The permit application only lists one shed. If more than one shed is to be installed, add them to the City permit application. If the permit is only for the one shed, clearly identify the others shown on E-2 as "not a part". 2. Clarify Note 12 on sheet E2.1 as to wiring method: Nonmetallic seal-tight may be used or note that if, metallic seal-tight is used, the ends will be required to be bonded to the electrode conductor. 3. Clearly note the location classification for the interior and areas adjacent to the openings of the shed on the floor plan. The "top view" detail ( 8 1 /2 X 11 sheet provided with plans) shows the installation of a "Flammable Storage Cabinet" interior of the shed. 4. Note what is to be wired interior of the shed under this permit: "Convenience receptacle outlets, miscellaneous interior light fixtures and switches" is adequate unless the location is "classified" (hazardous), emergency ventilation is required, or equipment hook-up is required, i'n which case complete electrical plans will be required. • Note: If you have any questions regarding this electrical plan review list please contact the plan reviewer listed above at (619) 560-1468. Isis Ph~rmaceuticals has invested heavily in Catlsbad, both by bringing highly skilled and highly paid employment to the city, as well as by investing dose to $15 million dollars in buildings and improvements. We are tigorous in our employment practices in. encouraging diversity, and complying with all building code requirements to protect ow: employees, our neighbors and the city. We are currently involved in a vety long plan check process to permit a Radiation Decay Shed which was purchased fully assembled and is to be placed ne:i-:t to two existing sheds on our propei:ty at 2282 Faraday Avenue. This is a shed which will contain SS-g2.Uon drums and large boxes of radiation decay. It requires access by a fotk.lift or a handtruck. Employees who would access this shed would need to be able to operate that eqniprncnt or carry heavy loads. Under the terms of the AD/\, anyone who was wheelchair handicapped would automatically not meet the physical re9uirements for this job, and would therefore nnt be hired to perform it. Currently, Esgil ls i:e9uiring ADA ramp access to this shed. This r.equirement is not reasonable co meet the:: needs of the emplqyees who would be putting drun.1s into the shed. The shed does have a forklift .tamp. J would appreciate yow: review <>f this matter. ADA clearly would not put thC! etnployer in the position of hiring someone to do a job which could Wll be modified to meet their requirement. The same level of reason needs to be applied to building requirements. Please call me if you wish to discuss this further. Sincerely, Patricia M. There is no problem with addressing the 3 sheds as a single building, but there are still unresolved issues -i.e.: follows: ___,.,. 1. New Radiation Decay Storage Shed -East Wall [Wall adjacent to existing shed]: + Electrical Panel: >/=3' working/service access clearance to the panel is required by the NEC. Proximity of the new Rad Shed to the existing Shed to the east is <3'. + Fire Extinguishing System Equipment: Same issue as above -inadequate access clearance. 2. 1-Hour Occupancy Separation Between Existing Shed Adjacent to New Radiation Decay Shed: + Esgil has not received sufficient information to verifV that the west wall of the existing shed complies with >/= 1-hour fire-resistive occupancy separation requirements. Isis should have this information, presuming that the shed was previously permitted through the City of Carlsbad. Openings in the west wall of the existing shed and east wall of the new shed must be protected with 60-minute self or automatic closing fire assemblies. For ventilation openings [i.e.: louvered openings], smoke/fire dampers are required per UBC 713.10 & 713.11. + An option available may be to address the 2 existing sheds and new Rad Shed as H-3 Occupancies [rather than S-1 & H-3/H-7], which will eliminate the requirement for occupancy separation between the new Rad Shed and the existing shed to the east. However, I have not seen any information on the new Rad Shed and thus c!o not know if it complies with H-3 Occupancy. This presents another can of worms. 3. Separation Between Existing H-2 Structure & New Radiation Decay Shed: Clearly show on the plans that the location of the new Rad Shed does not encroach into the 30' side yards required for the existing H-2 structure [east & north sides of existing H-2 structure]. The exterior walls of the Steel Series Building consist of optional Rigid Insulation Board. The design calculations enclosed cover the structural members used in the Steel Series buildings and reflect the largest building in the series. The Length x Width x Height dimensions used in these calculations reflect the dimensions of a Model 5012. All smaller buildings in this series use the same structural members and are covered under this design. The calculations have been prepared using, at a minimum, the loads required by the 1994 Uniform Building Code. This calculation set may be used where the 1991 Uniform Building Code is specified. Where a multiple number of similar members are used such as roof purlins or wall stiffeners, the worst case member that governs the design is checked. When explosion vent panels are included in the unit, the structure is designed to resist an internal pressure of 100 psf without rupturing or tearing. It is not designed to contain the internal pressure without deformations. I I ® sAFETY STORAGE INC. AKER ASSISTANT DIRECTOR As discussed in our telephone conversation of this date, there are many licensees in San Diego County who use the "C-tainer'' type building for storage of radioactive waste. You will need to amend your Radioactive Material license #5386-37 to designate the new building as a storage facility for radioactive waste. There will be no problem with this amendment since there has been a good deal of experience using the "C-tainer'' type storage facility, and there have been no problems. If you have any questions, please contact me at (619) 694-2169. Very truly yours, ~om"' o.~~ FRANK 0.
