This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2013 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC,
2012 UPC, 2012 UMC and 2011 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2012 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

1. Please make all corrections, as requested in the correction list. Submit
THREE sets of plans for residential projects). For expeditious processing,
corrected sets can be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. Generally the Plans are some what incomplete and a thorough Plan Check can
not be done. The following list is a general list only and corrections may follow
when the clarity of plans and work to be performed are clearly reflected.
3. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
4. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2013 California Residential Code, which adopts the 2012 IRC,
2012 UMC, 2012 UPC and the 2011 NEC. Section R106.1. Notes are reflecting
2010 CEC and Energy Code and should be 2013.
5. Note on plans if walls being removed are bearing or non-bearing. If bearing then
show adequate horizontal members and note if these are to be flushed or
dropped. If flush then show any required joist hangers, strapping to walls etc.
6. There was no site plan provide nor was a elevation provide for rear wall. Without
a site plan cannot determine if there is a dwelling adjacent to the left side and/or
if there is a unit above? If another unit exists to the left of this unit (site plan to
verify) plans would need to detail and reference the required one hour
separation and minimum STC of 50 between units. The same would apply if a
unit exists above proposed addition. See items 7 thru 11 below.
7. Wall assemblies separating units shall be of one-hour fire resistive construction.
Provide details of the assemblies. Section R302.3. Such wall assemblies shall
extend to the underside of the roof sheathing, where applicable.
8. Floor assemblies separating units shall be of one-hour fire resistive construction
(½-hour if the building has an automatic sprinkler system). Provide details of the
assemblies. Section R302.3. Such assemblies shall extend to and be tight to the
exterior wall, where applicable.

9. The supporting construction of fire-rated floor assemblies shall have an equal or
greater fire-rating. Section R302.3.1.
10. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor--
ceilings and roof-ceilings shall be protected as required in CRC Section R302.4."
11. Walls and floors separating units in a duplex shall have a sound transmission
class (STC) of not less than 50. Additionally, floors must have an impact
insulation class (IIC) rating of not less than 50. CBC Section 1207.6. Show the
location of and provide details of the listed wall and floor/ceiling assemblies, and
indicate the listing agency and listing number for the tested ratings.
12. Provide a fully dimensioned site plan drawn to scale. Please include the
following:
a) North arrow.
b) Property lines/easements.
c) Streets/alleys.
d) Existing and proposed buildings and structures.
e) Clearly dimension building setbacks from property lines, street centerlines,
and from all adjacent buildings and structures on the site plan.
13. Specify on the plans that any existing smoke alarms that are more than 1 0
years old will be replaced. Section R314.3.2.
14. Specify on the plans whether the existing house was built before or after 1994.
For additions or improvements to a residence built before 1994, note on the
plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons
of water per flush, urinals that use more than one gallon of water per flush,
showerheads that have a flow capacity of more than 2.5 gallons of water per
minute, and interior faucets that emit more than 2.2 gallons of water per minute)
shall be replaced. Certification of compliance shall be given to the building
inspector prior to final permit approval. California SB407.
15. Specify on the plans: Water conserving fixtures: New water closets shall use no
more than 1.28 gallons of water per flush, kitchen faucets may not exceed 1.8
GPM, lavatories are limited to 1.5 GPM, and showerheads may not exceed 2.0
GPM of flow. CPC Section 403 and 408.
16. Please indicate on the plans whether the existing residence has a fire sprinkler
system installed. If so, then provide a note stating that any additions/alterations
will be provided with an automatic residential fire sprinkler system. Section
R313.2.
17. For plans submitted for plan check on or after 7/1/14, provide a Prescriptive or
Performance energy design, demonstrating compliance with current 2013 energy
efficiency standards. Information and Forms are available at:

18. Additions under 300 square feet do not require energy documentation. Energy
design compliance is required however. ES 10-103.(a)1.C The plans would need
to reflect minimum R30 in ceiling of addition and R-13 for walls. The glazing
would need to reflect minimum .32 U and .25 for SHGC .
19. For any new water piping the follow would apply. All hot water piping sized ¾"
or larger is required to be insulated as follows: 1" pipe size or less: 1" thick
insulation; larger pipe sizes require 1 ½" thick insulation. Note: In addition, the
½" size hot water pipe to the kitchen sink is required to be insulated. ES

20. Include on the plans the following specifications for electrical devices installed in
dwellings: CEC Article 210 & 406
a) Tamper resistant receptacles for all locations described in 210.52 (i.e., all
receptacles in a dwelling).
21. Plans to reflect a exterior GFCI at back of dwelling if none existing or was
removed due to addition.
The California Building Standards Commission has adopted the Green Building
Standards Code which became effective January 1, 2011 and must be enforced by the
local building official. The following mandatory requirements for residential construction
must be included on your plans. CGC Section 101.3. The Standards apply to newly
constructed residential buildings, along with additions/alterations that increase the
building's conditioned area, volume or size. CGC Section 303.1.1. Provide a
sheet on the plans labeled "Green Building Code Requirements" and include the
following notes as applicable.
22. Recycling. Note on the plans that a minimum of 50% of construction waste is to
be recycled. CGC 4.408.1.
23. Recycling. Note on the plans that the contractor shall submit a Construction
Waste Management Plan to the jurisdiction agency that regulates waste
management, per CGC 4.408.2.
24. Operation and maintenance manual. Note on the plans that the builder is to
provide an operation manual (containing information for maintaining appliances,
etc.) for the owner at the time of final inspection. CGC 4.410.1.
25. Pollutant control. Note on the plans that during construction, ends of duct
openings are to be sealed, and mechanical equipment is to be covered. CGC
4.504.1.
26. Pollutant control. Note on the plans that VOC's must comply with the
limitations listed in Section 4.504.3 and Tables 4.504.1, 4.504.2, 4.504.3 and
4.504.5 for: Adhesives, Paints and Coatings, Carpet and Composition Wood
Products. CGC 4.504.2.

27. Interior moisture control. Note on the plans that concrete slabs will be
provided with a capillary break. CGC 4.505.2.1.
28. Interior moisture control. Note on the plans that the moisture content of wood
shall not exceed 19% before it is enclosed in construction. The moisture content
needs to be certified by one of 3 methods specified in Section 4.505.3. Building
materials with visible signs of water damage should not be used in construction.
The moisture content must be determined by the contractor by one of the
methods listed in CGC 4.505.3.
29. Note on the plans that prior to final inspection the licensed contractor, architect
or engineer in responsible charge of the overall construction must provide to the
building department official written verification that all applicable provisions
from the Green Building Standards Code have been implemented as part of the
construction. CGC 102.3.
30. Structural the plans are incomplete. The removal of the walls (including kitchen
walls do not address whether they are bearing. The existing 4 x6 would be in
question if bearing. Plans to reflect existing floor/roof system(s ) and please
show on the plans the span/direction of floor/roof to be supported and the roof
covering materials if applicable.
31. Where new openings are proposed for existing walls please show on the plans
how remaining walls will comply with the Braced Wall provisions of Section
R602.10 of the California Building Code) or provide an engineering analysis for
the lateral load resistance of the wall(s) in question. Kitchen wall if was a braced
wall/shear wall .
32. The existing foundation/slab would need to be addresses. Would have to
assume that there is a drop between existing glassing sliding door and patio slab
in order to maintain the required minimum weep screed clearance of 2" per
R703.6.2.1. How will this leveled out as plans do not reflect repouring over
existing slab?
33. Concrete slabs shall have a minimum 6-mil vapor retarder placed between the
base course and the slab. R506.2.3
34. The exterior wall supporting new glass sliding door must be shown with a footing
(minimum 12" into grade and elevated 6" above grade to maintain for example
the required weep screed clearances i.e. minimum 2" to paved (hardscape)
areas and 4" to earth per R703.6.2.1 and/or to prevent framing from being
exposed to driving rain for example.
35. Footing detail to reflect required horizontal steel, anchor bolt size and spacing
and required plate washers ( 0.229"x3"x3") .
36. Need to provide shear transfer details i.e. above any pre manufacturered panel
to plates or 4 x6 beam i.e. A-35's with spacing noted

37. The plans need to reflect required lateral resistance at 2 ft wall where exterior
light shown. Previously there was some lateral resistance where existing 3 ft wall
at left at existing glass slider was . Appears because panel length will be less
than 2'8" with required hold downs that some type of pre manufacturered panel
will be required i.e. appropriate Strong Wall, Hardy frame etc.
38. Provide Strong Wall/Hardy Frame details and reference to plans. Show any
required deepen footings for bolts . Verify footings/ soil bearing adequate for
tension and compression forces
39. Are proposed footings are to be tied to existing footings? If so specify size,
length and spacing of dowels, length of embedment and if epoxied the type and
if special inspection is required.
40. Provide min one cross section that reflects required wall framing, R values for
wall and ceiling and assume existing either floor framing or roof /ceiling framing
above as well as noting type of existing roofing.
