Registered Elect License No. 7701 Engineer cei 3 — Summary r designers begin to deal with standards at the beginning of each, project Some features can be studied only after the designer has a program For example, lighting depends on specific functional criteria which have a strong influence on the development of schematic de signs However, some of the criteria for mechanical systems cannot be in corporated until working drawings are made By using this manual, owners, architects, engineers, and builders should be able to identify some im- portant issues they might not other wise consider 3 4, COMPLIANCE WITH THE ENERGY BUDGET PERFORMANCE STANDARDS The annual energy consumption for a proposed design, which will attempt to comply with the energy budget stan- dards of Division 2, must be calculated by a certified computer program Refer to Chapter 5 of this manual for further information on acceptable computer programs If nondepletable energy is utilized, the energy obtained from nondepletable sources can be added to the energy budget as given in Division 2 (see Chapter 5), thereby increasing the energy budget If nondepletable ener- gy provides more than 40 percent of the building's annual energy for heat- ing, cooling and water heating, or more than 20 percent of the building's total annual energy use, it is not neces sary to comply further with any por- tion of the standards However, special documentation is required as described in Chapter 5 35 COMPLIANCE AND EXCEPTIONS 1 Any new nonresidential building complies if it is designed to fully meet the requirements of Divisions 4 through 9 of the standards See Chapter 4 of this manual 2 Designs which do not comply with Divisions 4 through 9 of the standards must not exceed an annual energy budget This budget is found in Divi- sion 2 for various classes of buildings See Chapter 5 of this manual 3 Buildings with an occupancy less than 50 persons and a gross area less than 1,000 square feet need comply only with the requirements of the fol- lowing portions of the standards Div 4 - Building Envelope Div 5 - Insulation requirements of HVAC systems Div 6 - HVAC equipment Div 7 - Service water heating Div 9- Lighting If buildings of this size do not fully comply with the requirements, they must be analyzed for compliance with the energy budgets of Division 2 A building department may waive the re- quirements for documentation of these small buildings 4 If proposed designs include nondepletable energy sources for which budget credits are claimed, the design must be subjected to the same analysis as required for other designs applying for compliance under the energy budgets See Chapter 5 5 The energy conservation standards do not apply to energy used by pro cessing and manufacturing equipment Similarly, they do not apply to the supply of make up air, water, heating or cooling such appliances might need 6 Division 4 of the standards. Build- ing Envelope, does not apply to build- ings if the heating or cooling system output does not exceed 10 Btu/hr per square foot of conditioned floor space 7 The designated occupancy of new buildings cannot be changed unless the building is modified to comply with the energy standards applicable to the proposed new occupancy 8 Mixed occupancy buildings — those with both residential and nonresi dential uses — must comply m the fol- lowing way a when more than 30 percent of the gross floor area is nonresidential, the entire building must comply with the nonresidential standards b when 30 percent or less is nonresi- dential, each portion of the building must conform to the appropriate stan- dards, nonresidential or residential (See Chapter 8 ) 9 For additions, alterations, renova- tions or repairs to existing buildings, the designer must show compliance as follows (a) When the cost of additions, al- terations, renovations or repairs with- in any 12-month period exceeds 50 V percent of the replacement value of the existing building, the entire build- 34 ESGIL CORPORATION 9320 CHESAPEAKE DR..
