The current National Electrical Code Section 230-95(c) requires an on site test on new installations of all ground fault systems upon installation. 2.0 SUMMARY 2.1 At the request of Frank.Madigan of.Berg Electric, the ground fault sys~em testing-was perfo:cmed by Mr. Ken Evans of Electro-Test; Inc. on January 25, 1992. . . 2.2 The system was found operational and acceptable. 2.3 Final relay settings were not available at the time of testing, therefore, relay settings were left at 20% of the device r_ating with minimum time delay for maximum protection. Berg Elec. -3-January 29, 1992 4.2 Electrical Tests 4.2.1 G~ound fault system performance including correct response of the circuit interrupting device was confirmed by primary ground sensor current injection. o Relay pickup current was measured. o Relay time delay was measured at two values above pickup. 4.2.2 Teste<;l system ope+ation at fifty-seven percent of rated voltage. 4.2.3 Functionally checked operation of ground fault monitor panel for: o Trip test o No trip test o Non-automatic reset 4.2.3 Functionally checked operation of ground fault indicator for correct indication of ground fault trip. -4.2.4 Verified proper sensor polarity on phase and neutral sensors for residual systems. 4.2.5 Measured system neutral insulation resistance downstream of neutral disconnect link to verify absence of ground9:-. j:. 4.2.6 Tested (zone interlocked/time coordinated) systems by simultaneous ground sensor current injection and monitoring proper response. 4.3 Test Results Evaluation 4.3.1 System neutral 'insulation resistance should be above 100 ohms and pteterably 1 megohm or greater. 4.3.2 The maximum pickup setting of the ground fault protection shall be 1200 amperes and the maximum time delay shall be one second for ground fault currents equal to or greater than 3000 amperes (NEC 23 0..-9 5) • Berg-Elec. -4-January 29, 1992 4.3.3 The relay pickup current should be within ten percent of the manufacturer's calibration marks or fixed ·setting. 4.3.4 Relay timing should be in accordance with the manufacturer's published time-current characteristic qurves. 5.0 RESULTS 5.1 The -ground fault relay syst$~ was found correctly installed and operating properly. 5.2 In the absence of engineered settings, pickup current and time delay settings were left at twenty percent of the device current rating and at the nearest timing mark to instantaneous for service energization. ETI accepts no liability for these settings. The design engineer should be consulted for final settings. MEE No. 1 is proposed to be located on the west side of the existing building near column line D, and MEE No. 2 will be located in the southwest corner on the southern side of the building at column li~e J. Both MEE's will abut the existing building and be of concrete tilt-up panel construction, and will have shallow foundations with concrete floor slabs. MEE No. 1 will be approximately 25 feet high and MEE No. 2 about eight feet high. Based on a review of the referenced soil reports and some faxed construction drawings from Smith Consulting Architects, the following provides our foundation recommendations: !:xisting Soil Conditions: The area for the proposed MEE No. 1 and No. 2 is underlain by about five and two feet of compacted, artificial fill, respectively. The fill extends beyond the area for MEE No. 1; however, the fill extends out south about seven feet from the exisiting building in the area of MEE No. 2. SCS&T 9112295 December 10, 1991 Page 2 of 3 Dimensions and Capacities: Foundations for the i;,roposed MEE's should be founded a minimum depth of 30 inches below the top of the nearest adja~er11Jinish grade. A minimum width of 18 and 24 inches is recommended for continuous and isolated· :footings, respectively. An allowable bearing capacity of 2,000 psf may be assumed for these footii:!gs.., If the footings for MEE No. 1 are founded at' least six feet deep or at least 12 inches into firm formational material (whichever is greater), the bec1ring capacity can be assumed to be 2,500 psf. If the footings for MEE No. 2 are founded at le2st three feet deep or at least 12 inches ir.tc firm formational material (whichever is greater), the bearing capacity can be assumed to be 2,500 psf. It is suggested that the portions of footing excavations below 30 inches in depth be backfilled with a lean concrete mix, and the footing can be constructed on top of the concrete backfill. The bearing capacity may be increased by one-third when considering temporary wind and/or seismic forces. Footing Slope Setback: Footings located along the fill slope should be deepened such that there is at least eight feet between the bottom of the footing and the face of the slope. Parallel Utilities: The invert of subsurface utility excavations paralleling footings should be located above the zone of influence of these adjacent footings. This zone of influence is defined as the area below an imaginary line extending 45 degrees downwards ( 1 H: 1 V inclination) from the nearest bottom edge of an adjacent footing. Continuous Footing Reinforcement: Continuous footings should be reinforced with at least two No. 5 bars positioned near the bottom and two No. 5 bars positioned near the top of the footing. This reinforcement is based solely on soil characteristics and is not intended to be in lieu of structural reinforcement. Footings Abutting Existing Footings: Where new footings abut existing footings, the reinforcing bars should be doweled into the existing footings at least six inches. Concrete Floor Slabs: Concrete floor slabs should have a minimum, actual thickness of four inches'. The concrete slab should be reinforced with at least No. 3 reinforcing bars placed at 12 inches on center each way, extending at least 12 inches down into the perimeter footings. The reinforcement should be positioned near the center of the slab. Where the concrete floor slab abuts the existing building, the reinforcing bars should be doweled into the existing footings at least six inches. If high point loads are anticipated, it is suggested that 3,000 psi concrete be utilized. Artificial fill may need to be placed under portions of the MEE's to raise the grade of SCS&T 9112295 December 10, 1991 Page 3 of 3 utilized. Artificial fill may need to be placed under portions of the MEE's to raise the grade of the floor slab. All fill placed under the slab should be compacted to at least 90 percent relative compaction. Sand Blanket and Moisture Barrier: A minimum four-inch thick layer of coarse, poorly graded sand or crushed rock should be placed underneath the interior slabs. This layer should consist of matarial with 100 percent passing the 1 /2~!nch sieve, and r.ct <mceeding lO--and -five percant passing the #100 and #200 sieves, respectively. Where moisture sensitive floor coverings are planned, the slab should be also underlain by at least a 6 mil visqueen moisture barrier. This barrier should be placed one to two inches below the top of the sand blanket to allow proper curing of the concrete. Expansive Characteristics: The prevailing foundation soils were determined to be highly to very highly expansive. The recommendations contained in this letter reflect this condition. Foundation Plan Review: The foundation plans should be provided to the geotechnical engineer for review in order to ascertain if the recommendations presented in this letter have been implemented and that the assumptions utilized in the preparation of this letter are valid. Foundation Excavation Observation: All foundation excavations should be observed by a representative from this office prior to the placement of forms or reinforcement. Gentlemen: In accordance with the request of Snyder-Langston Builders, this report has been prepared to present our recomnendations for the construction of exterior sidewalks at the subject site. It is our understanding that new sidewalks are to be constructed adjacent to the entrance located at the northeast corner of the building and at the mechanical equipnent enclosure at the southwest corner of the structure. The sidewalks are to ·be constructed over the native expansive siltstone soils. We recomnend that the sidewalks be underlain by a base course consisting of at least six inches o.f clean decomposed granite. Too subgrade soils should be maintained at above optimum moisture content prior to placing the base course. The base material should have a sand equivalent value of 30 or greater, arrl should be compacted to at least 90 percent of the maximum dry density. our firm should be contacted to perform in-place density tests in the compacted base course prior to placing concrete.· The sidewalk slabs should have a thickness of at least five inches and should be reinforced at their center by 6' x 6', W2.8- W2.8 welded wire fabric. Weakened plane joints should be provided in the slabs at intervals no greater than seven linear feet.
