Carlsbad 03-2135 October 1, 2003 October 1, 2003 Dear Mr. Argelander, After reviewing your latest plan check submittal I regret to inform you that at this time recommendation for approval can not be given. The documents are confusing and difficult to understand and do not appear to comply with California Code and City of Carlsbad requirements. Here are some suggestions to make the process more understandable. The documents should be drawn to scale and summarized unto as few sheets of paper as possible such as a site plan, floor plan, foundation plan, framing plan, section and detail sheet. UBC Section 106.3.3. The information on these sheets should be in plan view or overhead, while elevations and sections are useful additional information they should not be substituted for plan view or overhead information. UBC Section 106.3.3. The responses to corrections should be incorporated into these pages and not be an attachment. UBC Section 106.3.3. Details that are not on the same page as they are used should have that page identified, such as detail I on page 2. UBC Section 1063.3 Most general notes; owner's name, square footage, setbacks, location on property could be shown on the site plan. UBC Section 106.3.3. Window and door information, energy requirements, electrical, smoke detectors should be shown on the floor plan. UBC Section 106.3.3. The framing and foundation plans should be in plan view and have all their materials, specifications and relevant details referenced on this page. UBC Section 106.3.3. The foundation plans should show all anchors and reinforcing steel. UBC Section 106.3.3. The framing plans should show all members, horizontal and vertical and their attachment. UBC Section 106.3.3. Carlsbad 03-2135 October 1, 2003 10. The UBC requires braced walls within 8' of each corner in each direction. The minimum length of these walls is 4'. When this length is not possible an alternate braced wall may be utilized. The narrow wall panels do not meet the minimum requirements for braced wall panels. a. Braced wall panels required by Section 2320.11.3 may be replaced by an alternate braced wall panels. UBC Section 2320.11.4. For alternate braced wall panels in one story buildings, showcompliance with the following on the plans: L Minimum braced panel length is 2'-8" in width and a maximum height of 10'-o',. Each braced wall panel is sheathed on at least one face with 3/8" plywood sheathing nailed with 8d common or galvanized box nails per 23-I1-B-I and blocked at all plywood edges. A minimum of two anchor bolts installed in accordance with Sectionl 806.6 between hold down devices. An approved hold down device fastened to the foundation and capable of providing an uplift capacity of not less than 1,800 pounds is provided at each panel end. The foundation that supports the braced panels is continuous across the entire length of the braced wall line and reinforced with a minimum of one # 4 bar top and bottom. 11. It was to be built on a concrete slab and was to be 120 square feet when completed. Siding was to match the present house, and committee requested a sloped - rather than a flat roof - to match the house. On June 25th the City of Carlsbad issued a permit to put in a slab under permit number C13031738. I hired a contractor who dug the footings and poured the slab and on June 30th the inspection by the city enabled the slab to be poured. In reading the RESIDENTIAL CONSTRUCTION DETAILS issued by the City of Carlsbad - dtd Jan 2003 - it described the various reviews and inspections. Having the first approval granted for the slab, following two weeks for the concrete to cure - I started the framing. Upon completion of the framing I called the city for an inspection and found that the previous permit was only for the slab - and I had to obtain a new permit for the improvement. I applied and obtained an interim permit for plan approval - issued on August 1st. It is permit number 03-2135 Using the RESIDENTIAL CONSTRUCTION DETAILS issued by the City of Carlsbad - dtd Jan 2003 - as a guideline I prepared a set of plans and submitted them to the city. I received a RESPONSE FOR ADDITIONAL INFORMATION DATED August 13th from the EsGil Corporation of San Diego— and replied with a response to each and every item listed. This response was dated August 30th responded on In creating the response I added additional views and text to explain more fully what I was building. There were 28 items. On September 16th I received a second response from EsGil asking for more information on 7 of the 28 items. Five of the 7 items were not difficult to deal with. However, two of them concerned "shear panels" and "tie downs". I responded on September 18th with responses to these 7 items. On October l I received a letter from EsGil stating: At this time they cannot recommend approval of my request. "The documents are confusing and difficult to understand" Some suggestions were offered: Redraw the documents on a reduced number of pages. In redrawing - regroup location of information in a more orderly fashion. There will be no further plan review until the plans meet the above criteria.
