In existing buildings, when alterations, repairs or additions requiring a permit occur (or when one or more sleeping rooms are added), the dwelling unit shall be provided with smoke alarms located as required for new dwellings; the smoke alarms shall be interconnected and hard wired. Section R302.3. If intending this to be one dwelling unit, with no separation between main dwelling and granny flat, please obtain approval from the Carlsbad Building Official (Michael Peterson) in writing that two kitchens will be acceptable. Section RA4.2.1. 17. Enclosed rafter spaces do not require venting if the following specific insulation design is used, per Sections R806.5/EM3.9.6: If the insulation is air-permeable and it is installed directly below the roof sheathing with rigid board or sheet insulation with a minimum R-4 value installed above the roof sheathing. (or) If the insulation is air-impermeable and it is in direct contact with the underside of the roof sheathing. Note on the plans: "Attic ventilation openings shall be covered with corrosion-resistant metal mesh with 1/16" minimum to %" maximum openings. Section R806.1. GARAGE The garage shall be separated from the residence and its attic area by not less than W' gypsum board applied to the garage side (at walls). Section R302.6. Please clarify on the plans that the 5/8" gypsum board called out on sheet 3 extends to the underside of the roof sheathing. Show a self-closing, self-latching door, either 1-3/8" solid core or a listed 20- minute assembly, for openings between garage and dwelling. Section R302.5.1. FOUNDATION REQUIREMENTS Show on plans that wood shall be 6" minimum above finish grade. Section R404.1.6. Note on plans that surface water will drain away from building and show drainage pattern. Foundation anchorage in Seismic Design Categories C, Do, Di and D2. In addition to the requirements of Section R403.1.6, the following requirements shall apply to wood light-frame structures in Seismic Design Categories Do, Di and D2 and wood light-frame townhouses in Seismic Design Category C. R403.1.6.1 Plate washers conforming to Section R602.11.1, 0.229"x3"x3", shall be provided for all anchor bolts over the full length of required braced wall lines. Properly sized cut washer shall be permitted for anchor bolts in wall lines not containing braced wall panels. Interior braced wall plates shall have anchor bolts spaced at not more than 6 feet on center and located within 12 inches of the ends of each plate section when supported on a continuous foundation. Provide and reference typical retrofit anchor bolt detail for proposed braced wall panels at existing footing condition. This appears to be applicable along kitchen exterior wall and the wall between garage and main residence. 4II.I.4 0 [PJ1. Callout headers above all new openings on sheet 3. For example, proposed bathroom window and new opening at bedroom 3. Provide and reference typical eave and gable end shear transfer details showing type and spacing of mechanical fasteners (i.e. A35s at 24" o.c., etc.) to clarify how shear will be transferred from the roof level to the braced wall top plates. Section R602.10.8. Show blocking at ends and at supports of rafters/trusses at exterior walls. Section R502.7. Show double top plate with minimum 48" lap splice. Section R602.3.2. MECHANICAL Show on the plans the location, type and size (Btu's) of all heating and cooling appliances or systems. The existing floor plan on sheet 2 notes that the stackable washer and dryer in the granny flat is to be removed. Are you relocating them? If so, show location on the plans and compliance with the following: a) Detail the dryer exhaust duct design from the dryer to the exterior. CIVIC Section 504.4.2. b) Show how makeup air will be provided for the washer and dryer enclosure. The code requires an opening with a minimum of 100 square inches of makeup air (can be louvered door). CIVIC 504.4.1 ELECTRICAL 36. Note on the plans that receptacle outlet locations will comply with CEC Article 210.52. 37. Include on the plans the following specifications for electrical devices installed in dwellings: CEC Article 210 & 406 Tamper resistant receptacles for all locations described in 210.52 (i.e., all receptacles in a dwelling). For a single-family dwelling unit (and for each unit of a duplex), show that at least one receptacle outlet accessible at grade level will be installed outdoors at the front and back of the dwelling. CEC Article 210.52(E). This receptacle must be GFCI protected. 39. Show on the plans that countertop receptacle outlets comply with CEC Article 210.52(C): In kitchens a receptacle outlet shall be installed at each counter space 12 inches or wider; Receptacles shall be installed so that no point along the wall line is more than 24 inches; Island and peninsular countertops 12 inches by 24" long (or greater) shall have at least one receptacle. (Counter top spaces separated by range tops, refrigerators, or sinks shall be considered as separate counter top spaces). 40. Per CEC Article 210.11(C)3, note on the plans that bathroom circuiting shall be either: A 20-ampere circuit dedicated to each bathroom, or At least one 20-ampere circuit supplying only bathroom receptacle outlets. 41. Show on the plans a wall receptacle within 36" of each lavatory in the bathroom. PLUMBING Provide a note on the plans: The control valves in showers, tub/showers, bathtubs, and bidets must be pressure balanced or thermostatic mixing valves. CPC Sections 408, 409, 410. Specify on the plans: Water conserving fixtures: New water closets shall use no more than 1.28 gallons of water per flush, kitchen faucets may not exceed 1.8 GPM, lavatories are limited to 1.2 GPM, and showerheads may not exceed 1.8 GPM of flow. CPC Sections 407, 408, 411,412. Specify on the plans whether the existing house was built before or after 1994. For additions or improvements to a residence built before 1994, note on the plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons of water per flush, urinals that use more than one gallon of water per flush, showerheads that have a flow capacity of more than 2.5 gallons of water per minute, and interior faucets that emit more than 2.2 gallons of water per minute) shall be replaced. Certification of compliance shall be given to the building inspector prior to final permit approval. California SB407. RESIDENTIAL GREEN BUILDING STANDARDS The California Building Standards Commission has adopted the Green Building Standards Code and must be enforced by the local building official. The following mandatory requirements for residential construction must be included on your plans. CGC Section 101.3. The Standards apply to newly constructed residential buildings, along with additions/alterations that increase the building's conditioned area, volume or size. CGC Section 301.1.1. Provide a sheet on the plans labeled "Green Building Code Requirements" and include the following notes as applicable. Storm water drainage/retention during construction. Note on the plans: Projects which disturb less than one acre of soil shall manage storm water drainage during construction by one of the following: A. Retention basins. B.
