A complete review of the dust collection system will be done when the complete plans and calculations for the compete new dust collection system is provided. 5. Provide complete plans of the dust collection system including ducting inside the building to show compliance with UMC Chapters 5 & 6. a) Clearly show the type of material to be conveyed by dust collection system. b) Clearly show the duct materials are suitable for the intended use. Ladies and Gentlemen: In accordance with your request, this report has been prepared to present site preparation and foundation recommendations for a proposed dust collector, to be installed at the rear of the existing Callaway building located at 2285 Rutherford Road, in Carlsbad, California. The dust collector will be constructed in an area that is currently part of a depressed truck dock. We understand that a small retaining wall will be constructed to separate the construction from the rest of the truc:k dock, in order to' bring up the grade to match the building floor grade. Imported fill material will be placed and compacted in order to attain the proposed grade. The site plan presented on Plate Number· 1 shows the configuration of the property and the location of the proposed dust collector. SCOPE OF SERVICES The scope of our services was limited to review of available geotechnical documents for the · subject site and adjacent sites, and the preparation of this report. CWE 199.350.1 June 18, 1999 Page No. 2 reports prepared specifically for the subject property by San Diego Soils Engmeering, Inc., and grading plans on file with the City of Carlsbad were reviewed as pp.rt of our investigation. We also reviewed ·several geotechnical reports prepared for previous additions to several of the Callaway buildings in the general area. These reports were prepared by the undersigned while employed by Southern California Soil and Testing; Inc. SITE DESCRIPTION AND HISTORY The subject property was developed in about 1985 as part of the Carlsbad Research Center and supports a large manufacturing and office building. The property is relatively level and drains by sheet flow towards the street in front of the lot. Parking lots exist on ~ree sides of the· building. The existing truck dock is located at the rear of the building and is large enough for three trucks to dock. The dock slopes downward towards the building and is depressed about 3.5 feet below the building floor slab. The d'?ck area is paved with concrete pavement. A trench drain to remove water from the depressed dock is located in the depressed area next to the building. The original grading involved cuts and fills of less than. about five feet from the origmal contours. San Diego Soils Engineering, Inc. provided the observation and compaction testing during grading. The cut portion of the pad is beli~ved to have been undercut by about three feet and backfilled with compacted fill material. SOIL CONDITIONS Based on our research and experience in the area, the soils in the upper approximately three feet consist of medium stiff, very moist, highly expansive, silty clay. This material has refatively low to moderate strength parameters. The fill is underlain at a relatively shallow depth by very stiff to hard, sandy, silty clay of the Santiago Formation. This material has relatively high strength parameters in its natural state but is moderately to highly expansive. CWE 199.350.1 June 18, 1999 Page No. 3 CONCLUSIONS ANO RECOMMENDATIONS GENERAL: Based on our research and experience in the general vicinity of the site, it is our professional opinion that the dust ~ollector may be constructed as proposed provided the following recommendations are complied with. SITE PREPARATION: The existing concrete pavement may be left in-place or may be removed. If left in-place, a layer of fl)ter fabric such as Mira:fi 140N should be placed over the existing trench drain at the low point of the truck dock Where the existing concrete pavement will interfere with new foundations, it should be removed. Where the retaining wall will be constructed, the concrete pavement should be saw-cut and removed to allow the construction of the retaining wall foundation. RETAINING WALL: The foundation for the retaining wall may consist of a conventional spread footing, founded on the fill material that underlie the site. The foundation should have a minimum depth of 12 inches below the concrete pavement and may be designed for an allowable soil bearing pressure of 2000 pounds per square foot. The footing excavation should be observed by a member of our engineering or geology staff to verify that the soil conditions are as we anticipated in the preparation o_f this report. The wall should be designed using an equivalent fluid pressure of 30 pounds per cubic foot. Passive resistance may be assumed as 300 pounds per square foot per foot of depth. The coefficient of friction of concrete to soil may be assumed to be 0.30. A subdrain is no~ required for this wall. FILL PLACEMENT: The fill material used to bring the depressed ·truck area up to the grade of the building pad will need to be imported. The fill should consist of a nondetrimentally expansive, sandy soil, preferably decomposed granitics. All fill material to be imported should be approved by a member of our engineering staff prior to importing to the site. The fill can be placed directly on the existing concrete pavement or on the.subgrade under the pavement. Based on the findings of this report, TV A recommends approval of Callaway Golfs proposed dust collection system by the local authorities having .1 jurisdiction. After meeting separately with Mr. Glen Adamek, Mechanical Engineer for the Esgil Corporation, · and Mr. Pat Kelly, Building Official for the City of Carlsbad, the consensus for this report is to address minimum requirements for the particular use of titanium, graphite and stainless steel by Callaway Golf, and to I compare their operations and use of these materials to the appropriate level of fire and life safety risk that they represent. The amounts of dust created by the production process involving the cutting and polishing operations is minimal. It is the intent of this report to equate the fire and life safety risk of dust produced to that compared I with flammable constituents that are less than 25 percent of their lower flammability level (LFL). 1991 Edition 0/The Uniform Mechanical Code (UMC) I The 1991 edition of the Uniform Mechanical Code (UMC), Chapter 11, sets forth minimum requirements for the installation of ventilation systems and product-conveying systems. Section 1105. (a) General, includes the 1· following requirements: I "Ducts conveying explosives or flammable vapors, fumes or dusts shall extend directly to the exterior of the building without entering other spaces. This includes the use of open and closed systems. The proposed dust collection system is designed to provide approximately 1,220 cubic feet of space within the main exhaust duct. This exhaust duct is approximately 224 feet in length, with a tapered diameter of 44, 40 and 36 inches. The system operates at 44,000 cubic feet per minute, which will provide 36 air changes per minute throughout the duct system. A water collection system is also part of the design. While monitoring the existing system for one hour during peak operations, the maximum amount of dust produced and subsequently collected, was 8.1 pounds. It should be noted that this amount was in the form of wet sludge, which included the additional weight of the retained water. Therefore, the maximum amount of dust produced and collected within the duration of one minute, converts to less than 0.14 lb. With 36 complete air changes every minute, there is never a time when the entire duct system will contain more than 0.14 lb. of dust, which is far below the allowable amount of 1 pound. Equating The Level Of Fire And Life Safety Risk Titanium and graphite are both classified by the National Fire Protection Association (NFP A) as combustible. However, the size and shape of the metal determine, to a great extent, whether or not it will ignite. Tests have shown that very thin chips and fine turnings of titanium could be ignited by a match and heavier chips and turnings by a Bunsen burner. Coarse chips and turnings 1/32 by 3/28 inch (0. 79 by 2. 7mm) or larger are difficult to ignite. Callaway Golf's production operations create small amounts of titanium dust, which will not ignite spontaneously. Finely divided titanium in the form of dust clouds (including layers) does not ignite spontaneously, which differs in this respect from zirconium, plutonium, and certain other metals. In fact, ignition temperatures of titanium dust clouds in the air range from 630 to 1,090°F (332 to 588°C) and of titanium dust layers from 720 to 950°F (382 to 510°C). It has been found under test conditions that spontaneous ignition will only take place in pure oxygen at pressures of at least 350 psi. If the oxygen was diluted, and the required pressure increased, no spontaneous heating would occur in oxygen concentrations less than 3 5 percent. With oxygen comprising about 21 percent of our atmosphere and with a nonnal atmospheric pressure of 14. 70 psi, the level of fire risk from spontaneous combustion virtually does not exist. Also, NFP A lists the auto ignition temperature of titanium at 860°F. Concerning graphite, it is incompatible with chlorinetrifluoride, fluorine and potassium superoxide. It reacts at 300°F with potassium, sodium, rubidium and cesium to give intercalation compounds. These compounds ignite in air and may react explosively with water. Fortunately, none of these hazardous conditions mentioned above exist at the Callaway Golf facility. Between generating small amounts of dust from the production operations and having a collection system that is designed to handle a much greater load than exists, there simply is not enough combustible dust to warrant any serious concerns. In particular, continual visual inspections of the inside of the ducting system must be performed to prevent any unsafe buildup of combustible dust. The staff at Callaway Golf checks the ducting weekly and take pictures of each inspection, which are filed with the facilities inspection records. Samples of the pictures taken of the inside of the existing duct system are attached in chronological order, dating from the present back to December of 1994. These pictures clearly demonstrate the effectiveness of the collection system, by· how clean and free of dust the inside walls appear. From December of 1994 to the present, each picture shows how exceptionally clean the system remains. The maintenance program alone provides ·an immediate means to monitor the performance of the system for efficiency and safety. (SEE ATTACHED PHOTOS.) Conclusion Because of the positive fire and life safety issues mentioned above, together with the exceptional recovery capabilities of the proposed dust collection system, TV A strongly recommends approval by the local authorities having jurisdiction. TV A equates Callaway Golfs use of titanium, graphite and stainless steel to a fire and life safety risk equal to or less than flammable constituents that are less than 25 percent of their lower flammability limit (LFL), which complies with the Exception, in Section 1105.
