Visually inspected the fillet welding of the weld plate connections at beam bracket panel #22, (panel 30 to 31 to 32A), 32 to 32B, (34 to 35A), 35 to 35B to 36 to 37, (38 to 39 to 40 41A), 42 to 43, and (44 to 1). Verified the carbon equivalent of reinforcing steel welded with mill certificates noting chord bars to be A-706 requires no pre-heat per AWS A1.4. Carbon equivalent is .61 (#5 bars) and .60 requiring no preheat per table 5.2 of AWS D1.4. Certified welders were observed for proper welding procedures and techniques. Be able to provide sequential temperature control of heating and cooling capacity in each zone, if both heating and cooling are provided; 4. Provide a range of temperatures up to 10°F in which no heating or cooling is provided to the space/ if the HVAC system has both heating and cooling capability; 5. Be able to terminate all heating at 70°F or less; and 6. Be able to terminate all cooling at 78°F or more. EXCEPTION: Multiple zone HVAC sytems requiring concurrent operation of independent heating and cooling systems need not comply with Section 2-5315(a) 4, 2-5315 (a)5, and 2-5315(a)6. (b) Zoning. Each zone shall be provided with at least one of the devices specified in subsection (a) to control the HVAC system which serves the zone. Each floor of a building with conditioned space shall contain at least one zone. Ventilation Systems Sec. 2-5316. On mechanical ventilation supply and exhaust systems capable of moving more than 5,000 cfm of air, auto- matic dampers interlocked and closed on fan shut- down shall be provided. Control Devices for Indoor Lighting Sec. 2-5319. Controls for lighting loads within the building envelope shall meet each of the following re- quirements. (a) Each area enclosed by ceiling-height partitions shall have independent control of the lighting within that area. (b) Each area enclosed by ceiling-height partitions shall have at least one readily accessible manually operated switching device to control lighting within the area. For lighting controls, "readily accessible" means located so that a person using the device can see the controlled lights or the area being lit. Switching devices in addition to, but not instead of, the required readily accessible manually operated switching devices shall also be permitted. (c) The general lighting of any area 100 square feet or larger in which the connected lighting load equals or exceeds 1.0 watt per square foot throughout the entire area shall be controlled so that the load may be reduced by at least one-half while maintain- ing a reasonably uniform level of illumination throughout the area. FOOTING OBSERVATIONS ANDREX AT PALOMAR AIRPORT BUSINESS PARK LOT 2, BUILDING B CARLSBAD, CALIFORNIA Gentlemen: In accordance with your request, we have made observations of the excavations for certain spread footings at the subject site. The observations were made on October 27 and 31, 1983 utilizing foun- dation plans entitled, "Foundation Plan B, Industrial and Office Facilities for: Andrex Development Company, City of Carlsbad, California," prepared by Kowolski, Harding & Associates, dated April 9, 1981, revised September 20, 1982. The footings observed on October 27th were identified on the above foundation plan as coordinates H10, J10-J11, K10, M10-M11, O10, P,10-P,11. The footings observed on October 31st were identified as coordinates El-ElO, Hll, J5, K5, Kll, M3, M5, 05, and Oil. Each of the footings were ready to be cleaned and have reinforcing steel placed. In our opinion, the soil conditions are similar to those reported on the final report of grading and the subject footings were excavated to at least the minimum depths and widths recommended in our report dated December 16, 1980. Our observations indicated that soil conditions exposed in the footings consisted to clayey sand and sandy clay fill soil. The purpose of our evaluation was to see if the soil conditions beneath the footings have changed since the footings were poured approximately 4 years ago. We are presenting our findings and recommendations for the soil conditions encountered. Our work consisted of a review of our files concerning the subject site, consultation with the structural engineer, examining the soil conditions exposed in test pits excavated at selected footings and making engineering analysis. A review of files indicate that the subject site was graded in 1981. A report of the grading was issued by our firm on December 17, 1986 (revised April 21, 1982). Our review of the final compaction report indi- cates that expansive (fat) clay soils were brought to grade and properly compacted in accordance with specifications over the approximate north-western two-thirds of the building pad. The eastern one-third of the pad is underlain by cut formational soils consisting of sandstone and claystone of Tertiary age. Following the pad grading, and over 3 years ago, footings were constructed around the perimeter of the building as were interior column footings and portions of the floor slab. To our understanding no other construction has taken place on the lot, other than recently preparing and paving a portion of the parking lot. Consulting Engineers Geologists and Environmental Scientists Otdces in Other Principal Cit es Andrex Developmei Company Project No. 503324-EC02 April 23, 1886 Page 2 Wood ward-Clyde Consultants FIELD INVESTIGATION The plans used in our study are entitled "Foundation Plan 'B1 - Andrex Development Company," dated April 9, 1981, Sheet S-2 prepared by Kowalski Harding & Associates. Observation made at the site indicated that all footings shown on the plans are in place; the floor slab, with the exception of a 32 by 40 foot section near the center of the building, has also been constructed. The floor slab level is approximately 2 feet above the footings around the north, east and west sides of the building and about 4' to 5' above the footing in the loading dock area at the rear. On April 2, 1986, 26 test pits were excavated at selected footings to expose the underlying soils. The excavations were generally carried to depths below the footing ranging from 2J to 4 feet. The test pits were excavated with a tractor mounted backhoe having a bucket approximately 24 inches wide. Arrangements for the backhoe rental were provided by Andrex Development Company. The test pits were logged by the under- signed and a staff geologist and relatively undisturbed tube samples of the soil directly beneath the footing were obtained. Logs of the test pits are presented on Figures A-2 and A-3. A test pit was also excavated at a later date, on April 11, 1986, next to an interior footing (H-12) where the slab had not be poured. A compaction test was taken at the level of the bottom of the footing. Other interior footings could not be examined due to surrounding concrete slab. LABORATORY TESTS The samples obtained in the field were examined in the laboratory and visually classified. Representative samples were then tested for un- confined compressive strength. The results of these tests are found adjacent to the sample location on the Logs of Test Pits. DISCUSSION OF FINDINGS " From conversations with the structural engineer, column loads on the footings perimeter footings will range from 68 to 1.36 kips. Interior column loads will be 31 to 242 kips. According to our records, an allow- able soil bearing pressure of 3000 Ibs/sq. ft. were presented for the original design of the footings. It is understood that this value was used for their design. The soils underlying the perimeter footings in the eastern one-third of the building, footings nos. M-15, M-17, 17-O, 17-O, 17-P, 17-Q, Q-15, Q-14, Q-13, Q-12, Q-ll, Q-10, and Q-9 are underlain by dense and very hard formational soils. These formational materials seemed intact and although moist appear to have maintained their strength since excavation and placement of concrete. The perimeter footings poured in Compacted fill on the/western two-thirds . of the building, footing nos. L-l, N-7, O-3^P-5,XP -5/and Q-5 underlain by soft to firm, lean to fat clay (compacted filf to depths rang- ing from 1 to 4 feet. Moisture contents of the clay beneath the footings are high; samples indicate moisture contents ranging from 24 to 35 percent with an average of about 29 percent which is about 9% to 15% above the as compacted water content. Dry densities range from 84 to 91 pcf with an average of 88 pcf Calculations for allowable soil bearing pressure for the existing conditions of the soil beneath the perimeter footings indicate that there is no factor of safety against shear failure under the existing loads. Moreover, settle- ment calculations indicate that settlements from one to three inches could be expected when the footings are loaded to their anticipated load. It appears that the soils have received infiltrated moisture due to poor drainage around the pad while the site was idle over the 3 year plus period. The fat clay soils beneath the footings, being lightly loaded, generally less than 200 pounds per square foot, have heaved due to this increase in moisture content and the density has decreased. Soils beneath interior bearing footings, primarily due to the protection of the concrete slab, do not appear to have increased in moisture content. The elevated nature of the footings above the interior footings above the exterior of the building, appear to have helped in this regard. A mois- ture content of 21% which is about 1 percent above as compacted, was obtained in the pit at H-12. A density equivalent to above 90% relative compaction was obtained. There is little that can be done to stabilize the soils beneath the existing footings due to the very clayey nature of the materials. In our opinion it would be impractical to attempt chemical grouting compaction grouting or lime stabilization. Removal^of the footings and excavation and replacement of the soft clay soils appear to be the only option. RECOMMENDATIONS We recommend that the existing perimeter footings listed above (second paragraph under DISCUSSION OF FINDINGS), underlain by soft clay soils, be removed. The soils underlying the footing, should be excavated to firm, well compacted soil and the excavation filled with compacted Class II base material or equivalent. We recommend that the excavation and refilling of the footings be done under the observation of Woodward-Clyde Consultants and in accordance with the attached Specifications for Site Grading. We recommend that the excavation extend to a distance 2 feet outside the footing or a distance equal to the thickness of the footings whichever is greater.
