GRADING PERMIT REQUIREMENTS The conditions that invoke the need for a grading permit are found in Section 11.06.030 of the Municipal Code. 7a. All process wastewater must meet the industrial waste discharge standards as set forth in the Pretreatment Ordinance adopted by the Encina Wastewater Authority AJ?ril-25~ 1990.
