This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinances enforced by the Planning Department, Engineering Department, Fire Department or other departments. Each sheet of the plans must be signed by the person responsible for their preparation, even though there are no structural changes. Business and Professions Code. 4. Provide a statement on the Title Sheet of the plans that this project shall comply with Title 24 and 1991 USC, UMC and UPC and 1990 NEC. 5. Per the previous plan approval, the new reception 205 wall adjacent to the elevator in 2/A4 should be low-height or should be located so that it will not extend or narrow the interior "corridor". 8. Note on the plans: "All exits are to be openable from inside without the use of a key or special knowledge". In lieu of the above, in a Group 8 occupancy, you may note "Provide a sign on or near the exit doors reading THIS DOOR TO REMAIN UNLOCKED DURING BUSINESS HOURS". This signage is only allowed at the main exit. Section 3304(c). 9. Doors should not project more than 7 inches into the required corridor width when fully opened, nor more than one-half of the required corridor width when in any position. Section 3305(d). Indicate the corridor width at the restrooms in 4/A4. Should the new doors swin~ 180°? 10. The 1 hour corridor in 3/A6 should show 5/8" type x gypsum board .on each side of the ceiling framing. Section 3305(g) Carlsbad 94-1654 12/29/94 11. New provisions in Chapter 43 of the 1991 USC require special treatment of penetrations at fire-resistive assemblies. Provide typical details on the plans showing how the fire-resistive integrity will be maintained at the following conditions (Include the manufacturers' names and ICSO numbers (or equal) for a.nY sealant): THROUGH-PENETRATIONS (through the entire assembly): Fire-resistive bearing walls and/or walls requiring protecteq openings shall have penetrations protected with through-penetration fire stops having an F-rating, T-rating or complying with USC Standard 43-1, depending on their locations, sizes and combustibility. Fire resistive floor/ceiling assemblies shall have penetrations protected with through-penetration fire stops having and F-rating, T-rating or complying with USC Standard 43-1, depending on their sites, combustibility and whether the penetrations are in walls above. MEMBRANE-PENETRATIONS (through only one side of an assembly): Fire-resistive walls (whether bearing or not and whether requiring fire protected openings or not) shall have penetrations protected with membrane-penetration fire stops having an F-rating or complying with USC Standard 43-1, depending on their size and combustibility. Limited steel electrical outlet boxes (not exceeding 16 sq. in., nor more than 100 sq. in. for any 100 sq. ft. of wall) require no protection. Fire-resistive ceilings shall have no penetrations, except for noncombustible sprinkler pipes and steel electrical outlet boxes as described above. NOTE: The plans should indicate the various fire-stop ratings required for all penetrations. 12. Provide a note on the plans stating "Penetrations of fire-resistive walls, floor-- ceilings and roof-ceilings shall be protected as required in USC Sections 4304 and 4305". 13. Show 1 hour construction for the elevator shaft walls and provide 1 hour elevator doors per 1706. 14. Section 2/A7 indicates new floor joists, a new beam, new concrete floor etc. Provide structural plans, calculations and details if the work is a part of this permit. 15. Clarify the existing 1 hour ceiling locations. Show all duct penetrations of the 1 hour ceilings have fire dampers to maintain the 1 hour ceiling per 4305. The new ducts at reception 205 penetrate both upper and lower ceilings. 16. Indicate the new elevator cab dimensions. DEPARTMENT OF STATE ARCHITECTURE-NON RESIDENTIAL TITLE 24 DISABLED ACCESS REQUIREMENTS • STAIRWAYS AND HANDRAILS 1. Handrails are required on~ side of stairs, per section 3306(i.1 )1. 2. *Handrails shall be located 34" to 38" above the nosing of the treads. 3. Handrails shall extend a minimum of 12" beyond the top nosing and 12" plus the tread width beyond the bottom nosing. 4. *The handgrip portion of handrails shall not be less than 11// nor more than 11// in cross sectional dimension or the shape shall provide an equivalent gripping surface. The handgrip portion shall have a smooth surface with no sharp corners. 5. *Handrails shall be designed to provide a grasping surface to avoid the person from falling. The spacing of brackets shall not exceed 8 feet and be such that the attachment is capable of withstanding a load of at least 200 pounds applied in any direction at any point on the rail. 6. Per section 3306(p), approved stairway identific;:ation signs, showing whether or not a roof access exists, the floor level, and the upper and lower level of the stairway terminus, shall be located at each floor level in all enclosed stairways in buildings two or more stories in height. The information is to be shown using raised Arabic numerals and raised Braille symbols which conform to section 3105A(e)3. The sign shall be located approximately 5'0" above the floor landing and readily visible when the door is open or closed. 7. The upper approach and the lower tread of each stair shall be marked by a strip of clearly contrasting color at least 2" wide and placed parallel to and not more than 1" from the nose of the step or landing. The strip shall be as slip resistant as the other treads of the stair. For exterior stairs, the upper approach and all treads shall be marked. 8. *Tread surfaces shall be slip resistant and smooth, rounded or chamfered exposed edges and no abrupt edges at the nosing. Nosing shall not project more than 11// past the face of the riser above. Risers shall be solid (open risers are not permitted). 9. *Per section 3306(i.1)2F, handrails projecting from a wall shall have a space of 11// between the wall and the rail. Handrails may be located in a recess maximum 3" deep extending at least 18" -Carlsbad 94-1654 12/29/94 above the top of the rail. Wall surfaces, adjacent to handrails, shall be free of sharp or abrasive elements, (i.e., no stucco) per Sec. 3306(i.1)2.F. • ELEVATORS 10. Per section 5103(d.1), in buildings two or more stories in height, served by elevator(s), all elevators shall comply with the requirements contained in Chapter 51 of Title 24. 11. Elevators shall be automatic and be provided with a self leveling feature that will automatically bring the car to the floor landings with a tolerance of (/.) 1/2" under normal loading and unloading conditions. The clearance between the car platform sill and the edge of the hoistway landing shall be not greater than 1\", per s_ection 5103(d.1)1. 12. The minimum clear width for elevator doors shall be 36", per section 5103( d.1 )3. 13. Doors shall be provided with a door reopening device, which will function to stop and reopen a car door and adjacent hoistway door in case the door is obstructed while closing. See section 5103(d.1)4 for additional requirements. 14. Per section 5103(d.1 )6, the elevator car inside shall comply with the following requirements: a) The minimum clear distances between walls, or between the walls and door, excluding return panels, shall be not less than: ( 1) 80" by 54" (for center opening doors). (2) 68" by 54" (for side-slide opening doors). (3) Minimum distance from walls to return panel shall not be less than 51" NOTE: See figure 51-A for further details. 15. A handrail shall be provided on one wall of the car, preferably the rear. The rails shall be smooth and the inside surface at least 11/2" clear of the walls at a nominal height of 32" from the floor. Nominal = (/.)1". 16. Call operation buttons shall be within 3'6" of the floor. See section 5103(d.1)8 for additional requirements. • SANITARY FACILITIES 17. Doorways leading to men's sanitary facilities shall be identified by signs. See section 3105A(b)1.D. See 3105A(e)10 for additional signage. • DRINKING FOUNTAINS 18. Where water fountains are provided they shall comply with section 3105A( d) 1: a) Water fountains shall be located completely in an alcove or otherwise so positioned so as to not encroach into pedestrian ways. b) The alcove in which the water fountain is located shall not be less than 32" in width and 18" in depth . . c) See section 1507 of the California Plumbing Code for additional requirements.
