Inspection of Lots for
Proposed Duplex Condominiums
Lot 212 of Lo Costa South Unit No. 3,
Lots 215 and 248 of La Costa Meadows Unit No. 1,
Lot 369 of La Costa Meadows Unit No. 2
Carlsbad, California
Pursuant to your request, we have inspected the subiect lots in the Lo Costa area of
Carlsbad, California. It is understood that duplex condominiums ore planned for
construct ion on these lo ts.
The lots were inspected by a representative of our organization on September 20, 1983
and it is concluded that the soil conditions are essentially the some os existed at the
completion of the site grading in 1969, 1970, 1971 and 1972. The lots hove been scarified
to depths of 6 to 12 inches below the existing ground surface and minor amounts of trash
and debris have been scattered over the surface of oil the lots. Loose fill soils, approximately
one foot in thickness, hove been spread over the southwesterly portion of Lot 212 of
La Costa South Unit No. 3. It is recommended that these existing loose upper soils on
all lots should be removed to firm natural ground or previously compacted fill and the areas
then should be brought to the proposed finished grade with filled ground uniformly compacted
to at least 90 percent of maximum dry density.
Special recommcndatiom for construction on each lot are presented as follows:
• Lot 212 of Lo Costa South Unit No. 3 -The soils in the upper three feet below existing
grade have been classified as having a low expansion potential. Therefore, special design
and precautions for expansive soil conditions wi II not be required.
Footings placed at least one foot below the lowest adjacent ground surface may be designed
for an allowable bearing value of 2000 pounds per square foot • .

Lot 215 of La Costa Meadows Unit No. 1 -The salls in the upper three feet below existing
grade have been classified as Type A (critically expansive), Therefore, in order to minimize
possible detrimental effects caused l,y these potentially expansive soils, the following spcciol
design and precautions are recommended:
1. Use continuous interconnected reinforced concrete footings, where possible, and place
these at a minimum depth of 2.0 feet below the lowest adjacent exterior final ground surface,
If isolated interior column footings are required, these should be placed at a depth of 2.5 feet
below the lowest adjacent ground surface.
2, Reinforce and interconnect continuously with steel bars all interior and exterior footings
with one 15 bar at 3 inches above the bottom of the footings and one 115 bar placed 1 1/2
inches below the top of the stems of the footings,
3. Raised wooden floors that span between continuous footings are best, or use concrete slabs
reinforced with at least 6 x 6 -10/10 welded wire fabric. A minimum of 4 inches of crushed
rock 3/4 to 1 inch in size should be placed beneath all concrete slabs and covered with a
moisture barrier, Two Inches of clean sand should then be placed over the moisture barrier and
below the bottom of the slab,
4. Separate garage slabs from perimeter footings by a 1/2 inch thickness of construction felt
or equivalent, to allow independent movement of garage slabs relative to perimeter footings.
Assure complete separation by extending the felt over the full depth of the front thickened
edge of the garage slab. Also, cut off the garage door stops at least 1/2 inch above the slab,
5. Exercise every effort to assure that the soil under the foundations and slabs has a uniform
moisture content, 3 percent to 4 percent greater than optimum throughout the top 3 feet below
finished grade at the time of placing foundations and slabs.
6, It Is recommended that positive drainage, 6 inches of vertical foll in 6 feet horizontally,
should be provided around the perimeter of the buildings in landscaped areas, Drainage systems
should also be provided to col le ct all runoff from roofs and conduct the water in watertight
pipes either into the streets or storm drains, All surface drainage should be prevented from
ponding adjacent to or running over the tops of slopes. Inlet boxes and watertight pipes should
be installed when necessary to comply with the above requirements,
Footings placed at least 2.0 feet below the lowest adjacent ground surface on Lot 212 may be
designed for an allowable bearing value of 1930 pounds per square foot.
Lot 248 of La Costa Meadows Unit No. 1 and Lot 369 of La Costa Mzadows Unit No, 2
The soils in the upper three feet below existing grade on these lots have been classified as
Type B (marginally expansive), The special design recommendations should be the same for these
lots as for Lot 215 with the following two modifications:
1, The continuous footings may be placed at a minimum depth of 18 Inches below the lowest
adjacent exterior final ground surface rather than the two feet recommended for Type .A, Lot 215,

2. Single 14 bars placed as dfrected (above) near tops and bottoms of all Tn~erior and exterior
footings may be substituted for the II 5 bars recommended for Type A, Lot 215.
Recommendations 3 to 6, inclusive, as listed for Type A, lot 215, are also applicable to the
Type B lots.
Footings on Lots 248 and 369 may be designed for an allowable bearing value of 1930 pounds
par square foot.

APPLICATION FOR SEWER SERVICE
The application must be signed by the owner (or his representative) of the property
to be served. The total charges must be paid to the District at the time the application i s
submitted.
APPLICANT MUST SUBMIT EVIDENCE OF BUILDING PERMIT WITHIN 60 DAYS.
FAILURE TO MAKE SUCH SUBMITTAL WILL RESULT IN AUTOMATIC CANCELLATION
OF THE SEWER PERMIT. THE SEWER CONNECTION FEE LESS A $50 ADMINISTRA-
TIVE FEE WILL BE REFUNDED.
A six-month construction period shall be provided and sewer service charges for the bal-
ance of the fiscal year shall be collected at the time of application for sewer permits.
Sewer service charges for subsequent fiscal years shall be collected on the tax roll in the
same manner as property taxes. If the six-month construction period extends into the sub-
sequent fiscal year, a prorated sewer service charge for that fiscal year shall be collected
on the tax roll in the same manner as property taxes. The full sewer service charges for all
subsequent years shall be collected on the tax roll in the same manner as property taxes.
There will be no additional fee or refund if service actually commences on a different date.
The prorated sewer service charge shall not be required in those applications for sewer
permits for subdivisions. Such applicants shall be required to notify the District, on
forms provided by the District, of escrow closings on individual properties within the
subdivision. Sewer service charges shall commence upon close of escrow and will be the
responsibility of the buyer.

District". The service·' lateral is that part of the sewer system that extends from the main
collection line in the street (or easement) to the point in the street (at or near the
applicant's property line) where the service lateral is connected to the applicant's building
sewer. The applicant is responsible for the construction, at the applicant's expense, of
the sewer pipeline (building sewer) from the applicant '-s plumbing to the point in the street
(or easement) where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made
by the applicant at his expense. The connection must be made in conformity with the District's
specifications·, rules and regulations; and
IT MUST BE INSPECTED AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM
MAY BE USED BY THE APPLICANT. THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE
MUST NOTIFY THE DISTRI~ AT THE TIME INSPECTION IS DESIRED. ANY CONNECTION
MADE TO THE SERVICE LATERAL OR COLLECTION LINE WITHOUT PRIOR APPROVAL AND
INSPECTION BY THE DISTRICT WILL BE CONSIDERED INVALID AND WILL NOT BE ACKNOWLEDGED.
The Inspection Deposit will be refunded upon the completion of satisfactory inspection of
the connection to the District's sewer system. The inspection deposit shall not apply in those
cases in which the applicant has paid plan check and inspection fees for a subdivision.
