before the plans will be in conformance with the cited codes and regulations. The approval of
the plans does not permit the violation of any state, county or city law.
To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the
revised plans.
The following items have not been resolved from the previous plan reviews. The original
correction number has been given for your reference. In case you did not keep a copy of
the prior correction list, we have enclosed those pages containing the outstanding

Please make all corrections, as requested in the correction list. Submit three new complete sets
of plans for commercial/industrial projects (two sets of plans for residential projects). For
expeditious processing, corrected sets can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad
Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City
will route the plans to EsGil CorporatiOn and the Carlsbad Planning, Engineering and Fire
Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil Corporation is complete.
07/03/2008: REMINDER
All sheets of plans must be signed by the person responsible for their preparation.
(California Business and Professions Code).
07/03/2008: Per the architects' request, I did recheck my math and found that the entry
has not been added to the foot print on the site plan, sheet A-I. The addition as has
been calculated by the architect and myself is over 500 s.f. Per the City of Carlsbad,
additions over 500 sf require a soils report. The architect was notified of this requirement
by the City of Carlsbad on the first plan review list. Please show on the site plan the total
square footage of all new additions. As we discussed in detail this morning, the additions
now appears to be over 500 sf and requires a soils report per the City of Carlsbad.
06/24/2008: The area of the new entry has not been shown on A-I. Please correct.
05/27/2008: Please add the remodeled square footage to A-I.
Specify on the Title Sheet of the plans the gross floor area of each element of this
project, including dwelling, garage, carport, patio, deck and balcony. Sec. A106.1.1.
FOUNDATION REQUIREMENTS
Reprint from original correction list dated 03/12/2008,
A foundation/soils investigation is required for all projects in Seismic Design Categorie
C, D, E or F. Section 1802.2.

Provide a copy of the project soil report. The report shall include foundation design
recommendations based on the engineer's findings.

In Seismic Design Categories D,Eor F,, the soils investigation must address liquefaction,
and, if retaining walls are proposed, the soils investigation must address increased
loading on the walls due to earthquake motions. Section 1802.2.7.

Provide a letter from the soils engineer confirming that the foundation plan, grading plan
and specifications have been reviewed and that it has been determined that the
recommendations in the soils report are properly incorporated into the construction
documents (when required by the soil report).

Specify on the foundation plan or structural specifications sheet the soil classification, the
soils expansion index and the design bearing capacity of the foundation. Section

The soils engineer recommended that he/she review the foundation excavations. Note
on the foundation plan that "Prior to the contractor requesting a Building Department
foundation inspection, the soils engineer shall advise the building official in writing that:

The utility trenches have been properly backfilled and compacted, and
The foundation excavations, the soils expansive characteristics and bearing
capacity conform to the soils report."

Please provide a legible shearwall schedule. The shearwall schedule provided on sheet
A-2 is blurry, however, it appears that this wall intended to resist 520 plf yet the perimeter
nailing appears to be at 6 or 8 inches O.C. Please clarify. Also note that Special
inspection for seismic resistance shall be noted on the plans when nailing is 4 inches and
less on center per CBC 1707.
Provide complete structural details on the plans with cross referencing as needed to
show the structural framing will comply with the design calculations and building code
requirements. Section A106.1.1.

footage called out on the title sheet.

05/27/2008: The square footage of conditioned floor area on the plans is 2,099; 2,189 in
the energy compliance forms. Please correct.
The regulations require a properly completed and properly signed Form CF-1 R (4 pages)
to be either imprinted on the plans, taped to the plans or "sticky backed" on the plans, to
allow the building inspector to readily compare the actual construction with the
requirements of the approved energy. design.

Show on the plans compliance with the residential energy lighting requirements
(Mandatory requirement):
a) In the kitchen at least one-half of the wattage rating of the fixtures must be high
efficacy with non-high efficacy fixtures switched separately. Note: Approximately % of
the fixtures will be required to be of the high efficacy variety.
c) All other rooms require any installed fixtures to be high efficacy or be controlled by a
manually-on occupancy sensor or dimmer. (Closets under 70 square feet are. exempt).
Note: Generally a high efficacy style of fixture is fluorescent complete with electronic
ballasts. Regular incandescent, quartz halogen and halogen MR lamps do not comply.

Outdoor lighting fixtures are required to be high efficacy or controlled by a combination

Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that construction comply with the 2007 edition of the California
Building Code (Title 24), which adopts the following model codes: 2006 IBC, 2006 UPC, 2006
UMC and 2005 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied

NOTE: Where more than one smoke alarm is required to be installed within a
unit, the smoke alarms shall be interconnected in such a manner that the
activation of one alarm will activate all of the alarms in the unit. Section

ROOFING
8. Where an addition, alteration or repair to an individual dwelling unit or guestroom
in Group R requires a permit, battery-operated smoke alarms shall be installed in
the existing construction in accordance with the preceding item. Section
907.2.10.5.2.
9. Specify on the plans the following information for the roof materials, per Section
A106.1.1:
a). Manufacturer's name.
b) Product name/number.
c) ICC approval number, or equal.
10.: Specify roof slope on the plans.
11. Show location of attic access with a minimum size of 22"00", unless the
maximum vertical headroom height in the attic is less than 30 inches. Access
must be provided to each separated attic area. Section 1209.2.
CONCRETE AND MASONRY
12. When the proposed fireplace is masonry, please provide details on the plans for
it (showing rebar, foundation information, etc.). Section A106.1.1.

FOUNDATION REQUIREMENTS
It appears that you are installing the foundation for a new shop attached to the
garage but not erecting the structure. Please clarify the scope of work. If the
shop foundation is not included with this permit submittal, please remove from
the plans.
A foundation/soils investigation is required for all projects in Seismic De in
Categories C, 0, E or F. Section 1802.2.

15. Provide a copy of the project soil report. The report shall include foundation
design recommendations based on the engineer's findings.
16 In Seismic Design Categories DE or F, the soils investigation must address
liquefaction, and, if retaining walls are proposed, the soils investigation must
address increased loading on the walls due to earthquake motions. Section
1802.2.7.
17. Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soils report are properly
incorporated into the construction documents (when required by the soil report).
18. Specify on the foundation plan or structural specifications sheet the soil
classification, the soils expansion index and the design bearing capacity of the
foundation. Section A106.1.1.
19. The soils engineer recommended that he/she review the foundation excavations.
Note on the foundation plan that "Prior to the contractor requesting a Building
Department foundation inspection, the soils engineer shall advise the building
official in writing that:
The building pad was prepared in accordance with the soils report,
The utility trenches have been properly backfilled and compacted, and
The foundation excavations, the soils expansive characteristics and
bearing capacity conform to the soils report."
20. Note on plans that surface water will drain away from building and show drainage •
pattern. The grade shall fall a minimum of 5% within the first 10 feet (2% for
impervious surfaces). Section 1803.3.
21. Show foundation bolt size and spacing. Foundation bolt size and spacing for
braced walls must be clearly shown on the foundation plan.
22. Sill plate size and anchorage. F Anchor bolts shall be provided with
square washers in accordance with Section 2305.3.11. Show the 3" square X
0.229" plate on the plans.
23. Show size, embedment and location of hold down anchors on foundation plan.

24. Provide a roof framing plan for the roof over the new entry. Section A106.1.1.
25. Provide complete structural details on the plans with cross referencing as
needed to show the structural framing will comply with the design calculations

pitch, but for 4:12 roofs the roof live load may not be reduced below 20 psf. This
differs from previous codes. Section 1607.11.2.1.

33. Additional requirements for 1I (Conventional construction).
Structures, of conventional light-frame construction in SDC D and E, as
determined in Section 1616, should conform to Sections 2308.12.1 through
2308.12.9, in addition to the requirements for SDC B and C in Section 2308.11.
Braced wall line sheathing. Braced wall panels should be clearly
indicated on the plans. Braced wall lines should consist of braced wall
panels that meet the requirements for location, type, and amount of
bracing specified in Table 2308.12.4. Braced wall panels should start at
not more than 8 feet from each end of a braced wall line. Construction of
braced wall panels should be by one of the methods prescribed by this
section.
Steel plate washers. Steel plate washers shall be placed between the
foundation sill plate and the nut. Such washers shall be a minimum of 0.229"
by 3" by 3" in size. (Section 2308.12.8)
• MECHANICAL
34. Show on the plans the location, type and size (BTU's) of all heating and cooling
appliances or systems.
35. Show the minimum 30" deep unobstructed working space in front of the attic
installed furnace. Section .CMC Section 904.11.4.
36. The access opening to attics must be large enough to remove the largest piece
of mechanical equipment and be not less that 30" x 22". CIVIC Section 904.11.1.
37. Note that passageway to the mechanical equipment in the attic shall be
unobstructed, have continuous solid flooring not less than 24 inches wide, and
be not more than 20 feet in length from the access opening to the appliance.
CIVIC Section 904.11.
38. Show apermanent electrical receptacle outlet and lighting fixture controlled by a
switch located at the entrance for furnaces located in an attic. CIVIC Section
904.11.5.
39. Specify on the plans the following information for the fireplace(s), per Section
A106.1.1:
Manufacturer's name and model number, ICC approval number, or equal.
Show the height of the factory-built chimney above the roof and the
horizontal clearances per listing approval. Chimneys shall extend at least
3' above the highest point where it passes through a roof and at least 2'
higher than any portion of a building within a horizontal distance of 10
feet. CIVIC Section 802.5.2.1

c) Note on the plans that approved spark arrestors shall be installed on all
chimneys. CBC Section 2802.1.
. ELECTRICAL
40. Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If the service is over 200
amperes, submit a single line diagram, panel schedules, and provide service
load calculations.
41. Note on the plans that receptacle outlet locations will comply with CEC Article
210.52(A).
42. For a single-family dwelling unit (and for each unit of a duplex), show that at least
one receptacle outlet accessible at grade level will be installed outdoors at the
front and back of the dwelling. CEC Article 210.52(E). This receptacle must be
GFCl protected.
43. Show on the plans that countertop receptacle outlets comply with CEC Article
210.52(C): In kitchens a receptacle outlet shall be installed at each counter
space 12 inches or wider; Receptacles shall be installed so that no point along
the wall line is more than 24 inches; Island and peninsular countertops 12 inches
by 24" long (or greater) shall have at least one receptacle. (Counter top spaces
separated by range tops, refrigerators, or sinks shall be considered as separate
counter top spaces.)
44. Per CEC Article 210.11 (C)3, note on the plans that bathroom circuiting shall be
either:
A 20 ampere circuit dedicated to each bathroom, or
At least one 20 ampere circuit supplying only bathroom receptacle outlets.
45. Show on the plans a wall receptacle adjacent to each lavatory in the bathroom.

46. Include a receptacle outlet in any hallways 10 feet or more in length. CEC Article

47. New bedroom 2 branch circuit is now required to have arc fault protection: Note

GRADING PERMIT REQUIREMENTS
The conditions that invoke the need for a grading permit are found in Section
111.06.030 of the Municipal Code.

Ensure that the meter proposed by the owner/developer is not oversized.
Oversized meters are inaccurate during low-flow conditions. If it is oversized,
for the life of the meter, the City will not accurately bill the owner for the water
used.
All single family dwelling units received "standard" 1" service with 5/8" service.
owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations, which
include total fixture counts and maximum water demand in gallons per minute
(gpm). Atypical fixture count and water demand worksheet is attached. Once
the gpm is provided, check against the "meter sizing schedule" to verify the
anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2' meter.
U 0 0 12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior to
approval. The developer must provide these calculations. Please follow
these guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on the
improvement sheets. If so, at the water meter station, the demand in gpm
may be listed there. Irrigation services are listed with a circled "I", and potable
water is typically a circled "W".
If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
Hydraulic grade line
Elevation at point of connection (POC)
Pressure at POC in pounds per square inch (PSI)
Worse case zone (largest, farthest away from valve
Total Sprinkler heads listed (with gpm use per head)
Include a 10% residual pressure at point of connection
2. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA); As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
D D 12c. Irrigation Use (where recycled water is available)
Recycled water meters are sized the same as the irrigation meter above.
If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is*
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

Ensure that the meter proposed by the owner/developer is not oversized.
Oversized meters are inaccurate during low-flow conditions. If it is oversized, for
the life of the meter, the City will not accurately bill the owner for the water used.
All single family dwelling units received "standard" 1" service with 5/8" service.
• If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations, which
include total fixture counts and maximum water demand in gallons per minute
(gpm). A typical fixture count and water demand worksheet is attached. Once
the gpm is provided, check against the "meter sizing schedule" to, verify the
anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2" meter.
. • If a developer-is proposing a meter greater than 2", suggest the installation of
multiple 2" services as needed to provide the anticipated demand. (manifolds
are considered on case by case basis to limit multiple trenching into the
street).
0 0 D 12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior to
approval. The developer must provide these calculations. Please folloW these
guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed .with a circled "I",.
and potable water is typically a circled W. The irrigation service should
look like:

2.: If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (wl a right of way permit of course), then the
applicant must provide irrigation calculations: for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calôulations will include:
Hydraulic grade line
Elevation at point of connection (POC)
Pressure at POC in pounds per square inch (PSI)
Worse.case zone (largest, farthest away from valve
Total Sprinkler heads listed (with gpm use per head)
Include a 10% residual pressure at point of connection

3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SF0 with
no HOA). As. long as the project is located within the City recycled water
service boundary, the City intendS on switching these irrigation
services/meters to a new recycled water line in the future.

Recycled water meters are sized the same as the irrigation meter above.
If a project fronts a street with recycled wateri then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters isa benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a .street which the recycled water is
there, but is not live sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWAforthis.
