Please revise the plans to show a complying set of stairs to access the storage mezzanine per the requirements of USC Section 1003.3.3 and 509. Provide design and calculations from the Engineer for the stairs, landing and guardrail. Please revise the plans to show the stairs to comply with section 1003.3.3.3( the rise of the stairs shall not exceed 7" and the run of the stairs shall not be less than 11" ), with section 1003.3.3.6 show a handrails (Section 1003.3.3.6): • Handrails are required on each side of stairways. Stairways less than 44" wide or stairways serving one dwelling unit may have one handrail (if not open on both sides). • Handrails and extensions shall be 34" to 38" above nosing of treads and be continuous. • The handgrip portion of all handrails shall be not less than 1-1/4 inches or more than 2 inches in cross-sectional dimension. Handrails projecting from walls shall have at least 1-1/2 inches between the wall and the handrail. • One rail shall extend 12" beyond top and bottom risers. • Ends of handrails shall be returned or shall have rounded terminations or bends. Please provide a shear wall schedule and indicate on the plans the location of all shear walls and their lengths. Please clarify the note on the foundation plan to show an additional 2, #4 reinforcing bars 6' in length at the top and bottom. Please provide a detail for the support of the 4x8 beam at the top of the stairs carrying the landing load shown on section A. How does it attach to the outside staircase wall. Is there a post to support it? Please provide a detail for the attachment of the full height mezzanine walls to the roof structure. Our investigation was performed to provide geotechnical recommendations for the design of commercial building foundations. Our investigation utilized the 30-scale "Plot Plan of Lot 8, Carlsbad Research Center and the Carlsbad Tract 81-10, Carlsbad Research Center, SO-scale Grading Plans, both by Rick Engineering." SCOPE OF SERVICES The scope of services provided for this Foundation Investigation includes: A. Review of in-house plans and reports pertinent to the project (See Appendix A); B. SITE .VESCRIPTION The subject lot is located just south of Faraday Avenue, north of Palomar Airport, as shown on the Location Map, Figure 1. The site is a flat graded lot created by cutting the gentle south- facing slope originally present at the site. The daylight be- tween cut and fill is located just beyond the southern boundary of the site. Access to the site is from El Camino Real, then proceeding west on Faraday Avenue. Previous grading on the sub- ject site was performed under the testing and observation of this firm during 1982 (Reference 4). PROPOSEV VEVELOPMENT Proposed development consists of four single-story tilt-up concrete office-commercial/industrial buildings with adjacent paved parking. Grading for the site will .involve processing of loose surface soils in the paving areas. Grading may also be necessary to mitigate the expansive potential of the soils, and to provide proper drainage for the site. FIELV EXPLORATION Subsurface conditions were explored by·drilling three large dia- meter borings to a maximum depth of 20 feet. The approximate locations of the borings are· shown on the Plot Plan, Plate 1. The logs of the borings are presented in Appendix ·B, Figures B-2 through B-4. D.rilling, logging and sampling for laboratory testing were con- ducted under the supervision of a geologist. Ring samples were obtained by driving a lined sampling spoon into the soil with a 3400 pound Kelly bar. The blow count for one foot of penetration was recorded and is indicated on the accompanying Logs of Borings. Further description of sampling procedures is included in Appendix B. LABORATORY TESTING Samples representative of the earth materials excavated during our ·field exploration were returned to the laboratory for testing. The testing program consisted of Moisture-D~nsity determinations, Atterberg Limits, Maximum Density determinations, Expansion Tests, R-value, consolidation test, direct shear, and Sulfate Analyses, of ring and bulk samples. Descriptions of all the laboratory tests performed are presented in Appendix C and -specific laboratory test results are presented in Figures C-1 through C-4. ENGINEERING CONSIVERATIONS A. General Descriptio~ of Soils/Bedrock The Logs of Borings in Appendix B indicate that the predominant material at the subject site is Point Loma Formation. Silty claystone intact bedrock. is generally moist and very stiff to hard. The bedrock-is weathered and fractured near the fill- bedrock contact at the southern boundary of the lot (Plate 1). B. Structural Loads The preliminary structural loads are relatively moderate loads and can be supported by exposed bedrock material. The area of weathered bedrock (Plate 1) appears soft and probably will not accept structural loads without remedial grading. Recom- mendations for remedial grading to mitigate the effect of soft weathered soils on proposed structures are incurred herein. c.· Expansive Soils The results of expansion tests conducted during the course of this investigation indicate that the on-site ~oils have medium to high expansion potential. Expansion of near-surface soils could damage structures and exterior flatwork. Recommendations to mitigate the affect of expansive soils on proposed improve- ments are incurred herein and should be incorporated in project planning and design. ,i .,,. '. ~\ :~: - .. General Job No: SD1209-00 Log No: SO3-2739 Page Six The proposed construction is feasible from a geotechnical standpoint. Conventional spread an~ continuous footings may be utilized to support the strµctural dead and live loads. Two cortstra~nt~ on the propos~d construction are: 1. Resul~s of expansion tests indicate that the on-site bedrock materials have a medium to high expansion portential. 2. Weathered bedrock appears relatively·soft to a depth of approximately l foot. Recommendations to mitigate these constraints are presented below. B. Remedial Grading To mitigate the expansion potentials of the on-site soils and the relatively soft weathered bedrock, remedial grading in the building and parking areas is recommended as follows: 1. Building Areas Three alternative methods of site preparation for building areas are presented below. a. It has been our experience that mitigation of expan- sion potential by presoaking prior to pouring slabs in cut areas Underlain by the Point Loma Formation is very difficult to accomplish. It is, therefore, recommended that an area extending 5 feet beyond the ,. Carlsbad Research Center September 30, 1983 Job No: SD1209-00 Log No: SO3-2739 Page Seven proposed buildings be excavated to a depth_of 3 feet below existing grade, brought to 5 percent above optimum ~oisture content and recompacted to 87 to ·92 percent of the maximum density as determined by ASTM D-1557-78. The recompacted soil should be 4 to 5 percent over optimum moisture immediately prior to placement of concr~te. ~he moisture content should be approved by.the Soils Engineer. ,- b. Supgrade .soils within building 'areas and to 5 feet beyond may be treated with lime.to reduce their expan- sion potential. If this alternative is selected, further analysis should be performed to determine the affect of lime on the on-site soils. Typically, the upper 12 to 24-inches of the slab subgrade soils are treated with 2 to 3 percent lime by dry weight. Lime should be well mixed with the subgrade soils by the use of a Pugrnill mixer or similar equipment. Improper mixing of the lime could adversely affect structures at a later date. c. The expansive potential of the on-site soils may also be mitigated by selective grading. If this alterna- tive is selected, we recommend that the building areas and to 5 feet beyond in each direction be capped with a minimum of 2-1/2 feet of non-expansive (U.B.C. Expan- sion Index less than 20) soils. Prior to placing fill, the exposed subgrade soils should be moisture conditioned, scarified to a depth of 8 to 12-inches and recompacted to a minimum of 90 percent relative compaction. Parking Areas It is recommended that subgrade soils be scarified to a depth of 8 to 12-inches, brought to near optimum mois- ture content and compacted to·at least 90 percent relative compaction, prior to placing base. The site should be cleared of any·e~isting vegetation and miscellaneous debris. Fill·soils sould be brought to recom- mended moisture conditions ~nd compacted in 6 to 8-inch thick layers to a minimum of 90 percent of the maximum density, or as specified, based upon ASTM Test Method D-1557-8. Foundation and Slab Recomrriendations The following recomrnenda·tions are preliminary in nature and are subject to verification or revision at the conclusion of precise grading. The results of expansion testing on the existing surficial soils indicates that these soils have medium.to high expansion potential. The following recommendations are empirically derived in con- sideration of expansion potential. These recommendations are considered generally consistent with the Standards of Practice. The potential for favorable foundation performance can be ' further enchanced by maintaining uniform moisture conditions. These preliminary recommendations should be confirmed by expansion testing at the completion of precise grading. Carlsbad Research Center September 30, 1983 Job No: 5D1209-00 Log No: SO3-2739 Page Nine The concrete configurations and reinforcement recommendations herein should not be considered to·preclude more restrictive c~iteria by the governing agenci~s or by structural consi- derations.· A Structural Engineer should evaluate configura- tion and reinforcement requirements ·for structural loadings, shrinkage and temperature stresses. 1. R~~Q~ended Tzye of Founqati9n The recommended type of foundation ·to support dead and live loads is spread footings, either square or continuous. It is recommended that all footings be founded in firm bed- rock or compacted fill as evaluated in the field during con- struction. Footings may be deeper than 18-inches in the area of weathered bedrock shown on Plate l (Buildings 3 a~d 4). a. Columns Columns may be supported on spread footings, a mini- mum of 18-inches below floor slab subgrade. Rein- forcement should be based on structural loading. b. Walls Exterior and interior footings should be continuous and founded at leas{~inches_Jbelow lowest adjacent subgrade. Reinforcement in exterior and interior footings should consist of a minimum of four No. 4 reinforcing pars, placed two at the top and two at the bottom. 2. Floor Slabs Floor slabs should be a minimum of 5-inches thick, rein- forced with No. 3 bars (both directions) at 18-inches ' ~- . '. Slabs and footings should.be doweled to~e~her with No. 3 dowels at 36-inches on center. Slabs should be underlain by 4-inches of rounded gravel or clean sand 'and a 6-mil'visqueen mois- ture barrier, plus a minimum of 1-inch of clean sand between the s1~ and visqueen. 3. Exterior Flatwork Provided some -differential movement can be tolerated, exterior slabs on grade (i.e., patios, wal~ways) may be limited to 3.5-inches in thickness and should be reinforced with 6x6-6/6 wire mesh. A 4-inch granular base should be provided below the sl_abs. Al though presoaking is not a requirement, moisture coµtent of optimum or above should be maintained prior to placement of concrete. Slabs should be appropriately jointed for crack control. 4. Allowable Bearing Pressures for Footings The recornrnend~d allowable bearing pressure for spread footing~ is~~~re foot provided the foot1ngs are atleas~d~Jwith a minimum of 18-inches embedment. The allowableoearing pressure may be increased one-third for short term wind or seismic loading. Where located adjacent to utility trenches, footings should extend below a one-to-one plane pro- jected upward from the inside bottom of the trench. 5. Expected Settlement Settlement under the maximum column loads will be less than 0.5-inch. Differential settlement between wall and column loads will be on the order of 0.25-jnch. .1 Carlsbad Research Center September 30, 1983 6~ Lateral Load Resistance Job No: SD1209-00 Log No: SD3-2739 Page Eleven Lateral· loads against buildings may be resisted by fric- tion hetween the bottom of footings and the supporting soils. An allowable friction coefficient of 0.35 is recommended. :Alternatively, an a1·1owable lateral bearing pressure equal to an equival~nt fluid pressure of 300 pounds per square foot per foot of depth t9 a maximum of 1,500 pounds per square foot may be used, provided the footings are poured tight against undisturbed soils. E. Post-1epsioned Slabs As an option to conventional foundations, post-tensioned slabs may be used. Although typically more expensive, post-tensioned slabs have an excellent performance record. 1. Design Criteria Post-tensioned slabs should be designed by a Structural Engineer for an allowable dead plus live load bearing pressure of 750 pounds per square feet. The differential movement recommended for design purposes is a 2 percent gradient in 10 feet horizontal. 2. Subgrade Treatment Post-tensioned slabs should be underlain by a 10-mil moisture barrier with 1-inch of clean sand placed between the slab and moisture barrier. The barrier should be sealed at all splices and care should be taken not to puncture the barrier during construction. 3 •. · Thickened Edge Post-tensioned slabs should have a thickened perimeter edge extending at least 12-inches into the slab subgrade soils. .- ,. ,t . G. Footing Observation All footing e.xcavations should be observed by the Soi-ls Engineer prior to placing reinforcing steel and concrete. H. Pa.veg Areas Pavement sections were determined by the method presented in Flexible Pavement Structural Section Design Guide for California Cities and Counties by California Department-of Transportation, 3rd Edition, January 1979. Based on R-value test results and the assumed traffic index, the following pavement sections are recommended:- Passenger Car Parking (T.I. = 4.0) Truck Loading and Driveways (T.I. = 5.5) 2 1/2-inches of asphaltic concrete on 5-inches of rock base (Type II) or 5 1/2- inches of D.G. 4-inches of asphaltic con- crete on 5'-inches .of rock base (Type II) or 5 1/2- inches of D.G. The upper 8 to 12-inches of sub~rades should be scarified, brought t~ near optimum moisture content, and compacted to at least 90 percent relative compaction. Base course should be compacted to at least 95 percent relative compaction. Com- paction should be in accordance with ASTM Test Method D-1557-78. Carlsbad Research Center September 30, 1983 Job No: 8D1209-00 Log No: SD3-2739 Page Thirteen Specifications for aggregate base may be selected from Section 200-2 of "Standard Specifications for Public Works Construction" and should have an R-value.of 78 or more. . . , Specifications for Decomposed Granite (D.G.) may be selected from this reference, Section 400-2.3.2, and should have an R~value of at least 73 and a sand equivalent of at least 30. If practical, selective grading in street areas may be con- sidered for the purpose of reducing pavement section require- ments. If it is considered practical to place.about 1 foot ·of good granular material in s~reet subgrade areas, the re- quired aggregate base material section could be reduced sub- stantially. I. Drainage To enhance-future site performance, it is recommended that all pad drainage should be collected and directed away from pro- posed structures to disposal areas. For ~oil areas, we recommend that a minimum of 2 percent gradient be maintained. Due to the expansive nature of the on-site soils, it is impor- tant that drainage be directed away from foundations and that recommended drainage patterns be established at the -time of fine grading and maintained thro~ghout the life of the struc- tures. Property owners should be made aware that altering drainage patterns, landscaping, the addition of patios, planters, and other improvements, as well as irrigation and variations in seasonal rainfall, all affect subsurface moisture conditions, which in turn affect structural performance within expansive soil areas. Trench Backfill Job No: 5D1209-00 Log No: $D3-2739 Page Fourteen It is our opinion that utility trench backfill consisting· of the on-site material types could be b~st placed by mechan- ical compaction to a minimum of 90 percent of the laboratory maximum density. As·an alternative, granular material ($and equivalent greater than 30) may be thoroughly jetted in-place; however, jetting should oniy be considered to apply to trenches no greater than 2 feet in width. Fo~lowing jetting operations, trench backfill should be thoroughly ~nd mechanically compacted and/or wheelrolled from the surface to a minimum of 90 percent of the laboratory maximum density. Exterior trenches extending below a 1:1 projection from the outer edge of foundations sh~uld be mechanically compacted to a minimum of 90 percent of the laboratory maximum density. If utility contractors indicate that it is undesirable to use compaction equipment in close proximity to a buried con- duit, we would recommend the utilization of light-weight mechanical compaction equipment and/or shading of the conduit with clean granular material, which·could be thoroughly jetted in-place above the conduit, prior td initiating mechanical compaction procedures. Other methods of utility trench com- paction may a.lso be appropriate as approved by the Soils Engineer at the time of construction. SUMMARY As foundation and grading plans are completed, they should be for- warded to the Soils Engineer for review for conformance with the intentions of these recommendations. The samples taken.and used for-testing and the observations made ~re pelieved representative. of the entire project; however, soil and geologic conditions can vary significantly between borings, and sur_f a·ce outcrops. As in most major projects, con¢iitions revealed by excavation may be at variance with preliminary.findings. If this occurs, the. changed conditions must be evaluated by the Project Soils Engineer and Geologist and designs adjusted as required or alternate designs recommended.
