FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on -regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or-other departments. Clearance from those departments may be required
prior to the issuance of 'a building permit.
Code sections cited are based on the 1997 UBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 1998 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, UMC and UPC and the 1996 NEC.
Provide a note on the plans indicating if any hazardous materials will be stored
and/or used within the building which exceed the quantities listed in UBC Tables
3-D and 3-E.
Note on the plans that this project is no subject to State energy compliance.
There will be no change to the building energy envelope, HVAC system or the
lighting.
Specify lever-type hardware for passage doors on floors accessible to the
disabled. Title 24.
The wall between the storage and maintenance at the lower level appears to be
a bearing wall supporting the existing FJ's and the new headers. The foundation
plan does not show a footing beneath this wall. Please clarify.

TITLE 24 DISABLED ACCESS REQUIREMENTS
REMODELS, ADDITIONS AND REPAIRS
6. When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion of the building affected, is required to

comply with all of the requirements for new buildings, per Section 113413.2. These
requirements apply as follows:
The area of specific alteration, repair or addition must comply as "new"
construction.
A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
Existing sanitary facilities that serve the remodeled area must be shown to
comply with all accessibility features.
The remodel of this building requires that the existing rest rooms comply
with the current disabled access standards and access via ramp or
elevator is required between the exercise room on the lower level and the
rest rooms I Game Rm I kitchen and office on the upper level.
7. Show the location of the disabled accessible parking and the path of travel from
the parking to the remodeled building.
8. Show on the site plan the required number of accessible parking spaces for new
facilities. Per Table 11 B-7 the minimum number of spaces is:
a) I for each 25 spaces up to 100 total spaces.
9. Show that accessible parking spaces comply with Section 1 129B.4.1 as follows:
Single spaces shall be 14'0" wide and outlined to provide a 9'0" parking
area and a 60" loading and unloading area on the passenger side of the
vehicle.
When more than one space is provided, in lieu of providing a 14'0" space
for each space, two spaces can be provided within a 230" area with a 5"0"
loading zone between each 9'0" wide space.
Each space is to be a minimum of 18'0" in depth.
10. At least-one in every 8 accessible parking spaces shall be served by an access
aisle ~t96" in width and designated as VAN ACCESSIBLE, per Section 1129B.4.2.
CURB RAMPS
11. Show curb ramps shall be constructed where a pedestrian way crosses a curb per
Section 1127B.5.1.
12. Plans shall show that curb ramps are ~48" wide with a slope of :91:12 (8.33%), per
Sections 112713.5.2 and 1127B.5.3. The lower end of each curb ramp shall have a
1/21 lip beveled 450, per Section 1127B.5.5.
13. Show that the landing at the top of the curb shall be level and ~48" depth for the
entire width of the curb ramp. Section 1127B.5.4.
14. The slope of the fanned or flared sides of curb ramps shall not exceed :91:10, per
Section 1127B.5.4.

15. Show or note that all hand-activated door opening hardware meets the following
requirements, per Section 11 33B.2.5. 1:
Latching, or locking, doors in a path of travel are operated with a single
effort by lever type hardware, by panic bars, push-pull activating bars, or
other hardware designed to provide passage without requiring the ability to
grasp the opening hardware.
Is to be centered ~:30" but :!944" above floor.
STAIRWAYS AND HANDRAILS
16. Show that handrails extend a ~12" beyond top nosing, and ~12"-plus-tread-width
beyond the bottom nosing, per Section 1133B.4.2.2.
17. Show or note that interior stair treads are marked at the upper approach and the
lower tread of each stair, by a strip of clearly contrasting color, per Section
1133B.4.4, as follows:
At least 2" wide (but not more than 4" wide).
Placed parallel to and not more than 1" from the nose of the step or landing.
The strip shall be as slip resistant as the other treads of the stair.
. ELEVATORS and RAMPS
18. Provide elevator or ramp access between the two levels.
SANITARY FACILITIES
19. Show that passageways leading to sanitary facilities have required clear access
widths, per Section 111 5B.4. Show that all doorways have:
a) ~32" clear opening.
20. Note that the doorways leading to sanitary facilities shall be identified, per Section
111513.5, as follows:
An equilateral triangle 1/i' thick with edges 12" long and a vortex pointing
upward at men's rest rooms.
A circle 1h" thick, 12" in diameter at women's rest rooms.
A 12" diameter circle with a triangle superimposed on the circle and within
the 12" diameter at unisex rest rooms.
d) The required symbols shall be centered on the door at a height of 60".
Braille signage shall also be located on the wall adiacent to the latch
outside of the doorways leading to the sanitary facilities, per Section
1117B.5.9.
. SINGLE ACCOMMODATION FACILITIES
21. Show a sufficient space in the toilet room for a wheelchair to enter the room and
close the door, per Section 111 5B.7.2. The space is required to be:

When existing buildings are remodeled and, when the valuation of the modifications is less than approximately
93,000 dollars, the California State Building Code allows relief from some accessibility requirements when the
cost of compliance with those regulations is disproportionate. Disproportionate cost is defined as when the cost of
all compliance requirements except mandatory measures exceeds 20% of the cost of the project. Where the cost
of alterations necessary to fully comply is disproportionate, access shall be provided to the extent that it can
without incurring disproportionate costs. In other words, accessible elements must be provided or upgraded to a•
maximum cost of 20% of the project valuation. Priority for providing access should be given in the following
order:
An accessible entrance,
An accessible route to the altered area,
At least one accessible restroom for each sex,
Accessible telephones,
Accessible drinking fountains, and
When possible, additional accessible elements such as parking storage and alarms.
