This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.
Code sections cited are based on the 1991 USC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 303 (c),
1991 Uniform Building Code, the approval of the ·plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

1. Please make all corrections on the original tracings and submit two new sets of
prints, to:
Esgil Corporation, 9320 Chesapeake Drive, Suite #208, San Diego, CA 92123,
(619) 560-1468 or to the jurisdiction's building department.
2. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
3. UBC Section 304 requires the Building Official to determine the total value of all
construction work proposed under this permit. The value shall include all finish
work, painting, roofing, electrical, plumbing, heating, air conditioning, elevator,
fire extinguishing systems and any other permanent equipment. Please provide a
signed copy of the designer's or contractor's construction cost estimate of all
work proposed.
4. Provide a fully dimensioned floor plan showing the size and use of all rooms or
areas within the space being improved or altered. Draw the plans to scale and
indicate the scale on the plan. Section 302(d).
5. Indicate the use of all spaces adjacent to the area being remodeled or improved.
6. Show any existing fire rated area separation walls, occupancy separation walls,
demising walls, shafts or rated corridors. Identify and provide construction details
for proposed new fire rated walls.
7. The tenant space and new and/or existing facilities serving the remodeled area
must be accessible to and functional for the physically disabled. See the
attached correction sheet. Title 24, Part 2. Compliance to these requirements
will have to be field verified.
8. Exit signs are required whenever two exits are required. Show all required exit
sign locations. Section 3314 (a).
9. Show that exits are lighted with at least one foot candle at floor level. Section
3313(a).
10. Corridors must provide continuous protection to the exterior of the building.
Interruptions by an intervening room is not permitted. Foyers, lobbies or
reception rooms constructed as required for corridors are not considered
intervening rooms. Section 3305.
11. Corridors serving 30 or more occupants shall have walls and ceilings of one-hour
construction. Show compliance or clearly show on plans which of the following
exceptions has been satisfied:

a) Corridors greater than 30 feet wide when the occupants have an exit
independent from the corridor.
b) Corridor walls and ceilings need not be of fire-resistive construction within
office spaces having an occupant load of 100 or less when the entire story
in which the space is located is equipped with an automatic sprinkler
system throughout and smoke detectors are installed within the corridor in
accordance with their listing.
c) Within office spaces occupied by a single tenant, partial height partitions
which form corridors and which do not exceed 6 feet in height need not be
fire resistive, provided they are constructed in accordance with Section
1705 and are not more than three fourths of the floor-to-ceiling height.
Section 3305 (g).
12. If non-rated corridors are used per Section 3305(9), Exe. 5, provide a reference
to the corridors on the floor plan, noting:
a) Corridors are non-rated per Section 3305(9), Exception 5.
b) Smoke detectors shall be maximum 30' on center.
c) Power supply shall be dedicated branch circuit. Circuit disconnecting
means shall be accessible only to authorized personnel and shall be
clearly marked FIRE ALARM CIRCUIT CONTROL, with a lock-on device.
13. If a tenant space utilizes Section 3305(9), Exception 5, then that tenant space
shall be separated from adjacent spaces by a demising wall constructed as for a
one-hour corridor wall.
14. Clearly show where the non-rated corridor system terminates and a rated
corridor system commences.
15. One-hour fire-rated corridors shall have interior door openings protected by tight-
fitting smoke and draft control assemblies rated 20 minutes, except openings in
interior walls of exterior exit balconies. Doors shall be maintained self-closing or
be automatic-closing by action of a smoke detector per Section 4306(b). Doors
shall be gasketed to provide a smoke and draft seal where the door meets the
stop on sides and top. Section 3305(h).
16. Show rated corridors, lobbies, reception or foyers cross-hatched on the floor
plans.
17. Provide a complete architectural section of the corridor showing all fire-resistive
materials and details of construction for all floors, walls, ceiling and all
penetrations. Section 3305(9)

• ENERGY CONSERVATION
NOTE: Plans submitted after July 1, 1995 must comply with the new energy
standards.
22. Provide complete energy designs for the proposed changes in envelope, lighting,
and mechanical systems. Provide the completed ENV-, L TG-, and MECH-forms
showing Energy compliance. Plans show new conditioned space and envelope
changes.
23. On the plans clearly show the wall insulation locations, thickness, and R-values,
as per the energy design.
24. Plans show more lighting fixtures than shown on the L TG-forms. Please
correct.
25. Complete energy plan check will be done when complete corrected energy
designs are provided.
26. The corrected, completed and signed ENV-1, LTG-1, and MECH-1 forms must
be imprinted on the plans.

3. The plans must still show upgrades to the existing elements, but only to the point where the

MANDATORY REQUIREMENTS
ENVELOPE MANDATORY MEASURES (NONRESIDENTIAL)
1. Exterior manufactured doors, windows, and fenestration products shall meet the infiltration and U-value certification requirements of Section
116(a).
2. Site-constructed doors, skylights, and windows shall be caulked and weather-stripped per Section 116(b).
3. All joints and openings which are potential sources of air leakage shall be caulked, gasketed, weather-stripped or otherwise sealed to limit
infiltration and exfiltration per Section 117(a).
4. Certified insulation materials per Section 118(a).
5. Urea Formaldehyde foam insulation installed per Section 118(b).
6. Insulation installed to meet flame spread and smoke density requirements per Section 118(c).
LIGHTING MANDATORY MEASURES
1. Each enclosed area shall have independent controls (per Section 131 (a) and exceptions).
2. Lighting shall be uniformly reducible by one half in areas which are greater than 100 sf, exceed 1.2 watts/sf, and have more than one luminaire
(per Section 131 (b) and exceptions; exceptions include lights in corridors).
3. Daylit areas larger than 250 sf shall be separately controlled and uniformly_ reducible by one half (per Section 131 (c) and exceptions).
4. Separately metered spaces 5,000 sf or greater shall have automatic shutoff controls (per Section 131 (e), no exceptions).
5. Display lighting shall be separately switched on circuits that are 20 amps or less (per Section 131 (e), no exceptions).
6. Exterior lighting controlled from a lighting panel within the building shall be automatically controlled (per Section 131 (f) and exceptions).
7. Pairs of one-lamp and three-lamp fluorescent luminaires shall be tandem-wired where reasonable (per Section 132 and exceptions).
MECHANICAL AND PLUMBING MANDATORY MEASURES
Equipment and Systems Efficiency
1. HVAC and service water heating equipment shall meet Appliance Efficiency Regulations, per Sections 111 and 112.
2. Piping, except those conveying fluids at temperatures between 60 and 105 degrees F, or within HVAC equipment, shall be insulated in
accordance with Section 123.
3. Air handling duct systems shall be sealed in accordance with the SMACNA HVAC Ducts Construction Standards, Metal and Flexible, 1985,
per Section 124(a) and (b). Ducts shall be installed and insulated as provided in UMC, Chapter 1 O.
4. Pilot lights shall not be installed for natural gas central furnaces, and pool and spa heaters, per Section 115.
Ventilation
1. Every space in a building shall be designed to have outdoor air ventilation according to Section 121 (a), (b) and (e).
2. Operation and control of outdoor air shall meet the time-of-occupancy and pre-occupancy requirements of Section 121 (c).
3. When a return plenum is used to distribute outdoor air to a covered HVAC unit, the ducted discharge shall be in accordance with Section
121 (d).
4. Systems shall meet the completion and balancing requirements of Section 121 (f).
Controls
1. Each space conditioning zone shall be controlled by an individual thermostatic control that responds to temperature within the zone. Heating
shall be adjustable down to 55 degrees or lower, and cooling shall be adjustable up to 85 degrees or higher. The control shall provide a
dead-band of5 degrees between heating and cooling, Section 122(a) and (b).
2. Heat pumps with supplementary electric resistance heaters shall have controls per Section 112(b).
3. Each space conditioning system shall be installed with an automatic time switch, able to shut off operation during off-hours of up to four
hours, per Section 122(e)1.
4. Thermostat setup and setback controls are required if the summer design dry bulb temperature is more than 99 degrees F, or if the winter
design temperature is less than 33 degrees, per Section 122(e) 2, and its exceptions.
5. Outdoor air supply and exhaust equipment shall be installed with dampers that automatically close during periods of non-use for the areas
served by the equipment, per Section 122(f).
6. Each space conditioning system serving multiple zones with a combined conditioned floor area more than 25,000 square feet shall be
designed, installed, and controlled to serve isolation areas, per Section 122(g).
SERVICE WATER HEATING SYSTEMS
1. Temperature controls and recirculating pump controls shall meet the requirements of Section 113(a) and (b).
2. Flow rates and temperature controls for public lavatories shall meet the requirements of Section 113(b}3.
3. Unfired service water heater storage tanks and backup tanks for solar water heating shall comply with Section 113(b}4.
