A number of items remain unresolved from the informal application list transmitted to you.
Generally, tenant improvement plans are not simply written descriptions of the required work;
plans are usually drawn to visually show compliance with applicable codes. The Uniform Codes
require plans to be drawn to demonstrate the details of the proposed construction. Please take
the time to draw, or have drawn, the following details so that your application can be processed:
1. The Uniform Mechanical Code, Chapter 20 is the applicable Code section for Commercial
Hoods and Kitchen Ventilation. Please consult this document and design all of the kitchen
exhaust hoods and kitchen ventilation systems to meet the requirements of this Chapter. Detail
the method of constructing the hoods and shafts for the hoods visually (by drawing the hood and
shaft system). Please see attached UMC Section 302 (b). If you have listed commercial cooking
appliances that do not require hood and/or shafts, include the installation or listing
recommendations along with your application.
2. Provide a plumbing isometric drawing to show the proposed plumbing system. An isometric
drawing shows the proposed plumbing system in a three dimensional view and shows all pipe
sizes. Floor drains are required to be primed.
When the City receives the above drawings and hood calculations, the plans will be reviewed
for compliance with the Uniform Codes.

Chapter 3
PERMITS AND INSPECTIONS
Permits
Sec. 301. (a) Permits Required. Except as permitted in Subsection (b) of this
section, no mechanical system regulated by this code shall be installed, altered,
repaired, replaced or remodeled unless a separate mechanical permit for each
separate building or structure has first been obtained from the building official.
(b) Exempt Work. A mechanical permit shall not be required for the following:
1. A portable heating appliance, portable ventilating equipment, portable
cooling unit or portable evaporative cooler.
2. A closed system of steam, hot or chilled water piping within heating or
cooling equipment regulated by this code.
3. Replacement of any component part or assembly of an appliance which
does not alter its original approval and complies with other applicable
requirements of this code.
4. Refrigerating equipment which is part of the equipment for which a permit
has been issued pursuant to the requirements of this code. ,
5. A unit refrigerating system.
Exemption from the permit requirements of this code shall not be deemed to
grant authorization for work to be done in violation of the provisions of this code
or other laws or ordinances of this jurisdiction.
Application for Permit
Sec. 302. (a) Application. To obtain a permit, the applicant shall first file an
application therefor in writing on a form furnished by the code enforcement
agency for that purpose. Every such application shall:
1. Identify and describe the work to be covered by the permit for which
application is made.
2. Describe the land on which the proposed work is to be done by legal
description, street address or similar description that will readily identify
and definitely locate the proposed building or work.
3. Indicate the use or occupancy for which the proposed work is intended.
4. Be accompanied by plans, diagrams, computations and specifications and
other data as required in Subsection (b) of this section.
5. Be signed by the applicant or an authorized agent of the applicant.
6. Give such other data and information as may be required by the building
official.
(b) Plans and Specifications. Plans, engineering calculations, diagrams and
other data shall be submitted in one or more sets with each application for a
permit. When such plans are not prepared by an architect or engineer, the building
official may require any applicant submitting such plans or other data to demon-
strate that state law does not require that the plans be prepared by an architect or
engineer. The building official may require plans, computations and specifica-

tions to be prepared and designed by an engineer or architect licensed by the state
to practice as such even if not required by state lawv
EXCEPTION: The building official may waive the submission of plans, calcu-
lations or other data if it is found that the nature of the work applied for is such that
reviewing of plans is not necessary to obtain compliance with this code!
(c) Information on Plans and Specifications. Plans and specifications shall
be drawn to scale upon substantial paper or cloth and shall be of sufficient clarity
to indicate the location, nature and extent of the work proposed and show in detail
that it will conform to the provisions of this code and relevant laws, ordinances,
rules and regulations.
Plans for buildings more than two stories in height of other than Groups R,
Division 3 and M Occupancies shall indicate how required structural and fire-
resistive integrity will be maintained where a penetration will be made for
electrical, mechanical, plumbing and communication conduits, pipes and similar
systems.
Permit Issuance
Sec. 303. (a) Issuance. The application, plans, specifications, computations
and other data filed by an applicant for permit shall be reviewed by the building
official. Such plans may be reviewed by other departments of this jurisdiction to
verify compliance with applicable laws under their jurisdiction. If the building
official finds that the work described in an application for a permit and the plans,
specifications and other data filed therewith conform to the requirements of this
code and other pertinent laws and ordinances and that the fees specified in Section
304 have been paid, the building official shall issue a permit therefor to the
applicant.
When issuing a permit where plans are required, the building official shall
endorse in writing or stamp the plans and specifications "APPROVED." Such
approved plans and specifications shall not be changed, modified or altered
without authorization from the building official, and all work regulated by this
code shall be done in accordance with the approved plans.
The building official may issue a permit for the construction of a part of a
mechanical system before the entire plans and specifications for the whole system
have been submitted or approved, provided adequate information and detailed
statements have been filed complying with all pertinent requirements of this code.
The holder of a partial permit may proceed without assurance that the permit for
the entire building, structure or mechanical system will be granted.
(b) Retention of Plans. One set of approved plans, specifications and compu-
tations shall be retained by the building official until final approval of the work
covered therein. One set of approved plans and specifications shall be returned to
the applicant, and said set shall be kept on the site of the building or work at all
times during which the work authorized thereby is in progress.
(c) Validity of Permit. The issuance of a permit or approval of plans, specifica-
tions and computations shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of this code or of other ordinance of the
jurisdiction. Permits presuming to give authority to violate or cancel the provi-
sions of this code or of other ordinances of the jurisdiction shall not be valid.

A). 4 ft by 4 ft Class 3 stainless steel hood, with filter bank, filters, and
exhaust fan. Duct through roof. This hood is for Neico #1015 continous
broiler. This piece of equipment is self enclosed and does not require a
class 3 hood - only a simple exhaust hood. Therefore no shaft will be
necessary.
B). 3.5 ft by 9 ft Class 3 stainless steel hood, with filter bank, filters, and
exhaust fan. Duct through roof. This hood is for deep fat fryers. Shaft, if
required, to be made of standard steel studs attached to concrete wall
and roof framing with 1 layer 5/8 type x sheetrock (firetaped) on each side

3. Cooler and Condenser. ACA has purchased two portable refrigeration units
from Pacific Refrigeration. The refrigeration equipment is mounted on the
units. ACA will be providing electrical connection (one 20 amp 3 phase, one
40 amp 3 phase) and floor sinks for the condensate. No equipment will be on
the roof.
4. Electrical panel schedules both existing and proposed have been submitted.
5. Plumbing diagrams have been submitted. PVC has been changed to copper.

PURPOSE:
INTENT:
PROVIDE INSTALLATION STANDARDS FOR ALL ROOF MOUNTED EQUIPMENT AND
PENETRATIONS ON COMMERCIAL AND INDUSTRIAL BUILDINGS.
A. Maintain roof integrity.
B. Prevent hazardous condition to firemen who must fight fire on the roof.
C. Provide an installation that is aesthetically sensitive to the building and the
adjoining properties.
POLICY: 1. All equipment shall be concealed from view and the design* shall meet the
approval of the Planning Department.
2. All equipment shall be specifically designed and approved for exterior use and
shall be approved by the City of Carlsbad Building Department.
3. All roof mounted equipment shall be on a platform which shall be an integral,
part of the roof-flashed and waterproofed. When a screen is approved, it shall
have as few roof connections as possible and be structurally adequate.
4. All electrical, plumbing, mechanical duct work and related piping shall be inside
the building and not on the roof. All connections related to equipment shall be
made in the same roof opening on the platform or have the prior approval from
the building official.
5. Sewer vents shall be brought to one main vent below the roof and have one
penetration where restrooms or other plumbing fixtures are back to back or in
the general proximity.
Air exhaust fans and other equipment shall be within the building and use the
same roof opening where restrooms and other equipment are back to back or in
general proximity.
6. Existing buildings and equipment, remodel or replacement, shall meet the above
regulations or shall have the prior approval from the building official.
7. Where new equipment is installed, unused or abandoned equipment, including
all roof mounted piping, electrical, mechanical, duct, and other related
appurtenances shall be removed from roof and unused openings properly sealed
to maintain roof integrity.
*The architect should,, through design, conceal the heating/AC unit and other equipment whether
they are on the roof or elsewhere.
