Spray Booth Conveyor & ExplosionproofElectrical Fire Protection Technical Opinion & Report OVERVIEW Callaway Golf Company is in the process of making internal changes in Building 1 at 2285 Rutherford Road, to make room for an additional production cell. As a part of this process, a fully automated, U.V. spray booth conveyor (used for golf club repair) must be moved to a new location within Building 1. I have conducted research with regard to this component and offer the following explanation and opinions. ISSUES & REGULATION Requirement for Ducting Exhaust Directly to the Exterior & Requirement Exception Uniform Mechanical Code Section 505.1 requires that ducts conveying explosives or flammable vapors, fumes or dusts shall extend directly to the exterior of the building without entering other spaces. The exception for this requirement allows that if the ducts conveying vapor or fumes having flammable constituents less than 25 percent of their lower flammability limit may pass through other spaces. After a review of the Material Safety Data Sheet (MSDS) revealed no flammable range for Nano Cure U.V. Coating, I contacted American Synthetics Company & Magna Coatings the maker of Nano Cure. I spoke with Brian Zelek, President of the Company on 10/24/01 at (480) 951-8400. He explained that Nano Cure is a mixture of mainly monomer & oligomer (plastic) solids. He further stated that about 1 to 1 ½ percent of the total mixture is solvent (isopropyl alcohol) to cause the plastics mix together in liquid form. It is this small amount of solvent that gives Nano Cure Coating its III-B Combustible rating. Mr.-Zelek stated that testing to establish flammable limits for Nano Cure were never conducted due to its low combustibility. He also verified that Callaway only buys a few gallons of the product per year. P.O. The MSDS for Nano Cure indicates a flash point of 250+ degrees Fahrenheit, giving it the lowest fire hazard combustible rating ofIII-B. The classification of flammable and combustible liquids has been widely established and is published in the California Building Code, California Fire Code and NFP A 30. Within these definitions it is anticipated that, in most areas, the indoor temperature could reach 100 degrees Fahrenheit at some time during the year. Therefore all liquids with flash points below 100 degrees are called Class I (flammable) liquids. With their low flashpoints, these liquids give off ignitable vapor in ambient temperatures. These liquids must be used with extreme care. Liquids with flash points above 100 degrees are considered less hazardous and are classified as . combustible liquids. These liquids require preheating before they will give off vapor that will ignite. The least hazardous of the combustible liquids are classified as III-B liquids having flash points greater than 200 degrees. While determining the flammable ( or explosive) range is important when dealing with a flammable liquid, it is less important to determine the flammable range of a combustible liquid. Under ordinary conditions of a plant or factory the preheating required necessary for the liquid to give off ignitable vapor is inconceivable. Section 502 of the Mechanical Code defines flammable vapor or fumes as the concentration of flammable constituents in air that exceeds 10 percent of its lower flammability limit. Most spray finishes are flammable liquids giving off vapors that will ignite in ambient temperatures. Based on my research and the material collected, it is my opinion that Section 505 of the Uniform Mechanical Code applies to flammable vapors and materials and does not apply in this instance because Nano Cure U.V. Coating is not a flammable material. NUTRO U. V. Spray Booth Conveyor & Explosion proof Electrical After some analysis it appears that the NUTRO Spray Booth Conveyor is not equipped with explosionproof electrical components. There is speculation among us as to why this is the case. In a typical spray operation the material used is a flammable liquid, a material giving off vapor that can ignite in ambient temperatures. In this case, the Nano Cure U.V. Coating must be preheated to over 250 degrees Fahrenheit before it will give off vapor that can ignite. National Electrical Code (NEC) Article 516-1 states that the article covers the regular or frequent application of flammable liquids, combustible liquids, and combustible powders by spray operations and the application of flammable liquids, or combustible liquids at temperatures above their flashpoint by dipping, coating, or other means. Additionally, NEC Article 516-2 States that the classification of hazard locations for explosionproof electrical is based on dangerous quantities of flammable vapors, combustible mists, residues, dusts, or deposits P.O. Coating is the only material used in the NUTRO Spray Booth Conveyor, a material with a flash point of over 250 degrees Fahrenheit. 2) The spray operation is used infrequently. Only a few gallons of the Nano Cure product are purchased and used annually. NEC 516-1 covers regular and frequent application & NEC 516-2 classifies hazard locations based on dangerous quantities of vapors or mists. Based on the type and quantity of material, these do not seem to apply. 3) Ventilation for the Spray Booth Conveyor is interlocked with the spray operations. 4) The Spray Booth Conveyor is protected throughout by the automatic fire sprinkler system installed in the structure. Based on my research and the material collected, it is my opinion that the regulations for explosionproof electrical in the NEC address the typical spray operation with materials having a much greater fire hazard than Nano Cure U.V. Coating. Code professionals maybe reluctant to reduce requirements or address specific less hazardous operations like the one listed above. Much of the spray finishing industry is moving toward waterbased or waterborne paints and coatings. While this move is to meet environmental regulations, the increased level of fire safety is evident. These changes have been occurring over the last five years or so the code requirements are the same for these products as for petroleum based finishes. I hope this information will assist you. SECTION 505 -PRODUCT-CONVEYING SYSTEMS 505.1 General. A mechanical ventilation or exhaust system shall be installed to control, capture and remove emissions gener~ ·ated from product use or handling·when required by the Bl;lilding . Code or Fire Code and when ·such emissions result in.a hazard to; .. life or property. The ·design of the system shall be such that the . emissions are .confined to the area in which they are generated by air currents, hoods or enclosures and shall be exhausted by a duct system to a safe location or treated by re111oving contaminants. Ducts conveying explosives or flamµiable vapors, fumes-or dusts shall extend directly to the-exterior of the building without enter- ing other spaces. Exhaust ducts shall not extend into or through ducts and plentims. Separate and distinct systems shall be provided for incompatible materials. 505.3 Recirculaijon. Contaminated air shall not be recirculated to occupied areas. unless contaminants have been removed. Air· contaminated with explosive or flammable vapors, fumes or. dusts; flammable or toxic gases, or radioactive material shall not be recirculated; 505.4 Minimum Velocities and Circulation. The velocity and circulation of ai,r in work areas shall be such that contaminants are captured by an airstream at the area where the emissions are gener- ated and conveyed into a product-conveying duct sys~em. Mix- tures within work areas where contaminants are generated shall be diluted below 25 percent oftheir lower explosive limit or lower flammability limit with air which does not contain other contami- nants. The velocity of air within the duct shall not be less than set forth in Table 5-A. 505.5 Design, Systems for removal of vapors, gases and smoke shall be designed by the constant velocity or equal friction meth- ods. Syst~ms conveying particulate matter shall be designed em- ploying the constant velocity method. Systems conveying explosive or radioactive materials shall be prebalanced through duct sizing. Other systems may be designed with balancing de- vices such as dampers. Dampers provided to balance air flow shall be provided with securely fixed minimum-position blocking de- vices to prevent restricting flow below the required volume or ve- locity. 505.6 Makeup Air. Makeup air shall be provided to replenish air exhausted by the ventilation system. Mak;eup-air intakes shall be located so as to avoid recirculation of contaminated air within enclosures. · 505. 7 Hoods and Enclosures. Metal hoods used with Class 5 duct systems shall be protected with suitable corrosion-resistant material. Edges of hoods shall be rounded. The minimum clearance between hoods and combus- tible construction.shall be the clearance required by the duct sys- tem. 505.8 Small Hobby Kiln Exhaust Systems. The provisions of .this·section.apply to kilns used forfiring ceramics, having a maxi- . mum interior volume of 20 cubic feet (0.57 m3), used for hobby and other noncommercial purposes. 505.8.1 'Hoods. A canopy-type hood shall be installed directly above each kiln. The face opening area of the hood shall be equal to or greater than the top horizontal surface area of the kiln. The hood shall be constructed of not less than 0.024-inch (0.61 mm) .(No. 24 U.S. -gage) ·galvanized. steel or equivalent and be sup- ported at a.height of between 12 inches and 30 inches (j05 mm and 762 mm) above the 'kiln by noncombustible supports. EXCEPTION: Electric kilns installed with listed exhaust blowers may be used when marked as being suitable for the kiln and installed in accordance with manufacturer's instructions. 505.8.2 Gravity ventilation ducts. Each kiln hood shall be con- nected to a gravity ventilation duct extending in a vertical direc- tion to ·outside the building. This duct shall be of the same · construction as the hood and shall have a minimum cross-section- al area-of.not less than-one fifteenth of the face opening area of the bood. The-duct shall terminate a.minimum of 12 inches (305 mm) above any portion of a building within 4 feet (1219 mm) and termi- nate no less:than 4 feet (1219 mm) from any openable windows or other openings into the building or adjacent property line. The duct opening to the outside shall be shielded, without reduction of duct area, to prevent entrance of rain into the duct. The duct shall be supported at each section by noncombustible supports. 505.9 Exhaust Outlets. Outlets for exhausts that exceed 600°F (315°C) shall comply with Table 8-D. The termi.Qation point for exhaust ducts discharging to the atmosphere shall not be less than the following: 1. Ducts conveying explosive or flamQtable vapors, fumes or dusts: 30 feet (9144 mm) from property line, 10 feet (3048 mm) from openings into the building, 6 feet (1829 mm) from exterior walls or roofs, 30 feet (9144 mm) from combustible walls or open- ings into a building which are in the direction of the exhaust dis- charge, and 10 feet (3048 mm) above adjoining grade. 2. Other product-conveying outlets: 10 feet (3048 mm) from property line, 3 feet (914 mm) from exterior wall or roof, 10 feet (3048 mm) from openings into the building, and 10 feet (3048 mm) above adjoining grade. SECTION 503 -MOTORS AND FANS 503.1 General. Motors and fans shall be sized to provide the re- quired air movement. Motors in areas which contain flammable vapors or dusts shall be of a type approved for such environments. A-manually operated remote control installed at an approved loca- tion shall be provided to shut off fans or blowers in flammable va- por or dust systems. Electrical equipment used in operations that generate explosive or flammable vapors, fumes or dusts shall be interlocked with the ventilation system so that the equipment can- not be operated unless the ventilation fans are in operation. Environmental air ducts not .regulated by other provisions of this code shall comply with this section. Ducts·shall be su!:>stantially airtight and shall comply with the provisions of Chapter 6. Exhaust ducts shall terminate . outside the ·building and shall be equipped with backdraft damp- ers. Environmental air ducts which· have an alternate function as a part of an approved smoke-control system do not require design as Class I product-conveying ducts. 504.2 Domestic Range Vents. Ducts used for domestic kitchen range ventilation shail be of metal and shall have smooth interior surfaces. EXCEPTION: Ducts for domestic kitchen downdraft grill-range ventilation installed under a concrete slab floor may be of approved ~chedule 40 PVC provided: I, The under-floor-trench in which the duct is installed shall be com- pletely backfi!led with sand or gravel. 2. Not more than I inch (25 mm) of 6-inch-diameter ( 152 mm).PVC . coupling may protrude above the concrete floor surface. 3. PVC.pipe joints shall be solvent cemented to provide an air-and grease-tight duct. 4. The duct shall tenninate above grade outside the building and shall be equipped with a backdraft damper. 504:3 Domestic Dryer Vent. Domestic clothes dryer moisture exhaust ducts ~hall be of metal and shall have smooth interior surfaces. EXCEPTION: Approved flexible duct connectors not more than 6 feet (1829 mm) in length may be used in connection with domestic dryer exhausts. Flexible duct connectors shall not be concealed within construction. ·s04.3.1 Moisture-exhaust ducts. Moisture-exhaust ducts for domestic clothes dryers shall terminate on the outside of the build- ing and shall be equipped with a back-draft damper. Screens shall not be installed at the duct termination. Ducts for exhausting clothes dryers sh!lll not be connected or installed with sheet metal screws or other fasteners which will obstruct the flqw. Combustible liquids are classified as Class II or Class III as follows: ( a) Class 11 Liquid-any liquid that has a :flash point at or above 100°F (37 .8°C) and below 140°F ( 60°C); (b) Class II/A -. 811Y liquid that has a flash point at or above 140°F ( 60°C), but below 200°F (93 °C); ( c) Class /JIB -any liquid that has a flash point at or above 200°F (93°C). 1. 7.3.2 Flammable Liquid. Any liquid that has a closed-cup flash point below 100°F (37.8°C), as determined by the test procedures and apparatus set forth in 1. 7.4. Flammable µquids are classified as Class I as follows: (a) Class I Liquid-any ]jquid that has a closed-cup :flashpoint below 100°F (37.8°C) and a Reid vapor pressure not exceeding 40 psia (2068.6 mm Hg) at 100°F (37.8°C), as determined by ASTM D 323, Standard Method of Test for Vapor Pressure of Petroleum Products (Reid Method). Class I liquids are further classified as follows: (1) Class IA liquids -those liquids that have :flash points below 73°F (22.8°C) and boiling points below 100°F (37.8°C); (2) Class IB liquids -. those liquids that have flash porn.ts below 73 °F (22. 8°C) and boiling points at or above 100°F (37.8°C); (3) Class IC liquids-those liquids that have :flash points at or above 73°F (22.8°C), but below 100°F (37.8°C). 1. 7 .4 Determination of Flash Point. The flash point of a liquid shall be determined according to the methods specified in this subsection. 1.7.4.1 The :flash point of a liquid having a viscosity below 5.5 centiStokes at 104 °F ( 40°C) or below 9.5 centiStokes at 77°F (25°C) shall be determined in accordance with ASTM D 56, Standard Method.of Test for Flash Point by the Tag Closed Cup Tester.
