Specify lever-type hardware for passage doors on floors accessible to the disabled. Section 2-3304, Title 24. If both sexes will be employed and the number of employees exceeds four, provide separate toilet facilities for men and women. Exits should have a minimum separation of one- half the maximum overall diagonal dimension of the building or area served. Section 3303(c). Rooms with more than 10 occupants may have one exit through one adjoining room. Revise exits to comply. Section 3303(e). Exit signs are required for exits serving an occupant load exceeding 49. In lieu of the above, in a Group B occupancy, you may note "Provide a sign on or near the exit doors reading THIS DOOR TO REMAIN UNLOCKED DURING BUSINESS HOURS". This signage is only allowed at the main exit. Section 3304(c). Exit doors should be a minimum size of 3 feet by 6 feet 8 inches with a minimum door swing of 90 degrees. Maximum leaf_width_is 4 feet. Section 3305(g)l. S-2. Where exit signs are required by Section 3314(a), approved and listed internally, externally or self-illuminated low-level exit signs complying with Section 3314 shall be required. The bottom of the sign shall be not less than 6 inches nor more than 8 inches above the floor level. For exit way doors, the sign shall be on the door with the closest edge of the sign with 4 inches of the door frame or adjacent to the door.
